Official Translation Official Translation REPUBLIC OF LITHUANIA LAW ON THE STATE BORDER AND PROTECTION THEREOF May 9, 2000. No. VIII - 1666 (as amended by October 10, 2000. No. VIII - 1998) Vilnius CHAPTER I GENERAL CONCEPTS Article 1. Purpose of the Law 1. This Law shall establish the legal regulations of the State border and the frontier of the Republic of Lithuania and regulate the activity of organising the guarding of the State border. 2. The State Border of the Republic of Lithuania shall be inviolable. 3. Other legal acts of the Republic of Lithuania shall determine the procedure in the violations of sovereignty on land, in air space and in the territorial sea. Article 2. Principal Definitions in this Law 1. State Border of the Republic of Lithuania (hereinafter - State border) means the line and the vertical surface extending along this line, delineating the limits of the territory of the Republic of Lithuania on land, in the entrails of the earth, in air space, inland waters and the territorial sea and the depths thereof. 2. The sea region and the inland waters of the frontier zone of the Republic of Lithuania (hereinafter the inland waters) are: 1) the waters of the Republic of Lithuania, situated towards the dry land area from the territorial sea base line, connecting the furthest seaport jetty points which extend into the sea; 2) The waters of the Couronian Lagoon, rivers, lakes and the other water bodies situated along the frontier zone of the Republic of Lithuania. 3. Territorial Sea of the Republic of Lithuania (hereinafter - the territorial sea) means the 12-nautical-mile-wide Baltic Sea strip along the coast of the Republic of Lithuania, which is an integral part of the territory of the Republic of Lithuania and the limits whereof with the neighbouring states shall be stipulated by the international agreements of the Republic of Lithuania and the universally - recognised principles and norms of International Law. 4) Frontier waters means the rivers and other water bodies, along the waters or shorelines whereof the State border is situated. 5. Protection of the State Border means the measures stipulated by the legal acts, designed to: 1) avoid unlawful changes in the demarcation of the State border; 2) make certain that the natural and legal persons and enterprises not having the rights of a legal person (hereinafter - persons) would adhere to the legal regulations of the State border, legal regulations of the frontier and the rules of the activity of the border crossing points; 3) enforce the other vitally important interests of the persons, society and State at the border crossing points and in places where the legal border regulations are in force; 6. Legal regulations of the State border mean the procedure established by the legal acts for the determination, marking and crossing the State border and the administration of the State border. 7. Crossing of the State border means the crossing by persons, movement across by means of transport and the carrying of goods (things) and other valuables across the State border. 8. Administration of the State frontier means the maintenance of the State border markers and other equipment to ensure the condition of the installations. 9. Frontier zone means a marked strip of land and (

  1. or)internal waters, extending from the State border deep into the territory of the Republic of Lithuania, in which the legal regulations of the frontier are in force. 10. Legal Regulations of the Frontier means enforcement of the guarding of the State border in the frontier zone and in the territorial sea, by means of laws and other legal acts, in establishing regulations of behaviour and procedure of implementation of the regulations of the presence and activity of the persons as well as of their other rights. 11. Frontier zone means that part of land or internal waters located near the State border, intended for the construction and maintenance of the markers of the State border, border patrol path, engineer barriers, alarm systems (complexes) and the other objects and installations of the guarding of the State border. 12. State border protection zone means the marked portion of the frontier zone, extending from the State border into the depth of the territory of the Republic of Lithuania, within which the technical, organisational and legal means of the Border Guard Service are implemented, to enforce the guarding of the State border and the administration thereof. 13. Frontier control point means a place set aside, by a decision of the Government of the Republic of Lithuania, at an international airport (aerodrome), a port open to international sea and river navigation (inland waters), railroad station or near a motorway, wherein a check is conducted by the State Border Guard Service, Customs Office or other State institutions authorised for this activity. 14. State border crossing point means a place created in accordance with an international agreement on border crossing between the Republic of Lithuania and a neighbouring state, encompassing the border crossing point belonging to the Republic of Lithuania and an analogously designated object of the neighbouring state. 15. Verification means the checking by the State Border Guard Service, Customs Office and other State institutions authorised for this purpose, according to their competence, of persons, documents, means of transport and things by which one seeks to determine the lawfulness of a person, means of transport travel, goods (things) and other valuables, transported across the State border, at the border crossing points, frontier zone and also aboard ships, situated in the territorial sea and frontier waters. 16. Border Incident means an event occurring near the State border (frontier zone) of the Republic of Lithuania, which violates the security and the economic, ecological or other interests of the Republic of Lithuania and (
