GOVERNMENT OF THE REPUBLIC OF LITHUANIA Official translation GOVERNMENT OF THE REPUBLIC OF LITHUANIA RESOLUTION No 1175 ON THE APPROVAL OF THE SMALL AND MEDIUM-SIZED BUSINESS DEVELOPMENT STRATEGY UNTIL THE YEAR 2004 AND THE SMALL AND MEDIUM-SIZED BUSINESS DEVELOPMENT MEASURES FOR THE YEARS 2002-2004 19 July 2002 Vilnius The Government of the Republic of Lithuania, acting pursuant to point 3 of paragraph 2 of Article 5 of the Law on Small and Medium-size Business Development of the Republic of Lithuania (Official Gazette No 109-2993, 1998), hereby r e s o l v e s:

  1. To approve the Small and Medium–sized Business Development Strategy until the year 2004 (attached hereto).
  2. To approve the Small and Medium–sized Business Development Measures for the Years 2002-2004 (attached hereto).
  3. To authorise the Ministry of Economy of the Republic of Lithuania to co-ordinate the implementation of the Small and Medium-sized Business Development Strategy until the Year 2004 and the Small and Medium-sized Business Development Measures for the Years 2002-
  4. To invalidate Resolution No 1119 of 19 September 2000 of the Government of the Republic of Lithuania on the Approval of the Small and Medium-sized Business Development Strategy until the Year 2003 and the Small and Medium-sized Business Development Measures for the Years 2000-2001 (Official Gazette No 81-2448, 2000). GENERAL PROVISIONS
  5. The development of the small and medium-sized business sector constitutes one of the most important objectives of the economic policy. The Small and Medium-sized Business Development Strategy promotes the establishment and development of small and medium-sized enterprises with the use to the greatest possible extent of local material and human resources, and the newest technologies. That would contribute to economic growth and enhance the employment situation of the country.
  6. The Small and Medium-sized Business Development Strategy until the Year 2004 defines the medium-term priorities of the Government of the Republic of Lithuania in the area of small and medium-sized business development, as well as measures for their implementation.
  7. The Small and Medium-sized Business Development Strategy until the Year 2004 has been prepared in the light of the experience of implementing the Small and Medium-sized Business Development Strategy till the Year 2003, the results of implementation of the measures provided for the years 2000-2001, the European Charter for Small Enterprises, the Pre-accession Economic Programme of Lithuania, the Programme of the Government of the Republic of Lithuania for the years 2001-2004, comments and recommendations made during the conference on Small and Medium-sized Business: the Present Situation and the Perspectives, where the draft of the Small and Medium-sized Business Development Strategy until the Year 2004 was discussed (25 October 2001, Vilnius), suggestions from State, municipal institutions and business representative organisations, as well as the existing economic and social situation of the country. II. VISION OF THE DEVELOPMENT OF SMALL AND MEDIUM-SIZED BUSINESS AND ITS STRATEGIC OBJECTIVES Vision of small and medium-sized business development
  8. The following medium-term perspective is envisaged: 4.
  9. development of a dynamic and flexible small and medium-sized business sector which is able to adapt to the changing conditions of the market; 4.
  10. growth of employment, creation of new jobs, active involvement of the youth, women and the disabled in activity; 4.
  11. development of business infrastructure, creation of conditions for the restructuring of the regional economy; 4.
  12. introduction of the new methods of production by small and medium-sized enterprises, opening up of the new markets and increase in effectiveness of enterprise activity; 4.
  13. development and structuring of contacts between small and medium-sized enterprises with large-scale enterprises; 4.
  14. increase in the utilisation of information technologies in small and medium-sized business; 4.
  15. improvement of business culture naturally leading to the creation of a positive attitude to an entrepreneur across the society; 4.
  16. integration of the small and medium-sized business of Lithuania into the EU market. Principles for the formation of the Small and Medium-sized Business Development Strategy
  17. The key principles for the formation and implementation of the Strategy are as follows: 5.
  18. assistance rendered by the State to small and medium-sized business entities shall be compatible with the provisions of the EU legislation and the Law on Monitoring of State Aid to Undertakings of the Republic of Lithuania (Official Gazette No 45-1292, 2000), and shall be differentiated having regard to the specific type of activity of the said entities; 5.
