- To propose to the Government to review within 3 months from the entry into force of this Resolution the effective legal acts related to the implementation of the provisions of the National Security Strategy, and, if necessary, to modify them or to draw up necessary drafts and submit them to the Seimas. - The Resolution shall enter into force on the day of its adoption. - GENERAL PROVISIONS 1.
- The aim of the National Security Strategy is to provide a vision of the safe development of the State, to lay down the main tasks and objectives of a national security policy, national interests and the measures required for their implementation in the fields of policy, diplomacy, defence, economy and other fields. This Strategy is based on the Constitution of the Republic of Lithuania, the Law on the Basics of National Security, the North Atlantic Treaty and the Treaty on European Union. 1.
- The Republic of Lithuania shall implement this National Security Strategy as a system of long-term political provisions and means, enabling to preserve the sovereignty of the State, its territorial integrity, democratic constitutional order, human and civil rights and freedoms, safe environment of an individual, cultural singularity in the event of arising risk factors and dangers, threats, crisis situations and military conflicts. 1.
- The Republic of Lithuania shall perceive its security as preserving its sovereignty and territorial integrity, safeguarding internal security and order, constitutional democratic foundations, economic security of legal entities and the population, and protecting its natural environment and cultural properties. 1.
- As a member of the North Atlantic Treaty Organisation (hereinafter referred to as “the NATO”) and the European Union, the Republic of Lithuania shall perceive its national security as a constituent part of the security policy of these Organisations and refer to the analysis of the threats set out in the NATO Strategic Concept, the Strategy of the European Union, and other strategic documents of NATO and the European Union, strategic purposes and operational measures. 1.
- When shaping and implementing a national security policy, the Republic of Lithuania shall adhere to the universally recognised principles of international law, participate in the establishment of international order based on law and justice. 1.
- Strategies and doctrines in separate branches of activity of the State as well as long-term programmes enhancing State security shall be based on the National Security Strategy. They shall be revised every time the National Security Strategy itself is updated. 1.
- The agenda for the security of the Republic of Lithuania shall be determined by the following factors characteristic of the current security environment: 1.7.
- the membership of the Republic of Lithuania in NATO and the European Union, and the processes in progress in these international Organisations; 1.7.
- processes in progress in the Eastern neighbourhood of the European Union and NATO, and especially in the states of the Commonwealth of Independent States bordering the Republic of Lithuania; 1.7.
- a response to the challenge of international terrorism and an increasing threat of proliferation of weapons of mass destruction.
- BASIC ASSUMPTIONS OF NATIONAL SECURITY POLICY 2.
- At present the state of the Republic of Lithuania in the international security system is the best since the restoration of its independence. The independence of the Republic of Lithuania is recognised and respected, national economy is growing steadily, friendly relations is maintained and practical co-operation is carried out with other states, the ethnic minorities have been successfully integrated in Lithuania’s society, experience of functioning of institutions of democracy has been accumulated, democratic civilian control over the army has been effectively implemented, the position in Euro-Atlantic and other international organisations becomes stronger. 2.
- Currently the majority of traditional and new challenges to the security of the Republic of Lithuania are transnational in nature. Internal political, military, economic or other crises of appropriate states exert an influence upon other states. The Republic of Lithuania, taking into consideration that international security is indivisible, shall seek to safeguard its security as an integral and constituent part of the security of the broader regional, European and global community of states. The Republic of Lithuania, in accordance with its assets and together with the international partners, contributes to the safeguarding of security and stability in other regions of Europe, and is resolved when necessary to accept the assistance of allies and international partners if a crisis would arise in Lithuania. Therefore, the Republic of Lithuania has entered into allies’ mutual political, military and economic commitments with the states that adhere to the same political, social, cultural, and moral values, and at the same time it shall actively cooperate with all neighbouring countries with the objective of stable democracy, civil society and market economy development. Membership in international institutions, based on these democratic values and free self-determination, shall be an essential element of the National Security Strategy. In this regard NATO and the EU occupy a special place among such institutions. 2.
- At present, the Republic of Lithuania does not observe any immediate military threat to national security and as a result does not regard any state as its enemy. The security policy of the Republic of Lithuania is open, transparent and non-confrontational. It defends the legitimate interests of the State of Lithuania and its citizens. 2.
- Globalisation in relation to the national security of the Republic of Lithuania should be considered as objective process, which is inevitable due to the scientific, technical, economical and other progress of mankind, the progress-related intensification of mutual interdependence of various countries and regions, as well as progress-dependent international economical, political and cultural integration processes. The main result of globalisation in the area of security – internationalisation of factors determining world’s security and stability. In seeing its future as a part of secure Europe and secure world, the Republic of Lithuania opens to the globalisation processes which allow Lithuania to enrich national culture, civilisation and public political practice with the most valuable universal achievements in appropriate spheres, and on the other hand, the best achievements of the Republic of Lithuania may become an integral part of world’s cultural and civilisation heritage. However, globalisation also triggers new risk factors and threats.
- SECURITY INTERESTS OF THE REPUBLIC OF LITHUANIA 3.