  2. or)those of a neighbouring state. 17. Authorised staff of the State border means the State officers authorised to this effect, appointed to examine together with the representatives of the corresponding institutions of a neighbouring state, the border incidents and other issues in connection with the guarding of the State border. CHAPTER II LEGAL REGULATIONS OF STATE BORDER Article 3. Establishment of State Border The State border shall be established and altered on the basis of the international agreements of the Republic of Lithuania, when they are ratified by four-fifths of the total membership of the Seimas. Article 4. Marking of the State Border on Location 1. The State border shall be marked on the land and inland waters with clearly visible State Border markers. The international agreements of the Republic of Lithuania and other legal acts shall determine the form, size and procedure of construction of the State border markers. 2.The State border, unless specified otherwise in Republic of Lithuania international agreements with the neighbouring countries, shall extend: 1) along dry land and in places, where the State border cuts across the rivers, lakes and other inland waters extending from one shore to another, in lines connecting the adjacent State border markers; 2) following a navigable river according to the principal fairway (ship’s route) or the middle of the river delta, non-navigable river (stream) along its middle or the middle of the principal bed; 3) by way of the bridges or other structures crossing a river (stream), lake or another body of water along the middle of this structure or along it’s technological axis, regardless of the course of the State border along the water. Article 5. General Requirements of Crossing State Border 1. The State border may be crossed on dry land only upon verification at a border crossing point. 2. It shall be prohibited to disembark from or embark people in a means of transport, load or unload goods (things) and other valuables, travelling from the State border to the frontier control points and back. 3. The persons crossing the State border, must have in their possession and submit to the officers of the State institutions conducting verification, valid personal documents granting the right to cross the State border, and the means of transport must furnish documents of the goods (things) and other valuable things being transported. 4. The laws of the Republic of Lithuania, international agreements of the Republic of Lithuania and the other legal acts shall determine the documents that wouldn’t grant the right to cross the State border. Article 6. Simplified Procedure of Crossing State Border Based upon an international agreement by the Republic of Lithuania with a neighbouring country, the persons in individual categories may be permitted a simplified (according to personal documents being presented for verification, granting the right to cross the State border, or other travel conditions) procedure of crossing the border and a simplified State border crossing points shall be established. Article 7. Right of Foreign Vessels to Peaceful Navigation in Territorial Sea of Republic of Lithuania. 1. The vessels of foreign States shall avail themselves of the right to peaceful navigation in the territorial sea of the Republic of Lithuania. 2. The sailing shall be considered peaceful so long as it doesl not pose a threat to the peace and security of the Republic of Lithuania or to the established procedure. Such navigation must meet with the universally acknowledged principles and norms of International Law. 3. Such navigation must be uninterrupted and rapid. During the course of peaceful navigation the vessels shall be prohibited from engaging in any other activity which is not directly linked to navigation. In the course of peaceful navigation, the vessel may halt and drop anchor only under the following circumstances: 1) if that is related to customary navigation practices; 2) if that becomes necessary due to an irresistible force or impending disaster; 3) if attempts are being made to come to the aid of enterprises, vessels or aircraft, which are facing danger or which have encountered disaster. 4. Foreign state military submarines and other means of submarine transport, peacefully sailing in the territorial sea, must navigate on the surface, flying its state colours. 5. A military vessel or a vessel employed in non-commercial activity, present in the territorial sea of the Republic of Lithuania and violating the laws or other legal acts of the Republic of Lithuania which, regulate the right of peaceful navigation, and also ignoring the requirements of observance thereof, may be obliged to leave the territorial sea of the Republic of Lithuania. 6. The Government may set the procedure of licensing for the military vessels of foreign states to navigate in the territorial sea waters. Article 8. Requirements and Prohibitions for Vessels and Other Means of Navigation Sailing in the Territorial Sea of Republic of Lithuania, towards Republic of Lithuania Seaports, Inland Water Ports or Therefrom 1. For vessels and other means of navigation, crossing the State border, sailing as far as the sea of the Republic of Lithuania which is open to international navigation and inland water ports, which house frontier control points and back, except in the instances indicated in Article 15

