LIETUVOS RESPUBLIKOS UŽSIENIO REIKALŲ MINISTRO O R D E R OF THE MINISTER OF FOREIGN AFFAIRS OF THE REPUBLIC OF LITHUANIA AND THE MINISTER OF THE INTERIOR OF THE REPUBLIC OF LITHUANIA ON THE APPROVAL OF THE DESCRIPTION OF THE REGISTRATION PROCEDURE FOR VEHICLES OF FOREIGN DIPLOMATIC MISSIONS, CONSULAR POSTS AND REPRESENTATIONS OF INTERNATIONAL ORGANISATIONS 29 September 2004 No. V-119/1V-317 Vilnius In implementing paragraph 11 of the Regulations of Motor Vehicle Registration approved by Order No 260 of 25 May 2001 of the Minister of the Interior of the Republic of Lithuania (Official gazette, 2001, No 48-1683) we hereby:

  1. A p p r o v e the Description of the Registration Procedure for Vehicles of Foreign Diplomatic Missions, Consular Posts and Representations of International Organisations (attached).
  2. E s t a b l i s h that diplomatic state number plates issued pursuant to the Instructions (Regulations) for the Registration and Issuance of Diplomatic Number Plates approved by the Minister of Foreign Affairs on 17 January 1992 and by the Minister of the Interior on 20 January 1992 shall remain valid until 31 December
  3. We hereby d e l e g a t e control of the implementation of this Order to the Director of the State and Diplomatic Protocol Department and the Director General of State Enterprise Regitra.
  4. We hereby d e c l a r e the Instructions (Regulations) for the Registration and Issuance of Diplomatic Number Plates approved on 20 January 1992 by the Minister of the Interior of the Republic of Lithuania null and void.
  5. The present Order shall come into force on 11 October

MINISTER OF FOREIGN AFFAIRS Antanas Valionis minister of THE interior Virgilijus Bulovas ______________ APPROVED BY Order No. V-119/IV-317 of 29 September 2004 of the Minister of Foreign Affairs of the Republic of Lithuania and the Minister of the Interior of the Republic of Lithuania DESCRIPTION OF THE REGISTRATION PROCEDURE FOR VEHICLES OF FOREIGN DIPLOMATIC MISSIONS, CONSULAR POSTS AND REPRESENTATIONS OF INTERNATIONAL ORGANISATIONS I. GENERAL PROVISIONS
  7. The Description of the Registration Procedure for Vehicles of Foreign Diplomatic Missions, Consular Posts and Representations of International Organisations (hereinafter ‘the Description of the Procedure’) shall lay down the procedure for the registration of vehicles and the issuance of documents and diplomatic state number plates to vehicles of foreign diplomatic missions, consular posts and representations of international organisations accredited and residing in the Republic of Lithuania (hereinafter in the Description of the Procedure ‘Missions’), members of diplomatic staff, administrative and technical staff and their family members (if these persons are not citizens of the Republic of Lithuania and if the Republic of Lithuania is not their permanent place of residence), career consular officials of consular posts, consular employees and their family members (if these persons are not citizens of the Republic of Lithuania and if the Republic of Lithuania is not their permanent place of residence), members of representations of international organisations and their family members enjoying diplomatic privileges and immunities under international law (hereinafter in the Description of the Procedure referred to as ‘Members of Representations’) in the Republic of Lithuania.
  8. Vehicles of Missions and members of Missions shall be registered in the Republic of Lithuania, removed from the register, registration documents and diplomatic state number plates shall be issued and registration data shall be managed by State Enterprise Regitra (hereinafter SE Regitra) in accordance with the procedure established in the Description of the Procedure and, in so far as this is not regulated by the Description of the Procedure, in accordance with the Regulations of Motor Vehicle Registration approved by Order No. 260 of 25 May 2001 of the Minister of the Interior of the Republic of Lithuania (Official gazette, 2001, No. 54-1683) (hereinafter in the Description of the Procedure ‘the Regulations’) through written mediation by the State and Diplomatic Protocol Department of the Ministry of Foreign Affairs of the Republic of Lithuania (hereinafter in the Description of the Procedure ‘the Protocol Department’). II. DIPLOMATIC STATE NUMBER PLATES OF VEHICLES OF MISSIONS AND MEMBERS OF MISSIONS
  9. Diplomatic state number plates shall be issued for vehicles lawfully owned and/or used in the Republic of Lithuania by Missions and members of Missions having valid accreditation cards issued by the Protocol Department.