- Vital interests. The security of the Republic of Lithuania is based on protection of national interests. To secure vital interests, every possible means of protection are employed. A basic precept of national security is that failure to protect vital interests will result in immediate and serious threat to the existence of the state of Lithuania and its people. Vital interests of the Republic of Lithuania are as follows: 3.1.
- sovereignty, territorial integrity and democratic constitutional order of the Republic of Lithuania; 3.1.
- civil society, respect and protection of human and civil rights and freedoms; 3.1.
- peace and prosperity of the State. 3.
- Primary interests. These are the interests that if not protected, could eventually affect the vital interests of the Republic of Lithuania. Primary interests are as follows: 3.2.
- global and regional stability; 3.2.
- security, democracy and welfare of NATO Allies and European Union Member States; 3.2.
- freedom and democracy in the neighbouring regions of the European Union; 3.2.
- openness and stability of security policy of all countries in the Euro-Atlantic area; 3.2.
- ensuring alternative energy supplies and supply of resources that are of strategic importance, development of objects of the regional infrastructure that is of strategic importance; 3.2.
- an ecologically safe region; 3.2.
- ethnic and cultural singularity.
- RISK FACTORS, DANGERS AND THREATS TO NATIONAL SECURITY 4.
- Globalisation as a challenge rises non-military risk factors, dangers and threats to national security and national singularity to which individual states are unable to respond. Such transnational factors as terrorism, organised crime, trafficking in human beings, smuggling, illegal trade in arms, drug traffic, illegal migration, and the spread of epidemics (such as AIDS) defy state borders and become international security risk factors, dangers and threats. The probability of spread of such threats and dangers is increasing, and states may overcome them only by acting together and at one. 4.1.
- Terrorism poses a serious security threat to the global community, and therefore to the Republic of Lithuania as well. The internal situation and the historical heritage of Lithuania do not provide conditions for the formation of a broad domestic network of terrorist structures. This danger stems primarily from international terrorism. 4.1.1.
- The Republic of Lithuania may become a potential target of international terrorism. Acts of terrorism may be directed against infrastructure or other objects of strategic importance to national security as well as the objects of other states in the Republic of Lithuania. 4.1.1.
- The Republic Lithuania may become a transit country for international terrorism focused on the other countries. The following circumstances could intensify the threat of domestic terrorism: 4.1.1.2.
- occurrences of political extremism in the Republic of Lithuania; 4.1.1.2.
- social and economical differentiation may trigger conditions for social terrorism (acts of such terrorism may be directed against individual state or private institutions whose activities are perceived by certain societal groups as the source of their worsening social situation); 4.1.1.2.
- expansion of globalisation around the world and strengthening of anti-globalist movements may fuel the activities of local elements of these movements and create conditions for specific terrorism (under cover of opposition to globalisation, environment pollution, and other related issues). 4.1.
- Likelihood of direct military confrontation in the region is low, however, such conventional risk factors as demonstrations of military force, threats to use force, existence of non-democratically managed armed forces, collapsing states and frozen regional conflicts remain a danger to the security of the Republic of Lithuania. 4.1.
- Overwhelming dependence of the Republic of Lithuania on the strategic resources and energy supplies of one country or the concentration of foreign capital representing economy in which free market is not secured or stable, in one or several economic sectors of strategic importance to national security is a potential danger not only for economic prosperity but also for the security of the country. 4.1.
- Certain economic factors may constitute dangers to the security of the Republic of Lithuania, the wellbeing of its population, independence of the state or its constitutional order. In particular: 4.1.4.
- takeover of assets management control for political purposes in economic sectors and objects of strategic importance to national security with the aim of carrying out activities that are damaging to economic security; 4.1.4.
- disorder of activities of objects of economy or undertakings of energy sector which are of strategic importance to national security, improper use or non-usage of such objects, interfering with the interests of the State, and their improper protection. 4.1.
- Uneven social and economic development that increases the gap in living standards between different social groups shall be considered a risk factor. It may become apparent as a result of a decline in the living standards of certain social groups, accompanied by an increase in unemployment, and it may at the same time trigger social and political extremism. This danger may also cause the growth of crime, which is a factor of danger to national security. 4.1.
- Devaluation of the institution of family, worsening of the state of public health, alcoholism, drug abuse, spread of narcotic addiction. 4.1.
- Depreciation of Christian values, spread of theories, religious doctrines and ideologies that are inhumane, racist, degrade or deny the value of human life, instigate ethnic or religious hatred, propagate and justify violence or genocide constitute a threat that is a precondition and source of many other security challenges. 4.1.
- Corruption poses a particular danger, because it damages legitimate individual and national interests and discredits the rule of law, the confidence of the citizens in the values of democracy and democratic institutions of government. 4.1.
- Activities of shadow groups of organised and financial crime constitute a major threat to the state and society. Of particular concern are activities related to the proliferation of drugs and arms, trade in human beings, illegal business and the use of money received from these and other illegal sources to seek political goals. 4.1.
- Activities of foreign intelligence agencies directed against the Republic of Lithuania constitute a serious threat to national security. These activities are characterised by the use of traditional and unconventional methods as well as new technologies to illegally obtain information, compromise and influence military capabilities, political processes, and other areas of social and economic life. The seizure and (or) unlawful disclosure, loss, destruction, corruption, collecting, purchase, sale, possessing or dissemination of classified information would not only pose a threat to the security of the Republic of Lithuania and its Allies, but would also undermine the credibility of the Republic of Lithuania. 4.1.