  19. the closed stock company “Investment and Business Guarantees” plans to provide various financial assistance to small and medium-sized business entities; 5.
  20. the development of small and medium-sized business in the regions characterised by poor social and manufacturing infrastructure and excessive unemployment is of the utmost importance. Women, young people and the disabled have an active role to play in economic commercial activity; 5.
  21. with the aim of ensuring the effectiveness and competitiveness of small and medium-sized business and having regard to the fact that small and medium-sized enterprises have to meet the modern standards of the business environment and must enter international markets, their international and co-operative co-operation with large-scale enterprises is encouraged; 5.
  22. the application of the newest technologies, creativity and increasing numbers of skilled entrepreneurs constitute the basis of the small and medium-sized business development policy; 5.
  23. the Government of the Republic of Lithuania supports the implementation of the Small and Medium-sized Business Development Strategy, ensures control over the effective utilisation of resources earmarked for the development of small and medium-sized business and mediates in receiving technical assistance required for the development of the said business from international organisations and foreign states; 5.
  24. the Government of the Republic of Lithuania actively co-operates with the business representative organisations and business support institutions ; 5.
  25. the Small and Medium-sized Business Development Strategy applied in the medium term shall be updated on a constant basis in the light of the measures which have already been drafted and already implemented – barriers for the development of the said business will be removed and new initiatives will be planned. Strategic objectives of small and medium-sized business development
  26. The strategic objectives of small and medium-sized business development are as follows: 6.
  27. to ensure the priority-based development of small and medium-sized business; 6.
  28. to promote the integration of the small and medium-sized business sector into the economic area of the European Union, i.e. encourage international co-operation of small and medium-sized enterprises, increase in the exports of their products and services; 6.
  29. to increase the competitiveness of small and medium-sized enterprises by creating favourable conditions for introducing innovations and using modern technologies; 6.
  30. to complete the formation of the key elements within the development of the small and medium-sized business sector, the infrastructure system .i.e. institutional, information and financial assistance structure and control. III. SMALL AND MEDIUM-SIZED BUSINESS DEVELOPMENT UNTIL THE YEAR 2004 Small and Medium-sized Business Development Strategy in the medium term
  31. The Small and Medium-sized Business Development Strategy in the medium term is as follows: 7.
  32. the enhancement of the legal and economic environment of small and medium-sized business; 7.
  33. the improvement of financial assistance to small and medium-sized business entities; 7.
  34. the provision of business information, training and consultation services; 7.
  35. the promotion of the utilisation of innovations and information technologies in the small and medium-sized business sector; 7.
  36. the enhancement of the institutional business infrastructure; 7.
  37. the development of business self-regulation; 7.
  38. the small and medium-sized business development in the regions; 7.
  39. the introduction of the model for the promotion of co-operation between large-scale, small and medium-sized enterprises; 7.
  40. the involvement of individual groups of the public in small and medium-sized business.
  41. This Strategy provides for the continuity of the small and medium-sized business development policy of the Government of the Republic of Lithuania, which has been implemented within the framework of the Small and Medium-sized Business Development Programme, and establishes the main measures for the implementation of the vision and strategic objectives of small and medium-sized business development and for the solution of the problems in the said area. Enhancement of the legal and economic environment of small and medium-sized business
  42. The main problems which still have to be solved in improving the legal and economic environment of the small and medium-sized business sector are the legal framework which has not yet been reformed, persisting bureaucratic business constraints, the definition of the small and medium-sized enterprises, which is different from that offered in the recommendations of the European Commission, the imperfect system of taxation and accounting, a complicated mechanism of the calculation of taxes and an imperfect tax administration system.
  43. Having regard to the problems of small and medium-sized enterprises, the implementation of the following measures to improve the legal and economic environment of the small and medium-sized business sector is proposed: 10.
  44. the licensing requirements in manufacturing and business should be reduced by creating more favourable conditions for fair competition; 10.
  45. since co-operation between small, medium-sized and large-scale enterprises increases the value added at all stages of its creation, i.e. from the acquisition of the raw materials, manufacturing phase and market research to the presentation of the final product to consumers, the said co-operation should be developed, i.e. projects should be implemented pursuant to the prepared model for the promotion of co-operation between large-scale, small and medium-sized enterprises; 10.
