GOVERNMENT OF THE REPUBLIC OF LITHUANIA GOVERNMENT OF THE REPUBLIC OF LITHUANIA RESOLUTION No 1092 ON THE LABORATORIES CARRYING OUT ANALYSES OF THE SAMPLES SELECTED FOR THE OFFICIAL FOOD CONTROL 10 July 2002 Vilnius The Government of the Republic of Lithuania, acting pursuant to paragraphs 1 and 2 of Article 12 of the Law on Food of the Republic of Lithuania (Official Gazette No 32-893, 2000), in implementing measure 3.1.2.9-B36 of the Law Approximation Action Plan for 2001, as approved by Resolution No 192 of 22 February 2001 of the Government of the Republic of Lithuania On the Approval of the Law Approximation Action and Acquis Implementation Action Plans for 2001 of Lithuania’s Pre-Accession Programme (the National Programme for the Adoption of the Acquis) (Official Gazette No 18-554, 2001) and with the aim of applying the provisions of Council Directive 93/99/EEC on the subject of additional measures concerning the official control of foodstuffs, h e r e b y r e s o l v e s:

1. To establish that: 1.
2. the laboratories carrying out analyses of the samples selected for the official food control shall meet the requirements set for the testing laboratories, as laid down in the Standard LST EN 45001 “General criteria for the operation of testing laboratories” (valid until 1 January 2003) or the Standard LST EN ISO/IEC 17025 “General requirements for the competence of testing and calibration laboratories”, and must participate in checking the quality of the analyses performed; 1.
3. the Lithuanian National Accreditation Bureau or the accreditation bodies which are signatories to the multilateral recognition agreements of the European Accreditation Organisation in the area of accreditation of testing laboratories shall assess compliance of the laboratories carrying out analyses of the samples for the official food control with the criteria for operation as laid down in the Standard LST EN 45001 “General criteria for the operation of testing laboratories” or the Standard LST EN ISO/IEC 17025 “General requirements for the competence of testing and calibration laboratories”; 1.
4. in taking the samples selected for the official food control and in carrying laboratory analyses, the methods of sampling and analysis, appraised in accordance with the requirements laid down in the standards of the European Standardisation Organisation (EN) and the International Organisation for Standardisation (ISO), and/ or established in the legal acts shall apply, where possible.

6. the Lithuanian National Accreditation Bureau under the Ministry of the Environment of the Republic of Lithuania: 2.1.
7. to submit, by 1 October 2002, the list of the laboratories meeting the requirements of points 1.1 and 1.3 above to the State Food and Veterinary Service; 2.1.
8. to communicate to the State Food and Veterinary Service information on the new accreditation laboratories within 20 days from accreditation; 2.
9. the State Food and Veterinary Service: 2.2.
10. to approve, by 1 January 2002, the procedure for granting authorisation to the laboratories carrying out analyses of the samples selected for the official food control after co-ordinating the said procedure with the relevant institutions; 2.2.
11. in accordance with the list referred to in point 2.1.1 and following the procedure referred to in point 2.2.1, to authorise the laboratories to carry out analyses of the samples selected for the official food control.