- Illegal proliferation of weapons of mass destruction, their components and production technologies remain a global danger. The growing number of group of states and subjects in possession of such weapons, or who seek to acquire them, and the possibility that nuclear, chemical, or biological weapons may be used as a means of blackmail or terror is of particularly serious concern. 4.1.
- Failure to anchor and compete in an information market of the world, to receive, process information and to adapt it to meet the needs of the State, to timely and adequately deny unfair information about the Republic of Lithuania which is spread deliberately or undesignedly, pose a threat to national security of the Lithuania. 4.1.
- The uncontrolled migration, spreading illegal immigration and increasing emigration of Lithuanian citizens is a risk factor for national security. After the Republic of Lithuania has become a member of the European Union, migration control becomes one of the most urgent objectives. Uncontrolled migration as a result of regional conflicts may become a destabilizing factor for the whole of Europe and at the same time may pose a danger to the interests of the Republic of Lithuania. 4.1.
- Potential industrial accidents, natural disasters, epidemics, or ecological disasters are also dangers to security of the Republic of Lithuania. 4.
- The above listed threats and dangers are dynamic and therefore subject to dramatic change dependent on internal, regional and global events and conditions.
- NATIONAL SECURITY POLICY OF THE REPUBLIC OF LITHUANIA 5.
- Major Goals and Objectives: 5.1.
- The principal goals of national security of the Republic of Lithuania are to secure the vital and primary national interests, neutralise dangers and threats, and prevent risk factors developing into dangers or threats. 5.1.
- One of the major objectives is friendly relationships with foreign countries, regional stability, peace and establishment in the Euro-Atlantic area. 5.
- Provisions and implementation guidelines of the National Security Strategy: 5.2.
- The fundamental strategic concept of the Republic of Lithuania is to consolidate the accomplishments and the positive changes of the last decade. Having become a member of NATO and the European Union, the Republic of Lithuania considers its successful entrenchment in the Euro-Atlantic structures, active participation in making NATO and EU decisions, and further enlargement of these international organisations by accepting to these organisations the countries properly prepared for membership as the most appropriate and credible means to consolidate these historical achievements. Further enlargement of these international organisations would finally ensure not only the security and stability of the whole Baltic region, but long-term security and welfare gains for all the states in the region as well. 5.2.
- The security policy of the Republic of Lithuania provides for the use of military force in cases of individual or collective defence against armed aggression, as well as in cases of fulfilment of the international commitments under the United Nations Charter, the North Atlantic Treaty, the Treaty on European Union, the Constitution of the Republic of Lithuania, and other laws. 5.2.
- The main principles of strategies and doctrines of individual spheres of state affairs, based on the National Security Strategy, in the areas of foreign and defence policy, state internal security and other areas of national security are the following: 5.2.3.
- Domestic security and prosperity. Internal and foreign policies of the Republic of Lithuania are focused on fostering internal social and economic stability. This involves boosting public security, as well as stability of fiscal and monetary policies, intensification of foreign trade, encouragement of economic development, social support, campaigns against corruption, reinforcement of civic society, development of culture and civilisation, and integration into international economic and cultural organisations. 5.2.3.1.
- Public security. The Republic of Lithuania guarantees the protection of legitimate interests of all persons staying on its territory, against criminal infringements, as well as necessary prompt help in cases of emergencies. In this respect the effective policy of crime control and prevention is being developed and implemented, giving priority to fight against organised crime, corruption and terrorism, illegal drug trafficking, smuggling; crisis management is being improved. 5.2.3.1.
- Human and Civil rights. The Republic of Lithuania guarantees to all its citizens and other persons staying on its territory the human and civil rights recognised by international law. These include the rights of ethnic and other minorities. 5.2.3.1.
- Stable economic growth. A strategic priority for national security of the Republic of Lithuania is the formation of adequate conditions for economic growth, decreasing the impact of shadow economy and seeking to ensure a higher quality of life for its citizens. 5.2.3.1.
- Social security and stability. An important element of security is to eliminate negative consequences of structural economic reforms and external impact on employment level of population, as well as to reduce illegal employment. Every citizen is entitled to have sufficient conditions for social, cultural and economic development. The formation of a socially independent, unified and at the same time stable society is a basic element of the security of the Republic of Lithuania. 5.2.3.
- Military defence. Military defence is one of the basic means of national security policy. Lithuania’s military defence is based on the following basic principles: 5.2.3.2.
- Democratic control of the armed forces. When carrying out state military defence of Lithuania and development of the armed forces, all-round accountability of the national defence system to the population is ensured through representatives elected by it – the Seimas of the Republic of Lithuania. 5.2.3.2.
- Deterrence and collective defence. Deterrence is based on reinforcement of the national defence system and the military capabilities of the Republic of Lithuania, as well as on NATO collective defence principles. The strong Alliance is the most important factor of state security of Lithuania ensuring effective deterrence and in the event of direct threat – collective defence. 5.2.3.2.
- Crisis prevention and stability development. On the basis of indivisibility of a principle of security and taking into account the transnational character of threats, the Republic of Lithuania, in concert with NATO allies, carries out crisis prevention and contributes to the development of global and regional stability, making use of available military means. 5.2.3.
