BALTIC ASSEMBLY DECISION ON AMENDMENTS TO THE BALTIC ASSEMBLY REGULATIONS FOR PUBLISHING THE WORKS OF THE BALTIC ASSEMBLY PRIZE WINNERS The Baltic Assembly decides to amend the Baltic Assembly Regulations for Publishing the Works of the Baltic Assembly Prize Winners in the following manner:
- Paragraph 1 shall be amended by striking out “close” and set forth to read as follows:
- The Baltic Assembly shall announce a tender for Estonian, Latvian and Lithuanian book publishers on publishing the works of the Baltic Assembly prize winners for literature.
- Subparagraph 1 of paragraph 4 shall be amended by striking out “awarded”, and shall be set forth to read as follows: 1) an application for participation in the tender. The application must provide justification for the choice of the translator;
- Paragraph 4 shall be amended by adding following paragraphs 5, 6 and 7: 5) presentation of planned marketing activities; 6) a possible sample of the cover of the book which is planned to be published; 7) copies of the books which were published by the publisher over the recent years.
- Paragraph 7 shall be amended by adding a new sentence and shall be set forth to read as follows:
- The applications for participation in the tender may be submitted within two months from the day of announcement of the tender. Upon the expiry of this term, the commission shall examine applications and make a decision, within one month. The commission shall within two weeks inform in writing each participant about the results of the tender. The materials submitted by the publishers who have not won the tender, shall be returned to the said publishers.
- Subparagraph 2 of paragraph 9 shall be amended by striking out “two years” and substituting “one year”, and shall be set forth to read as follows: 2) the whole allotted sum shall be made available to the publisher after presenting an advance copy of the book. Pursuant to the Statutes of the Baltic Assembly on the Prizes for Literature, the Arts and Science, the book must be published within a period of one year. - The Baltic Assembly shall announce a tender for Estonian, Latvian and Lithuanian book publishers on publishing the works of the Baltic Assembly prize winners for literature.
- The sum of funds allocated for the tender depends on the budget of the Baltic Assembly and, generally, is equal to EUR 5,000 for each country.
- The participants of the tender shall be given the awarded work and samples of the Baltic Assembly symbols, which must be included in the design of the book.
- The participants of the tender shall submit: 1) an application for participation in the tender. The application must provide justification for the choice of the translator; 2) an estimate of the publication costs; 3) a letter of intent signed by the publisher and the translator; 4) the written consent of the author of the awarded work or a representative (organisation) authorised by him, for the publication of the said work; 5) presentation of planned marketing activities; 6) a possible sample of the cover of the book which is planned to be published; 7) copies of the books which were published by the publisher over the recent years.
- The national delegations of the Baltic Assembly shall each set up an experts' commission for consideration of the applications submitted by participants of the tender.
- The internal rules for the experts’ commission shall be the following: 1) the commission shall make decisions by a majority vote by secret ballot; 2) the commission shall decide at its discretion, how to disburse the funds to a candidate from the allocated amount; 3) the work of the experts' commission shall not be paid with the funds of the Baltic Assembly.
- The applications for participation in the tender may be submitted within two months from the day of announcement of the tender. Upon the expiry of this term, the commission shall examine applications and make a decision, within one month. The commission shall within two weeks inform in writing each participant about the results of the tender. The materials submitted by the publishers who have not won the tender, shall be returned to the said publishers.
- In two weeks’ time after the announcement of the results of the tender, the Baltic Assembly shall sign a contract with the winner of the tender. The contract shall stipulate all the conditions for publishing the work. The contract shall not prohibit a publisher to seek additional financing from other funds and agencies, but it shall prohibit the publisher to advertise them.
- The basic terms and conditions of the contract shall be the following: 1) within a month from the signing of the contract, the publisher shall receive 50 per cent of the sum allotted for publishing the work; 2) the whole allotted sum shall be made available to the publisher after presenting an advance copy of the book. Pursuant to the Statutes of the Baltic Assembly on the Prizes for Literature, the Arts and Science, the book must be published within a period of one year; 3) the publisher shall undertake to provide the Baltic Assembly with 100 complimentary copies for representation needs; 4) in the event of failure to fulfil the contract, the publisher must transfer back to the Budget of the Baltic Assembly the sum in the amount of EUR 5,