  46. to speed up integration into the European Union, the national partial financing (co-financing) of the main programmes financed by the European Union as well as of other international, multilateral and bilateral programmes in the area of small and medium-sized business development, likewise the spreading of information on the possibility of small and medium-sized enterprises to participate in the said programmes, should be ensured; 10.
  47. with the aim of speeding up the liquidation procedures (collection of certificates, dismissal of employees) in enterprises in bankruptcy, which possess no assets or possess insufficient assets to cover administration expenses, the Enterprise Bankruptcy Law of the Republic of Lithuania should be supplemented with the provisions providing for a simplified procedure of the liquidation of the said enterprises; 10.
  48. Resolution No 887 of 11 July 2001 of the Government of the Republic of Lithuania Concerning Small and Medium-sized Business Development (Official Gazette No 62-2272, 2001) should be amended, i.e. the provision of guarantees for the loans received by small and medium-sized business entities and for leasing should be stipulated. Improvement of financial assistance to small and medium-sized business entities
  49. The lack of financial resources constitutes a major impediment to the activities of small and medium-sized business entities. To solve the said problem, the system of financial institutions must be developed in Lithuania.
  50. It is of the utmost importance to ensure that the financial assistance rendered by the State to small and medium-sized business entities is properly organised, the timely and justified measures are envisaged and that the implementation and continuation of the said measures as well as their conformity with the provisions of the EU member states and the States with which the Republic of Lithuania has concluded international agreements concerning State aid is ensured. It is necessary to ensure transparency and co-ordination of State support to small and medium-sized enterprises, to analyse on a permanent basis the effectiveness and control of provision of various forms of support and to make an assessment of the effect thereof on small and medium-sized business development.
  51. With the aim of enhancing financial capacity of small and medium-sized business entities, it is necessary: 13.
  52. to expand the financial capacity of small and medium-sized business entities and to earmark funds for the formation of the initial capital and the introduction of the new technologies and innovations in business with the use of resources of the Special Programme for the Implementation of Small and Medium-sized Business Development and Promotion Strategy; 13.
  53. to extend guarantees to financial institutions (for the loans provided and leasing services rendered to small and medium-sized business entities); 13.
  54. to co-ordinate the activities of business support institutions , business representative organizations and financial institutions working with small and medium-sized enterprises, to promote their mutual co-operation and understanding, also to ensure the spread of best practices in the regions; 13.
  55. to analyse the EU practice of rendering financial and technical assistance to small and medium-sized business entities, in particular to business start-ups and to promising enterprises, and to apply such practice in Lithuania. Provision of business information, training and consultation services
  56. Since the development of the market of business information, consultation and training services is fairly slow in Lithuania, impeded by limited financial resources of small and medium-sized enterprises, particularly of entrepreneurs initiating their activity, State support is necessary in this field.
  57. With the aim of promoting the establishment of small and medium-sized enterprises and the development of the existing ones, the Government of the Republic of Lithuania should create particularly favourable conditions for small and medium-sized business entities and persons willing to start business as regards access to information, training and consultation services. State support should not only be organisational but financial as well, since small and medium-sized business entities are very often not capable to pay the whole price for the consultation and training services even though they realise the importance of knowledge to the success of business.
  58. It is necessary to ensure that small and medium-sized business entities receive comprehensive and not expensive business information on a timely basis. To this end, it is necessary: 16.
  59. to ensure that small and medium-sized business entities have the possibility to permanently use the subsidised training and consultation services on the most urgent business issues in all regions of Lithuania; 16.
  60. to update on a permanent basis and expand business information on the Internet on the possibilities of small and medium-sized enterprises to co-operate with large-scale enterprises, to publish information on the amendments to the legal framework, to create public procurement information system which would create the possibilities in line with the practice employed by the EU member states to slowly transfer public procurement into the electronic space, etc.; 16.
  61. to prepare annually statistical information on the activities of small and medium-sized business entities and to supplement the existing information with the statistical data required for the completion of a comprehensive analysis of the state of the small and medium-sized business sector; 16.
  62. to conduct yearly surveys of the conditions of operation of small and medium-sized enterprises and to publish the results of such surveys, as well as to make an analytical review of the current state and future perspectives of small and medium-sized business in Lithuania; 16.
  63. to inform the public on a permanent basis on the business conditions and the problems encountered by entrepreneurs through the channels of the national television, radio and other mass media. This would contribute to the creation of a positive image of the entrepreneur as a key figure in economic progress; 16.