- Euro-Atlantic integration and stability. National security system of the Republic of Lithuania is developed as a part of the security and transatlantic defence. By employing instruments of foreign and internal policies, the Republic of Lithuania seeks thorough integration into the Euro-Atlantic area. Within their areas of responsibility, all State institutions prepare and implement policies aimed at ensuring the following objectives of stability and closer integration of the Euro-Atlantic region: 5.2.3.3.
- Membership in NATO and the European Union: The Republic of Lithuania seeks to make use of all the possibilities and resources provided by the membership in NATO and the European Union so as to become a safe, prosperous, competitive state. Lithuania’s active and effective membership in NATO and the European Union, and the enlargement of such structures towards the states which will express their wish and will be prepared to join the said international organisations, is a priority of the national security policy of the Republic of Lithuania. 5.2.3.3.
- Active participation in maintaining peace and international stability: In this field the Republic of Lithuania gives priority to conflict prevention, diplomacy, and international law measures. Exclusive priority is given to the ensuring of law and justice as well as other democratic values, international crisis management, preventing the proliferation of weapons of mass destruction, international arms control regimes, strengthening of a system of efficient control of national export, politics and legislation address new security challenges, dangers, and threats. 5.2.3.3.
- Promotion of good neighbourly relations and regional co-operation: The Republic of Lithuania gives priority to co-operation throughout the Baltic Sea Region, Northern Europe, with the Russian Federation, and with the latest neighbours of the European Union. The Republic of Lithuania develops and strengthens multilateral and bilateral relations with such countries, making use of its geographical, historical and cultural peculiarities. Specific policies have also been established such as the policy of pragmatic selective co-operation with Belarus. 5.2.
- Legislation: Analysis of implementation of the National Security Strategy, the Government submits drafts of laws and other legal acts to the Seimas for consideration. 5.2.
- General resource priorities: With regard to distribution of resources in the various areas that directly affect overall security of the Republic of Lithuania, priority is given to activities, that enhance civic activity and cultivation of civic consciousness, economic growth, social stability and threat response capabilities with particular attention to activities associated with integration into NATO and the EU.
- PRIMARY ACTIONS AND MEANS FOR IMPLEMENTATION OF NATIONAL SECURITY STRATEGY 6.
- Shaping the security environment. In shaping and implementing state security policy the Republic of Lithuania strictly adheres to the universally accepted principles and norms of international law. Major actions and means in shaping security environment are as follows: 6.1.
- NATO membership. One of the primary interests of Lithuania’s national security is NATO effectiveness and activity in strengthening international security and stability. Security policy of Lithuania is based on the assumption that our state will not act solely in case of potential threat. An equal level of security of NATO member states, regardless of their military capabilities or other differences, enhances stability and security of the Euro-Atlantic area. Being an active NATO member, the Republic of Lithuania is interested in the implementation of NATO policy contributing to ensuring of international security and stability. While taking an active part in NATO institutions, the Republic of Lithuania takes all necessary actions to implement NATO tasks: 6.1.1.
- Participation in transformation of the Alliance. The Republic of Lithuania supports NATO strategic, structural and capabilities transformation. When acting as one of the Allies, the Republic of Lithuania fights the threats arising from international terrorism, proliferation of weapons of mass destruction and illegal migration. The Republic of Lithuania supports a NATO’s provision to fight these threats in the regions where they manifest themselves. The Republic of Lithuania contributes to better adjustment of NATO structures to new security challenges and assigns its military units to NATO response forces. 6.1.1.
- NATO’s open door policy. The Republic of Lithuania actively furthers NATO’s open door policy. The Republic of Lithuania is of the opinion that NATO enlargement is one of the most important guarantees of stability and security in the Euro-Atlantic area, therefore, it actively favours the continuity of such process. 6.1.1.
- Support to Alliance’s missions. The Republic of Lithuania supports NATO peacekeeping and crisis response operations. By its participation, the Republic of Lithuania contributes to the successful implementation of these operations and regards the measures intended for fighting terrorism and restoring peace in war-devastated regions as priority. 6.1.1.
- Strengthening of transatlantic co-operation. The basis of NATO as the most important guarantee of security and stability in the Euro-Atlantic area is a close transatlantic co-operation between Europe and North America. By actively co-operating with the United States of America, the Republic of Lithuania seeks to strengthen transatlantic co-operation. A significant aspect of transatlantic co-operation is also a successful development of the relations of NATO and the European Union. The Republic of Lithuania supports a further dialogue of NATO and the European Union in the field of security policy. 6.1.
- Membership in the European Union. Being a member of the European Union, the Republic of Lithuania considers this political union as an important guarantee of its own security and stability of the whole Europe, and acts in pursuance of the principles of common action, mutual equality, solidarity, law supremacy and other principles provided for in the treaties of the European Union. The Republic of Lithuania seeks to exert tangible influence on the neighbourhood policy of the European Union and supports the development programme of the European Union, based on the Copenhagen criteria and designed for the states which will express an intention to joint the European Union. A priority of the Republic of Lithuania is integration of infrastructure networks with other EU member states, attracting European Union’s support for the implementation of infrastructure projects. The Government of the Republic of Lithuania informs the public about the commitments and achievements of the membership of the Republic of Lithuania in the European Union. Other important trends of activities of the Republic of Lithuania are as follows: 6.1.2.
