  1. Purpose of the Law
  2. This Law shall establish the basis for ensuring trace ability in the Republic of Lithuania, organisational structure of the Lithuanian system of metrology, regulate the relations between state institutions and legal and natural persons, arising due to manufacture, trade, use, hire and repair of the measuring instruments attributed to legal metrology.
  3. Legal and natural persons may engage in the activity set forth in this Law, provided it is made legal according to the procedure established by laws of the Republic of Lithuania. Article
  4. Basic Definitions For the purpose of this Law: 1) “Legal metrology” (hereinafter referred to as “Metrology”) means a branch of metrology reflecting the state policy in normalisation of measurements, their methods, measuring instruments used to achieve trace ability and the required accuracy of measurements; 2) “Measurement” means determination of the value of a quantity by means of a measuring instrument; 3) “Measuring instrument” means a device, equipment or their system intended to be used to make measurements; 4) “Unit of measurement” means a base or derived unit of a legal system of units; 5) “Trace ability” means a characteristic of measurement property when the results thereof are expressed in legal units, uncertainties are known with a required probability and they do not exceed the established limits; 6) “Standard” means a measuring instrument or a group of measuring instruments intended to reproduce, maintain a unit of a quantity and to transfer it to other measuring instruments based on the verification schema, in compliance with the requirements of normative documents; 7) “National standard” means a standard officially recognised to be the most accurate in the State, according to the procedure established by the Government of the Republic of Lithuania; 8) “Pattern of a measuring instrument” means measuring instruments of the same designation, principle of operation, and the uniform design; 9) “State metrological controls of measuring instruments” means activities of institutions authorised by the State meant to control manufacture, storage, use, repair of measuring instruments and compliance with verification regulations; 10) “Measuring instrument pattern approval” means the procedure during which an institution authorised by the State determines that a measuring instrument pattern conforms to the established requirements; 11) “Measuring instrument verification” means assessment of a measuring instrument fitness examining its metrological characteristics by means of an experiment and verifying conformity to the established requirements: “initial verification” means the primary verification of a manufactured or repaired measuring instrument, “periodic verification” means verification of a measuring instrument which is being used or stored according to a stated schedule, “inspection verification” means controls of the condition and use of measuring instruments ahead of schedule; 12) “Calibration of a measuring instrument” means verification of the conformity of the measuring instrument readings or the values of a measure to the values of standard quantities, evaluating the limits of confidence; and 13) “State metrological controls of measurements” means metrological controls of the composition of quantities, products or goods, specific measurement methods and attestations. SECOND CHAPTER UNITS OF MEASUREMENT Article
  5. System of Units of Measurement The units of measurement used in the Republic of Lithuania shall be those of the International System of Units (SI), their derived units, multiples and sub-multiples. Article
  6. Off-system Units of Measurement It shall be allowed to use off-system units, linked to the International System of Units (SI), which are made legal by the Government of the Republic of Lithuania. THIRD CHAPTER PHYSICAL REPRESENTATION OF UNITS OF MEASUREMENT Article
  7. Representation of Units of Measurement Units of measurement shall be re-created by using standards and transferring them to other measuring instruments, based on verification schemas. Article
  8. Standards
  9. State standards shall be created or acquired taking into consideration the needs and technical possibilities of the Republic of Lithuania
  10. State standards shall be periodically compared with the standards of other states. The list of state standards, the procedure for approval, maintenance and use thereof shall be established by the Government of the Republic of Lithuania. FOURTH CHAPTER GENERAL REQUIREMENTS FOR MEASURING INSTRUMENTS Article
  11. General Provisions Measuring instruments used for determination of quantities and their ratios must show measurement results in legal units. Article
  12. Quality of Measuring Instruments
  13. Manufactured, repaired, and used measuring instruments must conform to the requirements set for their patterns.
  14. Legal and natural persons effecting repair of measuring instruments must submit a copy of the registration certificate of their company to an institution authorised by the Government of the Republic of Lithuania. FIFTH CHAPTER STATE METROLOGICAL CONTROLS OF MEASURING INSTRUMENTS Article
  15. Applicability of the State Metrological Controls of Measuring Instruments The state metrological controls of measuring instruments shall be applied to the measuring instruments used: 1) for verification of measuring instruments; 2) in health protection; 3) in veterinary; 4) for assessment of the ecological condition and the impact on it; 5) in works safety; 6) for determination of the quality of products and raw material; 7) for determination of the quantity and value of goods, energy, and services; 8) in banking, tax, customs and postal transactions; and 9) for carrying out measurements on a mandate from law-enforcement institutions as well as public administration and control institutions.