  64. to develop the possibilities of small and medium-sized enterprises to use the Internet. Promotion of the utilisation of innovations and information technologies in small and medium-sized business
  65. Success in business depends, to a great extent, on the utilisation of innovations and information technologies. An evenly developed infrastructure of information technologies of the country would provide new possibilities to economic entities to develop business, compete on the world markets and organise more effectively internal activities of the enterprise. Regrettably, small and medium-sized business entities insufficiently rely on the newest technologies and achievements in the scientific field. With the aim of making Lithuania an equal partner of the developed countries, confidence of consumers in electronic commerce has to be promoted.
  66. Small and medium-sized enterprises may flexibly and dynamically introduce innovations and new technologies, however assistance rendered by the State is also required. To this end: 18.
  67. a typical model for transferring business into the electronic space must be prepared; 18.
  68. the participation of small and medium-sized enterprises in international innovation projects must be promoted; 18.
  69. bilateral and multilateral economic and technological co-operation with the European countries and the EU member states must be promoted with the aim of encouraging small and medium-sized enterprises to participate in the programmes for scientific research and technological development, initiated by the European states and the EU; 18.
  70. small and medium-sized enterprises must be encouraged to introduce and use an electronic payment system for the services and purchases, carry out tax payment, customs and income declaration procedures by electronic means, introduce information technologies, make use of the newest achievements of the science and develop electronic commerce; 18.
  71. speedier growth of innovations in enterprises must be promoted, i.e. enterprises must be rendered assistance complying with the provisions of the Law on Monitoring of State Aid to Undertakings of the Republic of Lithuania. Enhancement of the institutional business infrastructure
  72. With the aim of implementing the Strategy and increasing the effectiveness of its implementation measures, further upgrading and development of the institutional framework of the small and medium-sized business sector is required. Therefore, it is necessary: 19.
  73. to continue methodological and financial assistance and to reinforce the institutions providing support to small and medium-sized business: business incubators, business information centres, business advisory and innovation centres, technological parks, as well as to expand the network of business information centres in the regions characterised by poorly developed business institutional infrastructure and excessive unemployment; 19.
  74. to establish electronic business incubators by encouraging the private sector to transfer business to the electronic space and by creating favourable conditions for the introduction of information technologies; 19.
  75. to promote co-operation between state and municipal institutions, and the business representative organisations . Development of small and medium-sized business in the regions
  76. Inertia of enterprises, poor entrepreneurship, limited skill of the labour force and its incapacity to adapt to the changing conditions of the labour market, lack of social partnership as well as a number of other factors determine uneven social economic development of the regions. Small and medium-sized business development in the regions and the removal of differences of regional development constitute one of the most important conditions for regional development.
  77. For the purpose of promoting small and medium-sized business development in the regions, it is necessary to stipulate a provision in the Law on Local Self-Government of the Republic of Lithuania, which would impose a function on municipal institutions to draft regional small and medium-sized business development programmes and to implement the said programmes.
  78. In addition, it would be purposeful to direct state support to those regions of the country were the rate of unemployment is the highest one: 22.
  79. it is necessary to encourage the administrations of county governors to attract and better use the resources from the national and international funds and programmes for small and medium-sized business development in the regions; 22.
  80. to encourage local authorities to establish municipal small and medium-sized business promotion funds and to support regional business development from the resources of the said funds. IV. FINANCING OF THE IMPLEMENTATION OF THE SMALL AND MEDIUM-SIZED BUSINESS DEVELOPMENT MEASURES
  81. The implementation of the small and medium-sized business development measures will be mostly influenced by the capacities of the sources of finance at all levels, as well as the co-ordination and co-operation of funds. The sources of finance may be: 23.
  82. State and municipal funds earmarked for the implementation of the small and medium-sized business development measures; 23.
  83. funds of the EU national PHARE programme (PHARE Economic and Social Cohesion, Special Programme for the Preparation for the EU Structural Funds), funds of the EU Leonardo da Vinci (professional training) programme, funds of the 5th Framework Programme (research and development), as well as funds of the programmes for regional and bilateral assistance; 23.
  84. funds of international programmes for the small and medium-sized business support; 23.