  10. One set of diplomatic state number plates complying with the technical requirements prescribed by the standard LST 1447:2003 of the Republic of Lithuania shall be issued to one vehicle of a Mission or a member of a Mission (an example of diplomatic state number plates is included in Annex 1 to the Description of the Procedure).
  11. A six-digit number shall be imprinted on the diplomatic state number plates of a vehicle. The digits forming the six-digit number shall have the following meaning: 5.
  12. the first two digits shall indicate the code of the Mission issued by the Protocol Department according to the sequence of accreditation of the Mission in the Republic of Lithuania (codes of Missions are listed in Annex 2 of the Description of the Procedure); 5.
  13. the third digit shall indicate the category of the vehicle: ‘1’ shall mean a vehicle of the Head of the Mission used for representation purposes; ‘2’ shall mean a vehicle of the Mission; ‘3’ shall mean a personal vehicle of diplomatic staff of a Diplomatic Mission, a career consular official of a consular post and their family members (if these persons are not citizens of the Republic of Lithuania and if the Republic of Lithuania is not their permanent place of residence), and a personal vehicle of a member of an international organisation or his family members enjoying diplomatic privileges and immunities under international law; ‘4’ shall mean a personal vehicle of a member of administrative and technical staff of a Diplomatic Mission or a consular employee of a consular post and their family members (if these persons are not citizens of the Republic of Lithuania and if the Republic of Lithuania is not their permanent place of residence); 5.
  14. the fourth, the fifth and the sixth digit shall indicate the serial registration number of the diplomatic state number plates. III. REGISTRATION OF VEHICLES OF MISSIONS AND MEMBERS OF MISSIONS
  15. In order to register a vehicle of the Mission or a member of the Mission and receive diplomatic state number plates, the Mission shall contact the Protocol Department with a note. The note shall be accompanied by an application (an example of the application for vehicle registration is included in Annex 3 of the Description of the Procedure) to register the vehicle, including details of the lawful owner and/or user of the vehicle and information about the vehicle (make, model, identification number). In case the vehicle is lawfully owned and/or used by the Mission, the application shall be signed by the Head of the Mission or a person authorised by him and shall be certified with the seal of the Mission. In case the vehicle is owned and/or used by a member of the Mission rather than the Mission itself, the application shall be signed by the member of the Mission, and the Head of the Mission or a person authorised by him shall approve it and certify it with the seal of the Mission.
  16. Within three working days following the receipt of the application at the Ministry of Foreign Affairs, the Protocol Department shall review the application for the registration of the vehicle of the Mission or a member of the Mission and the issuance of diplomatic state number plates and shall indicate the following in the section titled “To be completed by the Ministry of Foreign Affairs only”: 7.
  17. the date of receipt of the application at the Ministry of Foreign Affairs and date and number of the note; 7.
  18. a three-year validity period of the registration of the vehicle where the vehicle is lawfully owned and/or used by the Diplomatic Mission; 7.
  19. the period corresponding to the validity period of the accreditation card of the lawful owner and/or user of the vehicle where this vehicle is lawfully owned and/or used by a member of the Mission; 7.
  20. the code of the Mission, the category of the vehicle and the serial registration number of the diplomatic state number plates.
  21. The application approved by the Director of the Protocol Department and certified with the seal of the Department shall be returned to the Mission which submitted it. The Mission or a member of the Mission shall submit the application together with the documents specified in the Regulations to SE Regitra.
  22. SE Regitra shall: 9.
  23. check the documents received; 9.
  24. after adopting the decision to register the vehicle, shall register the vehicle and issue the vehicle registration document and diplomatic state number plates; 9.