(2), it shall be prohibited to: 1) enter or depart from the ports not intended for international navigation (raids): 2) enter the zones restricted to navigation, concerning which an official announcement had been made; 3) navigate in the territorial sea of the Republic of Lithuania, without flying the colours of the State of the vessel’s registry; 4) depart from the port without a check of the vessel at the frontier control point; 5) halt, disembark or embark persons, unload or load goods (things) and other valuable things in a place not designated for that purpose or in the designated places without a license, to allow to take off or receive on the vessel aeroplanes and other flying machines; 6) for the crew members or passengers aboard ship to damage navigational signs, communication cables, objects and equipment belonging to the Republic of Lithuania, located at the bottom of the sea, its underwater area or on a part of its surface; 7) pollute the environment with wastes and other substances; 8) engage in illegal fishing, conduct commercial or other activity, in violation of the procedure established by the legal acts of the Republic of Lithuania; 9) perform other actions prohibited by the laws of the Republic of Lithuania, international agreements of the Republic of Lithuania and other legal acts. 2. The captains of the means of navigation stipulated in paragraph one of this Article, if requested by the State Border Guard Service, must: 1) furnish information on the reasons for the vessel’s entrance into Republic of Lithuania waters; 2) change course, if the vessel is heading towards a territory, where navigation is prohibited, or follows a course, the pursuit whereof may violate the regulations of navigation; 3) halt the vessel and permit to conduct an inspection; 4) proceed to the indicated port or allow the vessel to be towed. 3. Requirements and prohibitions stipulated in Paragraph 1
(4)and Paragraph 2 (3,4) shall not be applied to the warships of foreign states or the ships used for non-commercial purposes. 4. The means of navigation indicated in Paragraph 1 of this Article (except for the warships of foreign states or the vessels used for non-commercial purposes) may be halted in seeking to apprehend a person or conduct an investigation concerning a crime, which had been committed during the sailing of the vessel if: 1) the consequences of the crime concern the interests of the Republic of Lithuania or persons; 2) the crime which has been committed or is being committed disturbs the public order of the Republic of Lithuania or violates the procedure of peaceful navigation in territorial sea waters; 3) such measures are necessitated, in order to bar the way for illegal circulation of weapons, ammunition, explosives, explosive substances, narcotic, psychotropic, dangerous and (
  1. or)harmful materials; 4) this is requested by the captain of a vessel that has entered the territorial sea of the Republic of Lithuania or by the diplomatic representative or consular official of the state of the vessel’ s registry. 5. The means of navigation indicated in this article (except for the foreign warships or ships used for non-commercial purposes) may be halted or detained, if: 1) the vessel while sailing in the territorial sea waters of the Republic of Lithuania, had assumed civil legal obligations or civil responsibility, or such obligations are being applied against it; 2) the implementation of a court judgement or seizure of the vessel becomes mandatory once the vessel has left the inland waters. 6. The measures indicated in Paragraph 4 of this Article may not be applied, for the purpose of implementing the judgements of the court or other state institution in civil and administrative cases with respect to a person on board the vessel. 7. The international agreements of the Republic of Lithuania with neighbouring states shall establish the procedure of crossing the state border in frontier waters without entering the Republic of Lithuania ports. Article 9. Control of Vessels and Other Means of Navigation, Crossing State Border 1. Failure to adhere to the requirements and prohibitions stipulated in Article 8 of this Law, shall grant the right to the State Border Guard Service to: 1) pursue and halt vessels (except the warships belonging to another state or the vessels used for non-commercial purposes) beyond the territorial sea limits of the Republic of Lithuania, until it enters the territorial sea of its own state or of a third country, provided that the institution of the State Border Guard Service have reason to believe that the vessel has violated the laws of the Republic of Lithuania, while the attempt to halt the vessel had been initiated in the territorial sea of the Republic of Lithuania and the vessel had been pursued without any interruption. 2) Use the signals of the International Signal Code and other the means provided for in international agreements; 3) in accordance with the verification results permit the vessel to continue (