  85. funds of the National Programme for Increasing Employment in 2001-
  86. In the light of the economic situation in Lithuania, within the period of 2002-2004 the measures which do not require excessive resources, however which have a positive impact on all small and medium-sized business entities must be implemented. Priority should be given to improving the business environment, removing bureaucratic constraints and taking care to ensure that entrepreneurs receive business information to the greatest extent possible, are consulted and trained, and start gradually to use new instruments of financial assistance. V. MONITORING AND ASSESSMENT
  87. To ensure the implementation of this Strategy and its contribution to the economic development of the country, it is important to monitor the implementation of the Strategy and to inform systematically the business community on the results of implementation of the measures provided therein.
  88. Proper assessment helps to identify what impact the implementation of this Strategy has on small and medium-sized business development at national and regional levels as well as on individual small and medium-sized business entities. With regard to the aforementioned and in compliance with the provision of the Law on Small and Medium-size Business Development of the Republic of Lithuania stipulating the requirement to revise annually and supplement the measures of the Small and Medium-sized Business Development Programme, the measures for small and medium-sized business development must be updated and upgraded each year.
  89. At present, statistical information on small and medium-sized business hardly makes it possible to make a quantitative assessment of the results of implementation of the business development measures. The annual survey on the activity of small and medium-sized business entities, which is carried out by the Department of Statistics under the Government of the Republic of Lithuania, should temporarily compensate for this lack of information. The survey would allow a possibility to identify the effect of changes in the legal and economic environment of small and medium-sized business and the impact of State support on the activity of small and medium-sized business entities. VI. RESULTS OF IMPLEMENTATION OF THE SMALL AND MEDIUM-SIZED BUSINESS DEVELOPMENT MEASURES
  90. Having regard to the fact that small and medium-sized business is the most important factor of economic growth, which makes an essential impact on the general evolution of the economy and social stability of the country, the implementation measures of this Strategy for the years 2002-2004 are also provided. The need for funds for the implementation of the measures provided is stipulated in the Small and Medium-sized Business Development Measures for the Years 2002-
  91. The most important measures are as follows: 28.
  92. to improve the legal, economic and information environment of small and medium-sized business, to ensure that entrepreneurs in the regions have access to the business information important to them as well as to training and consultation services; 28.
  93. to participate actively in the EU Multiannual Programme for Enterprise and Entrepreneurship; 28.
  94. to provide effective financial assistance to small and medium-sized business; 28.
  95. to promote and support the drafting and implementation of regional and targeted programmes, to develop small and medium-sized business support infrastructure and the initiatives of local entrepreneurs; 28.
  96. to encourage small and medium-sized enterprises to introduce and use an electronic payment system for the services and purchases, carry out tax payment, customs and income declaration procedures by electronic means.
  97. On completing the said measures, the following results are projected: 29.
  98. the share of small and medium-sized business in the gross domestic product will increase; 29.
  99. the entrepreneurship of the country will be enhanced; 29.
  100. new jobs will be created, and the differences in the rate of employment in the regions of Lithuania will be reduced; 29.
  101. a modern business information framework and institutional business infrastructure will be in operation; 29.
  102. new links in the areas of manufacturing, trade and services between small, medium-sized and large-scale enterprises will greatly increase in numbers; 29.
  103. social economic differences between various regions will be reduced.
  104. The implementation of the said measures would contribute to the improvement of the macro-economic situation of the country due to the following reasons: 30.
  105. export figures will increase, local and international markets will expand, foreign trade balance will improve; 30.
  106. the effectiveness and competitiveness of business will increase; 30.
  107. the real wage will increase, and the middle class will grow in numbers and become stronger; 30.
  108. the crime rate will decrease.
