(6)of the Law of the Republic of Lithuania on the Management of Radioactive Waste (Valstybės Žinios (Official Gazette) No 50-1600, 1999), the Government of the Republic of Lithuania has resolved: To approve the following documents appended hereto:
- The Radioactive Waste Management Strategy;
- The Operational Programme of the State Enterprise Radioactive Waste Management Agency for 2002-
- Prime Minister Algirdas Brazauskas Minister of Economy Petras Čėsna ____________ APPROVED by Resolution No 174 of the Government of the Republic of Lithuania of 6 February 2002 RADIOACTIVE WASTE MANAGEMENT STRATEGY I. GENERAL PROVISIONS
- The Strategy has been drafted to implement the provisions of the Law of the Republic of Lithuania on the Management of Radioactive Waste (Valstybės Žinios (Official Gazette) No 50-1600, 1999). II. OBJECTIVES OF THE STRATEGY
- The objectives of the Strategy are to: 2.
- seek to pursue an adequate radioactive waste management policy; 2.
- develop a radioactive waste management infrastructure based on modern technologies; 2.
- create an effective financing system for radioactive waste management; 2.
- envisage practical measures aimed at implementing the basic principles of radioactive waste management of the International Atomic Energy Agency and the European Union legislation in the field of radioactive waste management. III. TASKS OF THE STRATEGY
- The tasks of the Strategy are to: 3.
- improve the legal base for radioactive waste management; 3.
- reorganize radioactive waste management at the Ignalina Nuclear Power Plant by implementing a new system of classification of radioactive waste in accordance with the Requirements for the Predisposal Management of Radioactive Waste at the Nuclear Power Plant approved by Order No 38 of the Head of the State Nuclear Power Safety Inspectorate of 27 July 2001 on the Requirements for the Predisposal Management of Radioactive Waste at the Nuclear Power Plant (Valstybės Žinios (Official Gazette) No 67-2467, 2001); 3.
- make preparations for the management of radioactive waste that will be generated as a result of decommissioning of the Ignalina Nuclear Power Plant, by installing the necessary radioactive waste management facilities in the Power Plant; 3.
- modernize the infrastructure for the management of radioactive waste generated by small producers; 3.
- construct new repositories for radioactive waste in compliance with the requirements of legal acts. IV. LEGAL BASE FOR RADIOACTIVE WASTE MANAGEMENT
- It is necessary to ratify the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management and to implement its requirements.
- It is planned to draft a set of legal acts regarding: 5.
- the provision of general data on the disposal of radioactive waste, in the case of potential contamination of the environment with radionuclides; 5.
- the criteria for the acceptability of radioactive waste containers for interim storage and disposal, and the requirements for determining the acceptability of such containers and for certification of measuring methods; 5.
- the management of radium sources; 5.
- the remediation of territories contaminated with radionuclides; 5.
- the decontamination of units of non-nuclear industry, soil and structures contaminated with radionuclides; 5.
- the temporary storage, in storage facilities of the Ignalina Nuclear Power Plant, of radioactive waste generated by small producers; 5.
- the service fees of the State Enterprise Radioactive Waste Management Agency (hereinafter referred to as “the Agency”); 5.
- the long-term storage and disposal of disused radioactive sealed sources from small producers. V. IMPLEMENTATION OF THE STRATEGY
- The Government of the Republic of Lithuania shall pass decisions on the design, construction, and decommissioning of individual storage facilities and repositories; allocate, according to the established procedure, plots of land for radioactive waste storage facilities and repositories; adopt, or charge other competent institutions to adopt, according to the established procedure, legal acts on the acquisition, storage, transportation and disposal of radioactive materials.
- The Ministry of Economy shall submit to the Government of the Republic of Lithuania proposals on the construction and decommissioning of radioactive waste storage facilities and repositories; organize international co-operation in the field of radioactive waste management; carry out the functions of the founder of the Agency.
- The State Nuclear Power Safety Inspectorate shall be responsible for the control and supervision of the safety of radioactive waste management and storage facilities and repositories, and the keeping of records of nuclear materials. The Ministry of Environment, after consultation with the Ministry of Health, shall establish the clearance levels and the conditions for the reuse and disposal of decontaminated substances as well as the maximum permissible levels of contamination of the environment with radionuclides, and carry out other functions established by laws and other legal acts. The Radiation Protection Centre shall be in charge of state supervision and control of radiation protection.
- The Ignalina Nuclear Power Plant shall be responsible for the safe management of radioactive waste generated during operation or accepted for storage or processing or to be generated as a result of decommissioning of the power plant, before it is transferred for disposal.
- The Agency shall be responsible for the management and disposal of all radioactive waste transferred to it. The Agency shall be the operator of storage facilities and repositories assigned to it. VI. FINANCING
- Radioactive waste management shall be financed by the Ignalina Nuclear Power Plant, small producers, the state budget of the Republic of Lithuania, the Ignalina Nuclear Power Plant Decommissioning Fund, the Ignalina International Decommissioning Support Fund, bilateral aid and from other resources. VII. MANAGEMENT OF SOLID RADIOACTIVE WASTE OF THE IGNALINA NUCLEAR POWER PLANT
- It is planned to modernize, during the period from 2002 to 2009, the management and storage of solid short-lived and long-lived radioactive waste of the Ignalina Nuclear Power Plant with the view to: 12.
- reducing the total activity and volume of radioactive waste, by implementing the best available technologies without additional costs; 12.
