GOVERNMENT OF THE REPUBLIC OF LITHUANIA government of the republic of lithuania resolution No. 1032 oN THE FORMATION OF THE COMMITTEE ON TRANSIT TRANSPORT 20 September 1999 Vilnius Subject to Article 22

(15)of the Law on the Government of the Republic of Lithuania (Official Gazette, 1994, No. 43-772; 1998, No. 41
(1)-1131), in order to ensure a better co-ordination of the policy of transit of the Republic of Lithuania and to encourage the transit of goods and passengers across Lithuania, the Government of the Republic of Lithuania resolves:
  1. To form the following Committee on Transit Transport: Prime Minister (Chairman of the Committee) Minister of Transport (Vice Chairman of the Committee) Head of the Transit Department of the Ministry of Transport (secretary of the Committee) Minister of Finance; Minister of the Economy; Minister of the Interior; Vice Minister of Foreign Affairs; Director of the Customs Department under the Ministry of Finance; Chief Commissar of the Border Police Department under the Ministry of the Interior.
  2. To approve the Regulations of the Transit Transport Committee.
  3. To cancel Government Resolution No. 348 of 11 April 1997 on the Cancellation of Government Resolution No. 597 of 20 May 1996 on the Formation of the Transit Commission and the Approval of its Regulations (Official Gazette, No. 33-828). GENERAL PROVISIONS
  4. The Regulations regulate the tasks, rights and procedures of work of the Committee on Transit Transport (hereinafter referred to as ‘the Committee’).
  5. In its work the Committee shall comply with the Constitution of the Republic of Lithuania, legislation and other legal acts adopted by the Seimas of the Republic of Lithuania, Presidential decrees, resolutions of the Government of the Republic of Lithuania and herewith. II. TASKS OF THE COMMITTEE
  6. The tasks of the Committee shall include: 3.1 co-ordination of the activities of ministries and the Government related to transit transport; 3.2 promotion of transit across the territory of the Republic of Lithuania by road, rail, river, maritime, air and combined transport. III. THE RIGHTS OF THE COMMITTEE
  7. The Committee shall have the following rights; 4.
  8. to receive the necessary information from ministries and other governmental agencies (also, in cases provided by law, from research and education institutions, associations, companies, firms and organisations); 4.
  9. to submit amendment proposals to the Government of the Republic of Lithuania, ministries and other governmental agencies concerning regulations that create difficulties for the development of transit transport; 4.
  10. to form work groups to address relevant problems and issue opinions. Chairmen of work groups shall be nominated by the Committee Chairman from among the Committee members and approved by the Committee; 4.
  11. to hear the information, presented by the heads of governmental agencies, on the measures taken to promote the transit transport of goods and passengers across the Republic of Lithuania and to improve the conditions of transport; 4.
  12. to submit recommendations and proposals to ministries and other governmental agencies. IV. ORGANISATION OF THE COMMITTEE WORK
  13. The work of the Committee shall be directed and organised by its Chairman or in his/her absence by the Minister of Transport.
  14. The meetings of the Committee shall be valid if they are attended by at least two thirds of the Committee members.
  15. Decisions of the Committee meetings shall be passed by more than a half of the votes cast.
  16. Decisions of the Committee shall recorded in the minutes signed by the Chairman of the Committee or, in his/her absence, by the Minister of Transport.
  17. The Ministry of Transport shall provide the Committee with technical and organisational services.