  2. be)in the territorial sea of the Republic of Lithuania or propose to depart therefrom, or detain the vessel. 2. Upon detention of the vessel, a report shall be written. The report shall be signed by an officer of the State Border Guard Service, authorised for this, and the captain of the detained vessel. He may enter his remarks and explanations in the report, or elaborate them in a separate written note. 3. The Ministry of Foreign Affairs of the Republic of Lithuania shall be informed regarding the detained vessel of foreign registry. Article 10. Use of Arms by Ship of State Border Guard Service 1. The State Border Guard Service may use the weaponry of the vessel against the pursued vessel or other means of navigation only on the basis of an exception, following the exhaustion of all other possible means and after they did not suffice to force the crew to obey and halt the vessel. 2. In using weaponry against a vessel which is halted, it shall not be sought to sink it. 3. The Commander of the State Border Guard Service may use the weaponry of the ship against the vessel or the other means of navigation being pursued, without adhering to the requirements stipulated in Paragraphs 1 and 2 of this Article, if it should become impossible to adhere to them, or if the pursued vessel or other means of navigation , in resisting halting, shall be the first to use the weapon in their possession or launch an attack against the ship of the State Border Guard Service. Article 11. Requirements and Prohibitions for Aircraft and Other Means of Flying Crossing the State Border and Flying in the Airspace of the Republic of Lithuania 1. Aircraft and the other flying machines may cross the State border following the routes established for aerial flights in accordance with the procedure established by the Government. To cross the State border along aerial routes than have not been specified, except in instances specified in Article 15
(2), shall only be possible upon having obtained the permission of an institution authorised by the Government.
  1. Based upon national security interests, or upon the request by a foreign state, the Government, may temporarily interrupt or limit flights across the State border, in certain areas having informed the interested states thereof.
  2. Upon entering the air space of the Republic of Lithuania, aircraft and other flying machines, may only land in airports (aerodromes), which have frontier control points.
  3. For aircraft, flying from the State border to international airports, which house frontier control points, or back, also during transit flights across the Republic of Lithuania air space, except in instances specified in Article 15
(2)it shall be prohibited to: 1) land in airports (aerodromes) not designated by the Government for international flights; 2) take off from airports (aerodromes) not designated by the Government for international flights; 3) enter territories prohibited to flights, regarding which official announcement has been made; 4) perform other acts prohibited by the laws of the Republic of Lithuania and the international agreements and legal acts of the Republic of Lithuania.
  1. Aircraft and other flying machines situated in airports (aerodromes) and lifting off from the Republic of Lithuania, may lift off from only after they have been checked at the frontier control point.
  2. In exceptional cases, the aircraft, conducting international flights from the Republic of Lithuania or into the Republic of Lithuania, may land or take off from airports (aerodromes), that do not have frontier control points, only upon obtaining a prior permission from the State Border Guard Service, Customs Department under the Republic of Lithuania Ministry of Finance and the military air forces. Article
  3. Crossing of State Border by Rescue Forces and Equipment In cases of natural disasters, catastrophes, major accidents and other instances, when a threat shall be posed, to human life, health and the environment or major material losses shall threaten, the rescue forces and equipment of the Republic of Lithuania and a foreign state may cross the State border according to the procedure established by the Government, unless provided for otherwise in the international agreements of the Republic of Lithuania. Article
  4. Crossing of State Border by Armed Forces of Republic of Lithuania and Foreign States Peaceful crossing of the State border by a designated contingent of the armed forces of the Republic of Lithuania or of a foreign state and civilian employees serving in the armed forces, who are assigned to it and the transit of military cargo across Republic of Lithuania territory shall be regulated by Republic of Lithuania laws and other legal acts, unless specified otherwise in the international agreements of the Republic of Lithuania. Article
  5. Prohibition Against Transport of Nuclear or Other Weapons of Mass Destruction across State Border It shall be prohibited to transport nuclear or other weapons of mass destruction across the State border. Article
  6. Liability for Violations of State Border Crossing Procedure
  7. Persons who act in violation of the of the activities of the State border crossing points and frontier control points and legal regulations and of the frontier, shall be held liable in accordance with the procedure established by the laws of the Republic of Lithuania.