- active participation in the common foreign and security policy of the European Union, and contribution to the development of the European security and defence policy. The Republic of Lithuania participates in the development of European civil and military capabilities. This will contribute to the strengthening of transatlantic partnership and more effective participation of the European Union when ensuring security and stability, as well as when responding to crises in the world; 6.1.2.
- cooperation with EU institutions and individual states, efficient use of assistance provided by the European Union to the Republic of Lithuania; 6.1.2.
- administrative adjustment inside the state to function under the conditions of the membership of the European Union; 6.1.2.
- strengthening Lithuanian diplomatic and individual institutional representation in EU institutions and specialised agencies. 6.1.
- Strengthening international cooperation and good neighbourly relations. The Republic of Lithuania is carrying out a range of activities and means focused on improving the strategic environment of neighbouring regions. The most important actions are as follows: 6.1.3.
- Cooperation in the Baltic Sea region. The Republic of Lithuania promotes stability and prosperity in the Baltic Sea region. The Republic of Lithuania continues trilateral security cooperation with Estonia and Latvia, including joint military projects. The Republic of Lithuania strengthens close multilateral and bilateral cooperation with Northern Europe states: Denmark, Finland, Iceland, Norway and Sweden. The Republic of Lithuania also seeks to develop more active co-operation between the Baltic States and the Nordic countries in the fields of security and defence, including possible joint military projects. The Republic of Lithuania actively participates in the work of the Council of the Baltic Sea States and in multilateral initiatives which include the United States of America into cooperation of the region and promote inclusion of the Russian Federation in practical and mutually beneficial cooperation with Euro-Atlantic security organisations. 6.1.3.
- Strategic Partnership with the United States of America. The Republic of Lithuania continues to develop its relations with the United States of America as a strategic partner. The Republic of Lithuania considers the United States of America as the main partner of European security. The implementation of the 1998 Charter of Partnership between the US and the Baltic States continues to be instrumental in the development of the strategic partnership with the US. The Republic of Lithuania seeks to actively develop a USA initiative in North Europe “Enhanced Partnership in Northern Europe” aimed at reinforcing a security and stability zone in the region and using the experience of Nordic and Baltic States for the development of the region. The Republic of Lithuania maintains and furthers close links with the Lithuanian minority in the United States, which is the largest Lithuanian community abroad: it is an important aspect of its strategic partnership with the United States. The Republic of Lithuania will continue to provide political and practical support for the antiterrorist coalition lead by the United States of America which became the target of terrorist attacks on 11 September
- 6.1.3.
- Strategic partnership with the Republic of Poland. The Republic of Lithuania develops co-operation with the Republic of Poland as a strategic partner. This co-operation continues at all levels: between the parliaments of the two countries, their governments, various institutions, universities, local and municipal authorities, and other non-governmental institutions which foster interpersonal contacts. Due to her geographical location, Poland is considered an indispensable link in the process of integration of the infrastructure of the Lithuanian economy, information, communications, transport, and energy into the appropriate European Union systems. 6.1.3.
- Relations with the Russian Federation. The Republic of Lithuania seeks to enhance mutual confidence with the Russian Federation in the area of international security. The Republic of Lithuania makes constructive use of the multinational arms control system and confidence and security building measures; implements bilateral confidence and security building measures agreed with Russia; and takes unilateral security and defence policy initiatives to increase openness with respect to Russia and other neighbours. The Republic of Lithuania supports multinational initiatives that seek to include Russia more closely in relevant practical co-operation with the NATO and the European Union, and participates actively in such initiatives. The Republic of Lithuania cooperates with Russia in assuring her military transit to and from the Kaliningrad region through the territory of the Republic of Lithuania in accordance with mutually acceptable and legally regulated measures. This transit is executed in accordance with the requirements of legal acts of the Republic of Lithuania. The Republic of Lithuania is in principle satisfied with the current military transit regime arrangements. The NATO and EU membership of the Republic of Lithuania does not alter its inclination to cooperate with Russia, and to ensure that Russian civil, commercial, and military transit through the territory of the Republic of Lithuania on the terms that do not contradict to European Union and Schengen acquis and violate national interests of the Republic of Lithuania. 6.1.3.
- The Republic of Lithuania is particularly interested in political, social, economic and ecological stability in the Kaliningrad region of the Russian Federation, because instability can cause serious problems associated with smuggling, organised crime, uncontrolled migration and pollution of the neighbouring countries, including the Republic of Lithuania. Other interests of the Republic of Lithuania with regard to the Kaliningrad region include the maintaining of good neighbourly relations, and economic, trade and cultural partnership, and promotion of economic and social progress in this field, speedier inclusion of the Kaliningrad region in European co-operation processes. 6.1.3.