  109. The Ministry of Economy is responsible for the co-ordination, monitoring and assessment of this Strategy. State institutions responsible for the implementation of individual small and medium-sized business development measures for the years 2002-2004 are indicated therein. The effectiveness of the implementation of the Small and Medium-sized Business Development Strategy will be largely influenced by the dialogue between the implementing authorities and business representative organisations as well as by the degree of approval and involvement of the business community in the implementation of specific measures. To specify (align with the EU legal acts) the list of non-supportable activities for small and medium-sized business entities, approved by Resolution 441 of 20 April 1999 of the Government of the Republic of Lithuania the list of non-supportable activities for small and medium-sized business entities will reflect the true business situation, and the application of effective measures for the promotion of small and medium-sized business will be ensured financed from the general appropriations approved for the implementing authorities 2002 - 3rd quarter of 2004 Ministry of Economy, Ministry of Finance
  112. To participate in the EU Multiannual Programme for Enterprise and Entrepreneurship Lithuania’s preparation for membership of the EU will speed up, the competitiveness of small and medium-sized enterprises will increase LTL 208 thousand 2002 - 2004 Ministry of Economy, public institution Lithuanian Development Agency for Small and Medium-sized Enterprises
  113. To participate in the EU and other international, bilateral and multilateral programmes for the development of small and medium-sized business a more effective use will be made of the opportunities offered by the pre-accession period, the integration of small and medium-sized enterprises into the single market will be facilitated, and the competitiveness of the said enterprises will increase financed from the funds of the Special Programme for the Implementation of the Small and Medium-sized Business Development and Promotion Strategy 2002-2004 Ministry of Economy
  114. To introduce a model for the promotion of co-operation between large-scale, small and medium-sized enterprises the effectiveness of activity pursued by enterprises will be enhanced, marketing expenses of small and medium-sized enterprises will be reduced, the turnover of the said enterprises will grow in figures, trust in them will increase, the servicing of large-scale enterprises will speed up, and a certain share of imported goods and services will be replaced by the Lithuanian goods and services financed from the general appropriations approved for the implementing authorities 2002 Ministry of Economy, public institution Lithuanian Development Agency for Small and Medium-sized Enterprises, public institution Lithuanian Development Agency
  115. With the aim of speeding up the liquidation procedures (collection of certificates, dismissal of employees, etc.) in enterprises in bankruptcy, which possess no assets or possess insufficient assets to cover administration expenses, to propose to supplement the Enterprise Bankruptcy Law of the Republic of Lithuania with the provisions providing for a simplified procedure of the liquidation of the said enterprises the liquidation of the said enterprises and the dismissal of their employees will speed up, the growth in the amount of loans (debts) of the enterprises will be terminated financed from the general appropriations approved for the implementing authorities 2002 Ministry of Economy, Enterprise Bankruptcy Management Department under the Ministry of Economy

To amend Resolution No 887 of 11 July 2001 of the Government of the Republic of Lithuania Concerning Small and Medium-sized Business Development (Official Gazette No 62-2272, 2001) with the provision for extending guarantees for the loans received by small and medium-sized business entities and for leasing the number of recipients of loans and leasing services will increase financed from the general appropriations approved for the implementing authorities 1st quarter of 2003 Ministry of Economy II. IMPROVEMENT OF FINANCIAL ASSISTANCE TO SMALL AND MEDIUM-SIZED BUSINESS ENTITIES

To promote the setting up and the activity of business incubators and technological parks, which promote information technology-based manufacturing and the creation of new services the number of small and medium-sized enterprises operating in the area of information technologies and creating high value added products and services will grow, their scope of activity will expand financed from the funds of the Special Programme for the Implementation of the Small and Medium-sized Business Development and Promotion Strategy 2002-2004 Ministry of Economy
  133. To analyse the effectiveness of activity of business incubators and business centres (business information centres) and to draw up a programme for the improvement and development of their activity the effectiveness of activity of business incubators and business centres will be identified, specific measures to improve their activity will be implemented, the quality of their services will be enhanced, access to business information in the regions will be facilitated, the setting up of new business centres and business incubators, if needed, in the rural regions will be the first priority financed from the general appropriations approved for the implementing authority and from the funds of the Special Programme for the Implementation of the Small and Medium-sized Business Development and Promotion Strategy 2002-2003 Ministry of Economy
  134.   135. To ensure the participation of the business representative organisations in the preparation of the Small and Medium-sized Business Development Strategy and its implementation measures, to involve entrepreneurs in the implementation of the Small and Medium-sized Business Development Strategy the Small and Medium-sized Business Development Strategy and its implementation measures will reflect more clearly the interests of small and medium-sized business entities, there will be opportunity to influence the decisions adopted by public authorities on the issues of small and medium-sized business, effective implementation of the measures for small and medium-sized business development will be guaranteed, the dialogue between the implementing authorities and business representative organisations will be ensured and the fact that the business community is informed and approves the Government policy will be guaranteed financed from the general appropriations approved for the implementing authority 2002-2004 Ministry of Economy, business representative organisations VII.