  16. The list of the measuring instruments used in the fields specified in this Article shall be drawn up and approved by, and the state metrological controls thereof shall be organised by an institution authorised by the Government of the Republic of Lithuania. Article
  17. Categories of the State Metrological Controls of Measuring Instruments The following categories of the state metrological controls of measuring instruments shall be established: 1) pattern approval; 2) initial verification; 3) periodic verification; and 4) surveillance and verification. Article
  18. Measuring Instrument Pattern Approval
  19. The patterns of new measuring instruments, the manufacture whereof has been launched in the Republic of Lithuania, as well as the patterns of measuring instruments that have been imported from abroad for the first time shall be approved by an institution authorised by the Government of the Republic of Lithuania, on the basis of the results of state tests, and shall be entered into the Lithuanian Register of Measuring Instruments.
  20. The results of the tests performed by laboratories of foreign states may be accepted by the decision of an institution authorised by the Government of the Republic of Lithuania.
  21. The institution maintaining the Lithuanian Register of Measuring Instruments shall be an institution authorised by the Government of the Republic of Lithuania. Article
  22. Right of Verification of Measuring Instruments
  23. The right to perform verification of measuring instruments shall be granted to enterprises and laboratories accredited or authorised by an institution authorised by the Government of the Republic of Lithuania in accordance with the established procedure.
  24. The verification carried out by laboratories of foreign states can be accepted by the decision of an institution authorised by the Government of the Republic of Lithuania. Article
  25. Liability to Verification of Measuring Instruments Legal and natural persons who manufacture, repair, import, hire, sale or use measuring instruments (except those used for one’s own needs) must submit them for verification in accordance with the procedure established by an institution authorised by the Government of the Republic of Lithuania. The schedule of verification of measuring instruments shall be established by an institution authorised by the Government of the Republic of Lithuania on the basis of scientific and technical results.   26. Presentation of Verification Results of Measuring Instruments
  27. In the case of positive results of verification, a measuring instrument shall be given a certain mark or a verification certificate shall be issued, granting the right to use these instruments for their proper purpose.
  28. An institution authorised by the Government of the Republic of Lithuania shall determine the form and contents of the verification mark and certificate. SIXTH CHAPTER STATE METROLOGICAL MEASUREMENT CONTROLS Article
  29. Liability to the State Metrological Measurement Controls At the proposal of interested departments, specific measurement methods and attestations shall be liable to the state metrological controls. An institution authorised by the Government of the Republic of Lithuania shall establish measurement methods and measurement procedures. seventh chapter state metrological controlS of Product quantitIES Article
  30. Metrological Controls of Quantities of Pre-packages and Products Sold in Definite Quantities When a definite quantity of products which can be weighed, counted or batched is exposed for sale or when the quantity of products delivered for sale is indicated on their labels or packages, these product quantities shall be liable to the state metrological controls. Article
  31. Requirements for Quantities of Products The requirements for the quantity of products (including pre-packages) and the values of its deviations shall be established by legal acts and normative documents (standards and specifications). EIGHTH CHAPTER ORGANISATIONAL STRUCTURE OF THE LITHUANIAN SYSTEM OF METROLOGY Article
  32. Organisational Structure of the System of Metrology The Lithuanian system of metrology shall comprise: 1) the Lithuanian Council of Metrology - an advisory organisation on metrological issues attached to an institution authorised by the Government of the Republic of Lithuania. The structure and regulations of the Council shall be approved by an institution authorised by the Government of the Republic of Lithuania; 2) an institution authorised by the Government of the Republic of Lithuania - an institution authorised to carry out the policy of metrology in Lithuania, co-ordinate measurement traceability, organise and implement scientific, legal and administrative activities related to metrology; 3) state laboratories - reference laboratories authorised by the Government of the Republic of Lithuania to maintain state standards, make comparisons and calibrations; 4) accredited laboratories - laboratories licensed by an institution, which is authorised in the established manner by the Government of the Republic of Lithuania, to perform verification or calibration of working measuring instruments; and 5) Lithuanian Metrology Inspectorate – an agency under the ministry authorised by the Government of the Republic of Lithuania, which performs the state controls of the condition and use of measuring instruments. NINTH CHAPTER FINANCING Article
  33. Financing The following shall be financed from the National Budget of Lithuania: 1) an institution authorised by the Government of the Republic of Lithuania; 2) the Lithuanian Metrology Inspectorate; 3) works related to state standards, their acquisition, creation, supervision, improvement, and maintenance of the standards base; and 4) scientific works and research activity in the field of metrology.   34. Fees for Metrological Services
  35. Interested legal and natural persons shall be charged fees for metrological services according to the procedure established by the Government of the Republic of Lithuania.
  36. An institution authorised by the Government of the Republic of Lithuania shall fix the amount of the payment for verification of measuring instruments in accordance with the procedure established by the Government of the Republic of Lithuania. TENTH CHAPTER LIABILITY FOR INFRINGEMENTS OF THE LAW OF THE REPUBLIC OF LITHUANIA ON METROLOGY article
  37. Liability for Infringements of the Law on Metrology Legal and natural persons, who have violated the requirements of this Law, shall be held liable in the manner prescribed by law of the Republic of Lithuania.