- Relations with the Republic of Belarus. The Republic of Lithuania, as a democratic country and neighbour of Belarus, is interested in the formation of civil society and establishment of democratic norms and principles in this country, together with prosperity for its people and internal stability. The Republic of Lithuania contributes actively to the formation of a policy of the European Union with regard to this country. The Republic of Lithuania implements tactics of pragmatic selective cooperation at a practical level and support to democratic forces. This tactics beside other issues encompasses cooperation on border protection and border control institutions, application of confidence and security building measures, cooperation with non-governmental organisations of Belarus, representatives of media, etc. The Republic of Lithuania would expand the area of cooperation upon the strengthening of democratic trends in Belarus. 6.1.3.
- Relations with the Ukraine. While supporting a Euro-Atlantic integration trend of the Ukraine, the Republic of Lithuania seeks to enhance the co-operation of the Ukraine and the European Union and the Ukraine and NATO. Being a member of the European Union, the Republic of Lithuania participates actively in designing a European neighbourhood policy the successful implementation of which would establish the grounds for further political, economic and social integration of the Ukraine and the European Union. 6.1.3.
- Interregional cooperation. The Republic of Lithuania takes an active role in the field of European and Euro-Atlantic integration with the states of the South Caucasus and Moldova, shares the experience gained from security cooperation in the Baltic Sea region, assisting in creating states attractive to citizens as an essential condition for solving regional conflicts and uniting countries. Lithuania seeks to establish closer co-operation with the states of the Baltic Sea and the Black Sea regions, as well as shares such experience with interested states in other regions - Southeast Europe, Central Asia. 6.1.
- Participation in international operations, crisis management and prevention. The Republic of Lithuania gives priority to participation in international military and civil crisis management operations led by NATO and the European Union. The Republic of Lithuania is developing its military and civil police forces, which are included in the rapid response forces of NATO, the European Union and the United Nations intended for international crisis management. According to its means, the Republic of Lithuania will continue to contribute to conflict prevention, peace making, peace-building initiatives, and other diplomatic, civil police and monitoring missions of the NATO, the European Union, the United Nations, the Organisation for Security and Co-operation in Europe (hereinafter referred to as “OSCE”) and international missions led by ad hoc coalitions and implementing the purposes of the said organisations. The Republic of Lithuania speaks for a more active role of NATO and the European Union in the solution of conflicts within the area of the Commonwealth of Independent States. 6.1.
- Weapons of Mass Destruction. The Republic of Lithuania cooperates with foreign partners and international organisations, and strictly applies all provisions of treaties and conventions limiting proliferation or prohibiting weapons of mass destruction, their components and technologies for their production. The same applies to limiting proliferation or prohibiting of nuclear, chemical and biological materials. 6.1.
- International arms control. Multilateral arms control mechanisms and confidence and security building measures are an important element of the international and regional security. The Republic of Lithuania will continue to take an active part in this process and seek to use additional agreements with individual neighbouring countries regarding the application of bilateral security and confidence building measures. The Republic of Lithuania will seek to become and active member of the Open Sky Treaty and prepare itself for possible accession to and adapted Conventional Armed Forces in Europe Treaty (CFE), when the latter will come into force. The Republic of Lithuania will continue to actively seek the implementation of the goals of the Ottawa Convention and other international conventions on banning conventional grossly injuring explosives, as well as the global development of its principles. Effective control over proliferation of riflemen’s arms and enhancement of international co-operation in this field will remain an important priority of the national security policy of the Republic of Lithuania. 6.1.
- Responding to international security challenges and dangers. The Republic of Lithuania places the highest priority on taking specific measures in the fight against terrorism, corruption, organised crime, human trade, drug trafficking, illegal migration, smuggling, and responding to other challenges of modern society such as crime related to informational technologies and telecommunications. Together with other foreign partners and international organisations, the Republic of Lithuania draws up, passes, and implements instruments of international law, paying special attention to the resolutions of the UN Security Council and UN conventions, promotes inter-departmental cooperation of police forces, border control services, customs and special services on a bilateral basis as well as through international organisations such as Interpol and Europol. 6.1.
- Fight against terrorism. The anti-terrorism program includes: 6.1.8.
- participating in the fight of the international community against terrorism and activities of appropriate mechanisms of NATO and the European Union; 6.1.8.
- developing general anti-terrorist legal database; 6.1.8.
- protecting potential targets against terrorist attack; 6.1.8.
- identifying individuals involved in ordering and executing possible terrorist acts; 6.1.8.
- identifying and removing sources and methods of terrorist funding; 6.1.8.
- establishing clearly defined procedures for investigating acts of terrorism; 6.1.8.
- constant preparedness for eliminating crisis situations caused by acts of terrorism; 6.1.8.
- reinforcing anti-terrorist and counter-terrorist intelligence capability. 6.
- Strengthening internal security: 6.2.
- Ensuring public security. A new model for a crime control and prevention system is being formed, the application of which will allow consistent and complete elimination of the main causes and conditions of crimes, and rational use of the allocated resources. The role of municipal institutions is reinforced in the process of creating a safe living environment. Activities of pre-trial investigation institutions are being strengthened in investigating and revealing crimes and their efficient intercommunication and interaction with prosecutor’s office is being ensured. Priority in the sphere of crime control is given to the fight against organised crime, corruption, drug trafficking, smuggling, and human trade. Measures are taken in order to destroy the economic potential that has been illegally accumulated by the criminal structures thus reducing organised crime. The fight against corruption is executed through implementation of measures of corruption prevention, comprehensively eliminating causes of this phenomenon. Prevention and control of financial crimes, particularly money laundering and violations related to the receipt and use of financial support funds of the European Union and foreign states, are carried out. Protection of witnesses and victims is being reinforced. In order to prevent illegal migration and cross-boarder expansion of crime, the development of state border protection system is being continued by means of implementing the EU requirements for state border control, ensuring constant readiness to neutralise dangers that my occur at the state border and pose a threat to the national security of Lithuania. 6.2.
