LIETUVOS RESPUBLIKOS VYRIAUSYBĖ GOVERNMENT OF THE REPUBLIC OF LITHUANIA R E S O L U T I O N No. 1121 ON THE ADJUSTED AND UPDATED SUMMARY OF THE NATIONAL PROGRAMME FOR INCREASING THE EFFICIENCY OF ENERGY CONSUMPTION AND MAIN TRENDS IN THE IMPLEMENTATION OF THIS PROGRAMME IN THE YEAR 2001-2005 19 September 2001 Vilnius The Government of the Republic of Lithuania resolves:
- To approve the adjusted and updated summary of the National Programme for Increasing the Efficiency of Energy Consumption and Main Trends in the Implementation of this Programme in the year 2001-2005 (attached).
- To obligate the ministries, other state institutions and establishments to ensure effective consumption of energy resources and energy, and in devising economy development programmes and re-orientation trends to follow the trends of the Programme specified in Point
- To commission the Ministry of Economy: 3.
- within a month after coming into effect of this Resolution to approve the following: 3.1.
- the adjusted and updated National Programme for Increasing the Efficiency of Energy Consumption; 3.1.
- upon co-ordination with the interested ministries, other state institutions and establishments, main measures of implementing the National Programme for Increasing Energy Consumption for the year 2001-2005 and organise their implementation; 3.
- together with the interested ministries, other state institutions and establishments within the scope of its competence to co-ordinate the implementation of the National Programme for Increasing the Efficiency of Energy Consumption. Prime Minister Algirdas Brazauskas Minister of Economy Petras Čėsna Approved by Resolution No. 1121 of the Government of the Republic of Lithuania of 19 September 2001 SUMMARY OF THE NATIONAL PROGRAMME FOR INCREASING THE EFFICIENCY OF ENERGY CONSUMPTION AND MAIN TRENDS OF IMPLEMENTING THIS PROGRAMME IN THE YEAR 2001-2005
- The National Programme for Increasing the Efficiency of Energy Consumption has been adjusted and updated taking into account the requirements set forth in the directives of the European Union, the Energy Charter Agreement and the Energy Charter Protocol on the efficiency of energy and the environmental aspects related to it, Kyoto Protocol to the United Nations Framework Convention on Climate Change, as well as the condition of Lithuania’s economy and its separate branches, development forecasts, changes in economy and energy consumption. In adjusting and updating the National Programme for Increasing the Efficiency of energy Consumption it has been established that in some objects of Lithuania’s economy it was possible to save from 20 up to 50 per cent of currently consumed energy resources and energy. The greatest amount of energy resources and energy is consumed in households, as well as in trade and the service sector. There are greatest possibilities for saving energy resources and energy there – within one year it is possible to save up to 10.3 TWh of energy resources and energy (32.8 TWh of energy resources and energy was consumed there in 1999). The total amount that may be saved in industry is 2.3 TWh of energy resources and energy (9.73 TWh was consumed in 1999), and in the transport system this figure stands at 1.8 TWh (13.7 TWh was consumed in 1999). By means of calculations made it has been established that about 15 per cent of primary energy resources being consumed may be replaced by local, unused renewable and waste energy resources. The adjusted and updated National Programme for Increasing the Efficiency of Energy Consumption shall be implemented in the year 2001-2005 in accordance with the established main trends and measures.
- The following main trends of implementing the National Programme for Increasing the Efficiency of Energy Consumption in 2001-20005 shall be established: 2.
- to draw up drafts of legal acts and standard technical documents intended for the implementation of the National Programme for Increasing the Efficiency of Energy Consumption: 2.1.
- to prepare the Republic of Lithuania Draft Law on Saving Energy and acts accompanying it; 2.1.
- to improve the current tax system – to seek to stimulate reorganisation of the existing building of energy economy and warming of buildings; 2.1.
- to prepare and improve documents of statistical accountability in energy consumption buildings, industry, the system of transport and agriculture seeking to establish precisely whether energy is used efficiently; 2.1.
- Following the directives of the European Union, the Energy Charter Agreement and the Energy Charter Protocol on the efficiency of energy and the environmental aspects related to it, as well as Kyoto Protocol to the United Nations Framework Convention on Climate Change, to prepare legal acts and standard documents encouraging to use energy resources more efficiently, to reduce pollution of the atmosphere; 2.1.
- to constantly allocate funds to the specific programme for the implementation of energy saving measures (the former Energy Saving Fund), to use them for the implementation of the measures of energy saving, local, renewable and waste energy resources in the country’s economy; 2.
- to renew buildings, modernise their energy economy: 2.2.
- to carry out an audit and monitoring of the efficiency of energy consumption in buildings, to prepare and implement measures increasing the efficiency of energy consumption; 2.2.
- to organise renewal and warming of existing buildings, modernisation of the energy economy, first and foremost, that of schools and buildings maintained from the state and municipal budgets of the Republic of Lithuania. 2.2.
- to help state and municipal institutions and establishments to prepare standard and technical documents of warming of existing buildings and reorganisation of their energy economy; 2.2.
- to prepare and introduce energy passports of buildings which would contain energy characteristics of the building; 2.
- to use renewable, local and waste energy resources: 2.3.
- to prepare and make more exact programmes for using local, renewable and waste energy resources; 2.3.
- by means of organisational, economic and financial measures to encourage the use of more renewable, local, waste energy resources, to provide assistance to enterprises and to increase manufacture of equipment intended for the preparation and use of these resources and organise their introduction; 2.3.
- to implement model projects for use of the wind and solar energy, to further implement other model projects for use of renewable and waste energy resources, to accumulate and summarise experience in the sphere of construction and operation of equipment; 2.
- to use energy in industrial processes more efficiently: 2.4.
- to carry out studies of the efficiency of energy consumption in separate branches of industry, transport and other branches of economy, to prepare and implement measures to increase this efficiency; 2.4.
- to ensure efficient consumption of fuels in different means of transport, to carry out tests of using bio-fuels in the means of transport, to prepare proposals to the consumers for effective consumption of these fuels; 2.4.
- to prepare the Programme for modernising technological processes of agriculture, increasing the efficiency of consumption of energy resources and energy, as well as the means encouraging the use of energy resources and energy more efficiently in agriculture, also to use more local and renewable energy resources; to organise the implementation of this programme; 2.
- to carry out educational activities, as well as those of the provision of information and consultations: 2.5.
- to prepare programmes for research, studies and teaching, methodological aids on increasing the efficiency of energy consumption and the issues of consumption of local, renewable and waste energy resources, to legalise them, to train specialists and update their professional qualifications in these spheres, to launch campaigns of disseminating information aimed at familiarising the public with more efficient consumption of energy; 2.5.
- to prepare and publish publications, other material about effective consumption of energy and local, renewable and waste energy resources, intended for the inhabitants, students, pupils, specialist of various branches of economy, to disseminate the provisions of the National Programme for Increasing the Efficiency of Energy Consumption in the mass media; 2.5.
- to organise conferences, seminars, competitions, exhibitions encouraging specialists and the public to take interest in efficient consumption of energy resources, energy, renewable, local and waster energy resources. ––––––––––––––––