  8. Cases arising due to unforeseen circumstances: an unfortunate incident, accident, natural disaster, threat to security of the vessel (aircraft), towing of incapacitated vessels, rendering of emergency medical assistance, delivery of rescued people or other compelling circumstances, shall not be deemed a violation of the crossing of the State border.
  9. In the instances specified in Paragraph 2 of this Article, the captain of a vessel and warship or the commander of another means of navigation and commander of an aircraft or another flying machine must immediately advise the administration of the closest seaport, airport (aerodrome) of the Republic of Lithuania of the incident, and the latter must inform the State Border Guard Service, Customs Office and the institution in charge of organising rescue operations, of the incident.
  10. In those instances when there shall be no basis to institute criminal proceedings or administrative liability charges against the foreigners who have violated the procedure of State border crossing, the State Border Guard Service according to stipulated procedure, shall hand them over to the authorised representatives of that state from the territory whereof they have illegally crossed the State border.
  11. If the handing over of the foreigners, specified in Paragraph 4 of this Article, to foreign states, is not provided for in the international agreements of the Republic of Lithuania with those countries, they shall be sent out from Lithuania, in accordance with the procedure established by the laws of the Republic of Lithuania. Article
  12. Temporary Restriction or Halting of State Border Crossing In guaranteeing the security of the State and public calm, and in seeking to protect the population and environment from dangerous and especially dangerous diseases or the introduction and spread of the agents thereof and also, upon the request of a neighbouring state, the Government, may temporarily restrict or halt travel across certain frontier control posts. CHAPTER III LEGAL FRONTIER REGULATIONS Article
  13. Principles of Legal Frontier Regulations and Validity of Territorial Limits 1.The State Border Guard Service shall implement the control of the frontier regulations.
  14. The Government shall approve the legal regulations of the frontier. Prohibitions and limitations for persons in locations where the legal frontier regulations are in effect, shall be established based upon this and other laws as well as, the international agreements of the Republic of Lithuania with the neighbouring states in relation to the legal regulations of the State border.
  15. The legal regulations of the frontier shall be valid in the frontier zone and the territorial sea. The frontier zone may be fixed extending along dry land, up to five km in width, from the State border into the Republic of Lithuania. The frontier zone limits shall be approved by the Government upon recommendation by the Minister of the Interior. 4.The limits of the frontier zone shall be marked by warning markers.
  16. It shall be prohibited for persons without personal identity documents to be in the area, where the legal regulations of the frontier are in effect. Article
  17. Limits of State Border Protection Zone
  18. The Government may fix the State border protection zone (including the inland waters) within the frontier zone.
  19. The State border protection zone shall not include the territory of frontier control points, motorways and railways, cutting across the State line shall not be attached to the State border protection zone. Settlements, health care institutions, rest homes, places where sports, cultural, religious event and other places frequented by crowds of people, may be separated from the State border protection zone.
  20. In places where the necessary conditions shall be created to ensure guarding of the State border by other measures, the zone for State border protection shall not be established.
  21. Specific limits of the State protection zone shall be approved by the Government at the recommendation of the Minister of the Interior.