- implementing a new system of classification of radioactive waste; 12.
- constructing a landfill repository for the disposal of very low level radioactive waste; 12.
- retrieving the short-lived waste accumulated in solid radioactive waste storage facilities, and characterizing, processing and transferring it back to the storage facilities; 12.
- retrieving, characterizing and processing the long-lived waste accumulated in solid radioactive waste storage facilities, installing adequate interim storage facilities for long-lived radioactive waste, and storing the long-lived radioactive waste in storage facilities without final immobilization until the final disposal methods are decided; 12.
- developing and implementing a radioactive waste record-keeping system; 12.
- seeking to maximize the volumes of radioactive waste for free-release; 12.
- conducting analysis and preparing projects aimed at developing methodologies for calculation of conditional clearance levels and the most suitable methods of management of substances with contamination exceeding unconditional clearance levels.
- It is planned to conduct, by 2005, the necessary investigations and draft recommendations on the construction of a near-surface repository for low and intermediate level short-lived radioactive waste. VIII. MANAGEMENT OF SPENT NUCLEAR FUEL
- The best approach to storing spent nuclear fuel is the use of dual-purpose storage systems suitable both for long-term storage and transportation.
- It is planned to expand, by 2011, the existing long-term dry storage facility for the spent nuclear fuel from the Ignalina Nuclear Power Plant (or to construct a new one in the vicinity).
- The spent nuclear fuel ready for storage shall be removed to the dry storage facility so that the decommissioning of the Ignalina Nuclear Power Plant could be completed effectively.
- Seeking to ensure the safest possible disposal of the spent nuclear fuel, it is essential to: 17.
- develop and implement a long-term research programme The Possibilities of Disposal of Spent Nuclear Fuel and Long-Lived High Level Radioactive Waste in Lithuania; 17.
- analyse the possibilities of constructing a deep geological repository for spent nuclear fuel and long-lived radioactive waste in Lithuania; 17.
- analyse the possibilities of constructing, by joint effort of several states, a regional repository; 17.
- analyse the possibilities of disposing of spent nuclear fuel in other states, and estimate the economic feasibility of such disposal; 17.
- consider the possibilities of prolonging the period of storage of spent nuclear fuel in storage facilities to 100 years and more. IX. MANAGEMENT OF LIQUID RADIOACTIVE WASTE OF THE IGNALINA NUCLEAR POWER PLANT
- Liquid radioactive waste of the Ignalina Nuclear Power Plant must be solidified and placed into containers suitable for transportation, storage and disposal in near-surface repositories.
- Spent resins and sludge must be cemented.
- Investigations must be performed to decide whether the bituminised radioactive waste storage facility could be converted into a repository; following which and depending on the decision to be taken, the bituminised radioactive waste storage facility shall be licensed as a repository or the bituminisation technology shall be readjusted in such a way that waste containers are suitable for storage, transportation and disposal in near-surface repositories.
- Suitable management technology for spent oil must be chosen. X. MANAGEMENT OF RADIOACTIVE WASTE GENERATED BY SMALL PRODUCERS
- Disused sealed radioactive sources should be managed separately from other radioactive waste.
- For the purpose of long-term storage, the disused sealed radioactive sources that cannot be reused or sent back to the supplier shall be treated without the final immobilization until the criteria for determining their acceptability for disposal in a deep geological repository of radioactive waste are established.
- It is planned to conduct a safety analysis of the existing special radioactive waste storage site located in the Bartkuškis Forest in the Širvintos District and, should the conclusions regarding its safety be positive, license it as a radioactive waste storage facility; following this, a decision shall be made, based on the conclusions drawn from scientific research, whether the site should be converted into a repository or released, after remediation of the territory, for common use.
- Radioactive waste generated by small producers and bankrupt enterprises as well as ownerless or illegitimately held radioactive waste must be collected, treated and temporarily stored in the storage facilities of the Ignalina Nuclear Power Plant until a new near-surface repository is constructed.
- It is planned to modernize the technical base for the processing of radioactive waste generated by small producers. XI. MANAGEMENT OF RADIOACTIVE WASTE GENERATED AS A RESULT OF DECOMMISSIONING OF THE IGNALINA NUCLEAR POWER PLANT
- The Ignalina Nuclear Power Plant shall draft, in the manner prescribed by legal acts on the decommissioning of Unit 1 of the Ignalina Nuclear Power Plant, a final plan for the decommissioning of Unit
- Depending on the decommissioning strategy to be chosen, amounts of radioactive waste and management technologies shall be detailed. XII. RESEARCH
- It is necessary to train an adequate number of skilled experts capable of dealing with issues in the field of radioactive waste management independently, without assistance of foreign experts.
- It is planned to: 29.
- enhance the competence of research institutions: their ability to deal with issues of designing and operating radioactive waste management facilities and repositories; 29.
- analyse the economical aspects of minimizing radioactive waste, siting of repositories and managing radioactive waste; 29.
- accumulate knowledge about aging of safety barriers; analyse the research conducted in the world and make proposals regarding the application of research results in Lithuania; 29.
- develop all necessary metrology standards for ionising radiation; 29.
- determine the effects of ionising radiation on people and the environment; 29.
- participate in programmes implemented by the International Atomic Energy Agency, EUROATOM, the Nuclear Energy Agency of the Organization for Economic Cooperation and Development and other international organizations in the field of research on radioactive substances and of near-surface and deep geological repositories.