  25. within two working days following the date of registration of the vehicle or refusal to register the vehicle, inform the Protocol Department in writing thereof.
  26. Following the registration of the vehicle of the Mission or a member of the Mission, a vehicle registration certificate or a vehicle user’s certificate shall be issued.
  27. New diplomatic state number plates and vehicle registration documents shall be issued to replace lost, damaged or expired documents in accordance with the procedure established in Chapter III of the Description of the Procedure. Damaged diplomatic state number plates and damaged or expired vehicle registration documents shall be returned to SE Regitra. IV. REMOVal FROM THE REGISTER of VEHICLES OF MISSIONS OR MEMBERS OF MISSIONS
  28. A vehicle of a Mission or a member of a Mission shall be removed from the register in cases listed in paragraphs 43.1, 43.2, 43.3, 43.4 and 43.6 of the Regulations and where a member of a Mission, during the period of validity of vehicle registration, no longer enjoys privileges and immunities in the Republic of Lithuania granted to him under international law. The vehicle lawfully owned and/or used by a member of a Mission rather than the Mission itself shall be removed from the register through the Mission.
  29. In order to have the vehicle removed from the register, the Mission shall contact the Protocol Department with a note. The note shall be accompanied by an application (an example of the application for vehicle registration is included in Annex 3) with the details of the lawful owner and/or user of the vehicle and information about the vehicle (make, model, identification number). In case the vehicle is lawfully owned and/or used by the Mission, the application shall be signed by the Head of the Mission or a person authorised by him and certified with the seal of the Mission. In case the vehicle is owned and/or used by a member of the Mission rather than the Mission itself, the application shall be signed by the member of the Mission, and the Head of the Mission or a person authorised by him shall approve it and certify it with the seal of the Mission.
  30. Within three working days following the receipt of the application, the Protocol Department shall review the application for the removal of the vehicle of the Mission or a member of the Mission from the register and shall make a note in the section of the application titled “To be completed by the Ministry of Foreign Affairs only” as appropriate.
  31. The application approved by the Director of the Protocol Department and certified with the seal of the Department shall be returned to the Mission which submitted it. The Mission or a member of the Mission shall submit the application together with the documents listed in paragraph 44 of the Regulations to SE Regitra.
  32. SE Regitra shall: 16.
  33. check the documents received; 16.
  34. after adopting the decision, remove the vehicle from the register and within two working days following the adoption of the decision inform the Protocol Department in writing of the removal of the vehicle from the register.
  35. When removing a vehicle of a Mission or a member of a Mission from the register, diplomatic state number plates shall be returned to SE Regitra except in cases where the vehicle being removed from the register, which was lawfully owned and/or used by a member of a Mission, is acquired by another member of the Mission having the same legal status. In case a Mission or a member of a Mission fails to have a vehicle removed from the register or fails to return diplomatic state number plates to SE Regitra, the Director of the Protocol Department may adopt a decision not to act as an intermediary with respect to the issuance of other diplomatic state number plates to a vehicle of this Mission or a member of the Mission.
  36. Vehicle registration documents shall be returned to SE Registra, except where a Mission or a member of a Mission requests in writing to keep the vehicle registration certificate or the vehicle user’s certificate as the only proof of previous registration of the vehicle.
  37. When removing the vehicle from the register, SE Regitra shall issue temporary state number plates and/or a certificate confirming previous registration of the vehicle if the Mission or a member of the Mission so requests. V. FINAL PROVISIONS
  38. Payments for the registration of vehicles of Missions or members of Missions and the issuance of diplomatic state number plates shall be made in accordance with the Price List for the Registration of Motor Vehicles (MV) approved by Order No. 1V-80 of 22 March 2004 of the Minister of the Interior of the Republic of Lithuania (Informaciniai pranešimai, 2004, No. 25-273).
  39. In cases not defined in the Description of the Procedure relating to the registration or removal from the register of vehicles of Missions and members of Missions, the decision shall be made by the Director General of SE Regitra taking into account the opinion of the Protocol Department. ______________