- Protection of information. In accordance with international standards, legal regulation of security of informational technologies is being improved, protection of the critical informational systems of the state is being strengthened, appropriate control of implementation measures for security of information technologies and data is being ensured. 6.2.
- Environmental protection. The purpose of environmental protection – not to exceed the ratios permitted by the European Union concerning environmental pollution, and to implement requirements of international conventions. In order to improve environmental quality under the circumstances of rapid economic development, a water resources protection and management sector is reformed, a new institutional system is set up, which is responsible for administration of river basins for the achievement of water protection purposes. In order to protect human health and environment from harmful effects of chemical substances and preparations, international requirements, regulating the management of such substances, are being complied with. Protection from the danger of radiation is a priority of national security in Lithuania, because there is a potential source of nuclear pollution – Ignalina Nuclear Plant. In accordance with the laws and other legal acts of the Republic of Lithuania, control of nuclear waste material and monitoring of the environment of nuclear energy sites are being implemented. The management and disposal of nuclear waste and used nuclear fuel is a priority action in ensuring secure environment. Oil prospecting and extraction carried out by neighbouring states in the Baltic Sea pose many serious problems related to environmental protection and national security. Principal actions in environmental protection development are as follows: 6.2.3.
- ensuring ecological safety on the territory of the Republic of Lithuania; 6.2.3.
- implementing the requirements of international conventions restricting environmental pollution and an impact on global climate change; 6.2.3.
- preventing fires, natural disasters, catastrophes, and technological accidents; 6.2.3.
- preserving landscape biological diversity, nature and cultural heritage values; 6.2.3.
- developing environmental quality monitoring and improving transmission of information about negative changes therein; 6.2.3.
- rapidly responding to emergent ecological situations and ensuring reduction and elimination of their effects on the environment. 6.2.
- Social security. In order to ensure social security and social cohesion of the population, and to increase employment possibilities, an effective labour and social protection policy is being implemented. 6.2.4.
- Implementation of measures for employment increase allows to reduce unemployment and mitigate negative social consequences of the changes in labour market, determined by economic restructuring and an external impact, to implement employment increase trends common for the European Union member states, to recruit and strengthen institutional efforts to increase employment, reduce social exclusion and enlarge economic competitiveness. 6.2.4.
- In order to improve quality of workplaces, the implementation of necessary measures relating to labour relations, wages, labour protection and other measures. The purpose of improvement of labour relations, development of social dialogue is to guarantee for employees an adequate remuneration for work, to reduce workforce emigration and to take all preventive measures to ensure safety and health of employees at their workplaces. 6.2.4.
- Coordination of measures of social insurance and social support ensures that all citizens are provided with social protection. 6.2.4.
- The goal of the reform of the pension system is to provide an opportunity to the population of the Republic of Lithuania to acquire bigger pensions at the retirement age. 6.2.4.
- Implementation of the Republic of Lithuania Strategy for Poverty Reduction seeks to reduce poverty and social exclusion. The system of monetary social support aims at guaranteeing minimum funds to cover cost of living and essential expenses related to keeping a dwelling. Institutional development is carried out in order to ensure the implementation of effective social support. 6.2.4.
- State health policy must create conditions for a modern public health care system which guarantees healthy lifestyle and environment, accessible and adequate health care. An important health policy trend – to ensure disease prevention by paying a special attention to prophylaxis of epidemics, addiction diseases (alcoholism, drug addiction, toxic substance abuse and others) as well as prophylaxis and control of human immunodeficiency virus and other serious and especially serious transmissible diseases. 6.2.
- Economic security. In order to ensure the national security of Lithuania in the economic sectors that are of strategic importance, it is established which strategic objects will belong to the state by ownership right and in which objects private national or foreign capital will be allowed, provided that the controlling decision power is retained by the state. A single national investor, or an investor from a foreign state, is not allowed to dominate in one or several economic sectors that are of strategic importance. Capital of unclear origin is prevented from penetrating into the economic objects of the country. The state attaches a high priority to the actions that are planned to strengthen the economy of the country by increasing economic security. Such actions are focused on creating conditions for stable economic growth, ensuring a higher quality of life for the citizens of Lithuania, and increasing the competitiveness of the economy. The main activities for ensuring sustainable economic development of the Republic of Lithuania are related to effective integration into the market of the European Union. Priority has been given to the following actions: 6.2.5.
- further implementation of structural reforms; 6.2.5.
- assurance of conditions of macroeconomic stability; 6.2.5.
- creation of favourable environment for the investment and business, benefiting to economic development; 6.2.5.
- development of small and medium seized business in order to create more workplaces; 6.2.5.
- implementation of regional policy in order to reduce social and economic differences between the national regions; 6.2.5.
- export incentives; 6.2.5.