  22. The limits of the State border protection zone shall be marked with caution markers, the samples and placement procedure whereof shall be determined by the Minister of the Interior. Article
  23. Legal Border Regulations within State Border Protection Zone
  24. Persons may only be present in the State border protection zone with one-time, fixed-date permits issued by the State Border Guard Service. Permanent permits may be issued to persons residing or working within the State border protection zone, owners of real property, landowners and users.
  25. Means of transport may enter, sail or fly into the State border protection zone territory, only with the permit of the State Border Guard Service.
  26. Economic, commercial and other activity by persons within the State border protection zone shall only be allowed with a permit from the State Border Guard Service.
  27. The Minister of the Interior shall determine the procedure of issuing samples of permits for entering and remaining within the State border protection zone and also, permits to engage in economic, commercial or other activity. x Article
  28. Legal Border Regulations within Republic of Lithuania Territorial Sea, Couronian Lagoon and Other Inland Waters In ensuring the legal frontier regulations: 1) it shall be prohibited to sail out and fish, ride or walk over the frozen Couronian Lagoon and other internal waters, located within the frontier zone, without a permit from the State Border Guard Service; 2) in instances indicated in Item 1 of this Article, persons must inform the State Border Guard Service of their departure or arrival. The State Border Service may limit the time of departure and the territory of travel; 3) persons must inform the State Border Guard Service concerning departure into territorial sea waters and return to port, pier, or other permanent point of departure; 4) economic, commercial or other activities by persons in the territorial sea and the Couronian Lagoon as well as in other inland waters, located in the frontier zone area, may be limited. Article
  29. Frontier Zone and Legal Regulations Thereof
  30. The frontier zone must extend at least five metres into the territory of the Republic of Lithuania: 1) from the State border, when it extends towards dry land, the Couronian Lagoon or river, transcending from one bank of the river to the other; 2) from the riverbank, when the State border extends towards a navigable river; 3) from the riverbank (stream bank) or from the State border, including the part of the riverbed or (stream bed) and the strip of land along the bank belonging to the frontier zone when the State border follows the course of a non-navigable river (stream); 4) from the shore, when the State border follow a lake or some other body of water. In addition, a frontier zone may be fixed in the waters along the State border.
  31. Upon the recommendation of the Minister of the Interior, the Government shall approve the limits of the frontier zone. The land and bodies of water, along which the frontier zone extends, shall be State property. According to the procedure established by the laws of the Republic of Lithuania and other legal acts, the land and bodies of water along which the frontier zone extends, shall be turned over for use by the State Border Guard Service.
  32. It shall be prohibited for persons and means of transport to travel to the frontier zone without a permit from the State Border Guard Service. 4.The prohibition indicated in Paragraph 3 of this Article, to travel to the frontier zone without a permit from the State Border Guard Service may be non-applicable, when the frontier zone extends along the shore of the water bodies situated along the border line. Article
  33. Administration of Frontier Zone
  34. A clearing shall be cut in the event the State border extends along some woods and places covered by bushes. It shall be set up in such a fashion as to make the State Border markers and the adjacent buildings and facilities which ensure the guarding of the State border clearly visible. The State Border Guard Service shall organise the work of doing maintenance of the clearings and other maintenance work of the State border from the funds allocated for that purpose.
  35. The State Border Guard Service shall have the right to construct buildings and facilities ensuring the protection of the State border and perform other activities related to guarding of the State border. The building and facilities which ensure the guarding of the State border may also be constructed outside the frontier zone limits in accordance with the procedure established by Republic of Lithuania laws and other legal acts.
  36. It shall be prohibited to damage and destroy State border markers, the other buildings and facilities of State border guarding or effect other damage to the frontier zone. CHAPTER IV FRONTIER CONTROL POINT ACTIVITIES Article
  37. Establishment, Construction and Opening of Frontier Control Points and State Border Crossing Points
  38. The State border crossing points shall be established based upon the Republic of Lithuania international agreement with a neighbouring state.
  39. The Government, upon recommendation by the Minister of the Interior and in co-ordination with the other State institutions authorised to conduct verification, shall establish frontier control points at international airports, sea ports that are open to international navigation and inland waters.
