Draft 05/11/02 DECISION On the Baltic Assembly Budget 2003 The Baltic Assembly approves its budget for the year 2003 in the amount of EUR 293,928 in accordance with the attached Baltic Assembly budget appropriations. According to Article 54, paragraph 2, of the Baltic Assembly Statutes, the expenses necessary for ensuring the activities of the Baltic Assembly shall be shared equally by the parliaments of Estonia, Latvia and Lithuania. 1. The Budget of the Baltic Assembly for the year 2003 is broken down into the following parts:

3. Meetings of the Presidium of the Baltic Assembly;
4. Meetings of the Committees of the Baltic Assembly;
5. Seminars, Conferences and other events;
6. Baltic Assembly Prizes in Literature, the Arts and Science and publishing of the Baltic Assembly Prize winners books;
7. Secretariat of the Baltic Assembly.
8. Unplanned expenses. Estimates of the budget of the Baltic Assembly for the above activities are broken down into the following categories:

It is envisaged that 170 participants will take part in it. Total expenses planned for the Session of the Baltic Assembly and the Baltic Council comprise EUR 33
16. The following expense categories are budgeted for the Session of the Baltic Assembly and the Baltic Council:
17. Contract works, premiums (tax included) include premiums for the staff and contract works for companies. Total: EUR 4650;

19. Travel and hotel expenses include travel and accommodation costs of invited guests and experts. Total: EUR 2600;
20. Information expenses include copying of materials, purchase of folders and pens for participants, informative materials. Total: EUR 3700;
21. Accommodation expenses include coffee breaks, lunches, receptions. Total: EUR 16 800;
22. Rent and Lease include rent of equipment for ensuring work of the Session. Total: EUR 200;
23. Representation and other expenses include purchase of souvenirs, design of the premises, preparation and organization of the meetings, excursions for guests as well as unplanned expenses. Total: EUR
24. Meetings of the Presidium of the Baltic Assembly It is planned that 5 meetings of the Presidium of the Baltic Assembly will take place in

27. Salaries, contract works, premiums and taxes linked with preparation and organision of the meetings. Total: EUR 100;
28. Information expenses include copying and binding of materials, costs of participants’ packages and informative materials. Total: EUR 1200;
29. Accommodation expenses include coffee breaks, lunches, dinners. Total: EUR 1300;
30. Rent and lease include rent of equipment and premises. Total: EUR 900;
31. Representation and other expenses include purchase of souvenirs, design of the premises, preparation and organization of the meetings, as well as unplanned expenses. Total: EUR

Meetings of the Committees of the Baltic Assembly Eight meetings of the standing committees, 2 meetings of the Budget and Audit Committee and 1 meeting of the Editorial Committee as well as 3 unplanned meetings are envisaged. Total expenses planned for the meetings of the committees of the Baltic Assembly comprise EUR 40
33. The following expense categories are budgeted for the meetings of the committees of the Baltic Assembly:
34. Salaries, contract works, premiums and taxes include translation of materials and other necessary services. Total: EUR 2914;
35. Travel and hotel expenses include travel and hotel costs of invited guests, experts. Total: EUR 9639;
36. Information expenses include copying of materials, purchase of folders and pens for participants, informative materials. Total: EUR 1550;
37. Accommodation expenses include coffee breaks, lunches, receptions. Total: EUR 19 861;
38. Rent and lease include rent of premises and equipment. Total: EUR 1871;
39. Representation and other expenses include purchase of souvenirs, design of the premises, preparation and organization of the meetings, excursions for guests as well as unplanned expenses. Total: EUR
40. Seminars, Conferences and Other Events In 2003 the 4th Joint Meeting of the Baltic Assembly and the Nordic Council will be organised in Lund, Sweden. Also a seminar of the BA Education, Science and Culture Committee with the participation of the BICC Culture, Education and Public Health Committee as well as meetings of the Baltic Assembly—Baltic Council of Ministers’ Working Group are envisaged. Total expenses planned for the seminars, conferences and other events comprise EUR 76 048:
41. Salaries, contract works and premiums – contract work expenditure amounting to EUR 17 112 is planned. This includes salaries to interpreters, editors and other specialists. Relevant social tax payment is also included in this category.
42. Travel and hotel expenses include travel and hotel costs of invited guests, experts. Total EUR 12 520;
43. Information expenses include copying of materials, purchase of folders and pens for participants, informative materials. Also maintenance and further development of the Baltic Assembly website and publication of the Baltic Assembly newsletter is envisaged. Total expenses comprise: EUR 13 816;
44. Accommodation expenses include coffee breaks, lunches, receptions. Total: EUR 16 200;
45. Rent and lease include rent of equipment and premises. Total: EUR 9 600;
46. Representation and other expenses include purchase of souvenirs, design of the premises, preparation and organization of the meetings, excursions for guests as well as unplanned expenses. Total: EUR 6
47. Baltic Assembly Prizes in Literature, the Arts and Science and Publishing of the Baltic Assembly Prize Winners Books Total expenses planned for the Baltic Assembly Prizes in Literature, the Arts and Science and for publishing of the Baltic Assembly Prize winners books comprise EUR 56
48. The following expense categories are budgeted for the Baltic Assembly Prizes in Literature, the Arts and Science and for publishing of the Baltic Assembly Prize winners books:
49. Salaries and contract works (tax included) include contract work and relevant tax payments to translators as well as the concert director and invited artists. Total: EUR 2604;
50. Travel expenses include travel and accommodation costs of members of the Joint Judging Committee. Total: EUR 4800;
51. Information expenses include publishing of the Baltic Assembly Prize winners books and printing costs of other necessary materials as well as advertising. Total: EUR 17 300;
52. Accommodation expenses include accommodation of the Joint Judging Committee and reception costs. Total: EUR 5680;
53. Rent and lease include rent of premises and equipment for the BA Prize Awarding Ceremony. Total: EUR 2500;
54. Representation and other expenses include purchase of souvenirs, design of the premises, preparation and organization of the meetings, excursions for guests as well as unplanned expenses. Total: EUR 3250;
55. BA prizes. Prize winners will receive EUR 15
56. This category includes costs of production of statuettes and certificates. Total: EUR 20
57. Secretariat of the Baltic Assembly Total amount of the expenses for the Secretariat of the Baltic Assembly comprises EUR 73
58. The following expense categories are budgeted for the Secretariat of the Baltic Assembly:
59. Salaries and taxes include salaries for the staff of the BA Secretariat. These expenses include salaries for the Secretariat staff and relevant tax payments as well as contract works necessary to ensure successful functioning of the Secretariat, and comprise EUR 41
61. Travel and hotel expenses Total amount planned for travel expenses for the staff of the BA Secretariat is EUR
63. Office equipment and expenses Office equipment and expenses include office rent and public utilities, communication expenses, information resources and services used. Total amount planned for office equipment and expenses is EUR 25
65. Representation and other expenses This category includes representation expenses, reception of guests, souvenirs as well as unforeseen expenses. Total amount of this item is EUR
66. Unplanned expenses Total amount of the unplanned expenses (changes in the currency exchange rate etc.) comprises EUR 7747.