- ensuring reliable operation of the most important undertakings of the energy sector; 6.2.5.
- establishing obligatory energy reserves; 6.2.5.
- increase of energy transit through Lithuania which is beneficial to the State and strengthens energy supply security; 6.2.5.
- ensuring stable fiscal and monetary policy; 6.2.5.
- diversification of energy resources supply by interconnecting energy networks of Lithuania and other ES member states, preparing in energy supply enterprises of strategic importance to use alternative types of fuel and enhancing electric energy production through the use of renewable energy resources and alternative energy sources; 6.2.5.
- preparing the economic infrastructure and transport for operation under extreme and critical conditions. Joining transport systems with the transport systems of the EU member states. 6.2.
- Preservation and continuity of cultural identity. The Republic of Lithuania protects national identity which enriches world’s culture, fosters the preservation of the Lithuanian language, ethnic culture, material and intangible cultural heritage. The Republic of Lithuania observe the provisions of the UNESCO Convention concerning the protection of the World Cultural and Natural Heritage stating that the risk of cultural and natural heritage destruction increases not only for traditional reasons, but also because of changes of social and economic conditions. The Republic of Lithuania approves of the world community which preserves cultural diversity and is determined to protect cultural heritage during periods of possible conflicts. The Republic of Lithuania encourages professionals and amateurs to create and compete in order to accelerate the development of arts, ensures the protection of copyright and related rights. The Republic of Lithuania creates such a public information policy which protects persons from a negative impact of public information. The Republic of Lithuania protects and fosters the Lithuanian language as a State language which, together with other languages, is used in institutions of the European Union. 6.2.
- State education and science policy must ensure a high quality of education and promote the development of science and technologies, take care that Lithuania would become a knowledge (information) society. 6.
- Enhancing response and readiness capabilities: 6.3.
- Improving military capabilities. As a result of positive changes in the strategic environment of the Republic of Lithuania, ongoing economic growth and NATO membership requirements, the Republic of Lithuania revises its defence structures and capabilities. The main focus in this reform is directed at: 6.3.1.
- creation of a modern, well-armed army which is capable to effectively defend the State and act together with NATO allies. When planning defence, the Republic of Lithuania as a NATO member gives priority to the capabilities which strengthen the collective defence of the whole Alliance and its readiness to address threats of any type; 6.3.1.
- highly skilled, well commanded and properly prepared military forces, as well as their regular training. The Republic of Lithuania servicemen are trained to successfully carry out complex tasks posed to a modern army and justify the confidence of the public in the army and the confidence of the allies in the State of Lithuania; 6.3.1.
- modernisation of the army, allowing the Republic of Lithuania to fulfil international commitments made by it. 6.3.
- Strengthening intelligence, counter-intelligence and protection of classified information. Intelligence and counter-intelligence is carried out by the national security institutions, operating in accordance with the law. The Republic of Lithuania will continue to develop intelligence and counter-intelligence capabilities, seeking to prevent the dangers of hostile activities of foreign intelligence services. The Republic of Lithuania is implementing and improving measures for the protection of the state and military secrets. Particular attention is focused on the system for confidential information protection and verification of the suitability of personnel who work with confidential information in compliance with NATO requirements, and the new technologies as well as other areas related to protection of communications and informational systems. 6.3.
- Improving Crisis Management and Response Capabilities. In order to ensure national security in the area of crisis management, their detection and prevention, the crisis management system is being established in Lithuania. The crisis management system is being prepared for efficient functioning in the pre-crisis situations, ensuring comprehensive monitoring of dangerous situations and threats, crisis detection, preparation and implementation of preventive measures. The main means and measures for improving crisis management and response capabilities are the following: 6.3.3.
- priority is given to enhancing the preventive role of the crisis management system in order to detect dangerous situations and threats and eliminate the possibilities of their occurrence and development; 6.3.3.
- to establish, in compliance with international standards, a civil safety and rescue institution capable of managing emergencies and to meet the needs of society in this sphere – to ensure immediate emergency aid in the case of fire, industrial disaster or another incident. 6.3.
- Civic training. While inculcating and consolidating democratic and civic values, the State strengthens civil society. Civic training enhances patriotism, resolution to defend the Homeland, national freedom. Awareness of the importance of national identity and civic training is a condition of ensuring national security. 6.3.
- Threats analysis and monitoring. The Republic of Lithuania enhances capabilities of strategic threats analysis and monitoring, allocates funds for intensifying strategic planning at various public administration levels.
- FINAL PROVISIONS 7.
- The Republic of Lithuania has become a NATO member state. Membership in this Organisation ensures military, political and economic security of the Republic of Lithuania. 7.
- Membership in the European Union fosters economic development and prosperity, provides non-military guarantees of security of the Republic of Lithuania. Accession to the democratic community of Western states ensures internal stability and paves the way for the new opportunities of cooperation to counteract organised crime and to respond to natural or industrial calamities. 7.
- It is anticipated that the conditions, which could affect the vital interests of the Republic of Lithuania, will remain stable in the future. However, the Republic of Lithuania must be adequately prepared to face new risk factors and threats which may be the result of changing security environment. 7.
- The National Security Strategy is regularly adjusted to the changes in the internal or external security environment.