  40. The frontier control points shall be constructed from State, municipal budgets, international organisations or economic entities, in the territory whereof these points are being established, funds, according to drafts co-ordinated in accordance with the procedure established by the legal acts.
  41. An economic entity in the area whereof a frontier control point has been established, must furnish buildings (premises) for use by State institutions conducting verification, in accordance with the procedure established by laws.
  42. The State Border Guard Service shall publish information concerning the frontier control points, their work hours, permissible ways of person and transport vehicle travel in the “ Information Bulletin,” a supplement to “The State Gazette.” Article
  43. Legal Regulations of Frontier Control Point Activities
  44. The State Border Guard Service, the Customs Office and other institutions conducting verification shall according to their competence, implement the legal regulations of the frontier crossing points.
  45. The Government shall approve the verification of border control point activity upon the recommendation of the State institutions implementing it.
  46. The State Border Guard Service and the Customs Department under the Republic of Lithuania Ministry of Finance, co-ordinating with other State institutions, conducting verification and the economic entity in whose territory this point is being established, shall determine the territorial boundaries of a frontier crossing point. Article
  47. Verification, Implemented in Frontier Control Points The State Border Guard Service, the Customs Office and other State institutions shall, according to their competence, implement verification at the frontier control points. The procedure of verification shall be established by the Government and (or) authorised State institutions thereof. CHAPTER V ORGANISATION OF STATE BORDER PROTECTION Article
  48. Legal Principles and Entities of State Border Protection
  49. State border protection shall be an integral part of the system of ensuring the national security of the Republic of Lithuania. It shall be implemented based upon the Republic of Lithuania Constitution, Republic of Lithuania international agreements, this and other Laws and Government resolutions and other legal acts.
  50. The State Border Guard Service shall implement guarding of the State border.
  51. If the need arises to reinforce State border protection, the armed forces may be dispatched to assist the State Border Guard Service.
  52. The State and local government institutions shall co-operate with the State Border Guard Service according to own competence following the procedure established by the laws and other legal acts. Other persons shall provide assistance to the State Border Guard Service on a voluntary basis. Article
  53. Activities of Authorised Individuals of State Border
  54. State officers shall be appointed as representatives of a part (section) of the State border in accordance with the procedure established by the Republic of Lithuania international agreement with a neighbouring state.
  55. The authorised representatives of the State border, together with corresponding institution representatives of a neighbouring state investigate border incidents and other issues, in connection with the protection of the State border.
  56. Border incidents and other questions involving violations of the legal regulations of the State border, which remain unsolved shall be turned over for resolution through the diplomatic channels through the Ministry of Foreign Affairs. Of the Lithuanian Republic Article
  57. State Border Protection in Event of Armed Attack, War or State of Emergency Situation
  58. In cases of a war situation and in the course of defending the State (war), the troops of the State Border Guard Service shall be attached to the armed forces.
  59. Joint actions in peacetime, of the State Border Guard Service and the armed forces shall be fixed in the State border protection cover plans, which shall be approved by the Government at the recommendation of the Minister of the Interior and Minister of State Defence.
  60. Upon the introduction of an emergency situation, the State border shall be guarded according to the procedure established by this and other laws. CHAPTER IV FINAL PROVISIONS Article
  61. Validity of Republic of Lithuania International Agreements Should the provisions contained in an international agreement of the Republic of Lithuania differ from those in this Law, the provisions in the international agreement shall apply. Article
  62. Proposal to Government The Government shall within a period of six months from coming into force of this Law, draft and submit draft laws to the Seimas, and also, approve or amend other legal acts, necessary for implementation of the provisions of this Law. Article
  63. Repealed Legal Acts Upon coming into force of this Law, the following shall be repealed: 1) the Republic of Lithuania “Law on the State Border;” 2) the Resolution of the Supreme Council of the Republic of Lithuania “On Coming into Force of the Republic of Lithuania Law on the State Border;” 3) the Republic of Lithuania Law on the Protection of the State Borders.” This Law shall come into force as of November 1,
