GOVERNMENT OF THE REPUBLIC OF lithUANIA RESOLUTION No. 1612 ON AMENDMENT OF THE GOVERNMENT OF LITHUANIA RESOLUTION NO. 486 OF 1 MAY 2000 ON THE APPROVAL OF THE PROCEDURE FOR ISSUING, CHANGING AND WITHDRAWING RESIDENCE PERMITS FOR FOREIGNERS IN the Republic of LITHUANIA Vilnius 22 December 2001 The Government of the Republic of Lithuania has resolved:

  1. To make amendments to the procedure of issuing, changing and withdrawing residence permits for aliens in the Republic of Lithuania, approved by the Government of Lithuania Resolution No. 486 of 1 May 2000 On the Approval of the Procedure for Issuing, Changing and Withdrawing Residence Permits for Aliens in the Republic of Lithuania (Official Gazette No 37–1036, 2000) and present its updated version (attached hereto).
  2. The Resolution becomes valid as of January 1,
  3. Prime Minister Algirdas Brazauskas Minister of Internal Affairs Juozas Bernatonis APPROVED by the Resolution of the Government of the Republic of Lithuania No 486 1 May 2000 (updated version of the Government of the Republic of Lithuania Resolution No. 1612 of 22 December 2001 PROCEDURE OF ISSUING, CHANGING AND WITHDRAWING RESIDENCE PERMITS FOR ALIENS IN THE REPUBLIC OF LITHUANIA I. GENERAL PROVISIONS
  4. The procedure shall regulate the issuing, changing and withdrawing of permits of residence in the Republic of Lithuania for aliens and shall set the competences of state institutions and bodies engaged in such activities.
  5. An alien intending to temporarily or permanently reside in the Republic of Lithuania shall have to obtain a residence permit in the Republic of Lithuania in accordance with the procedure laid down by laws of the Republic of Lithuania.
  6. Aliens shall be issued the following permits of residence in the Republic of Lithuania: 3.
  7. a permit of temporary residence in the Republic of Lithuania; 3.
  8. a permit of permanent residence in the Republic of Lithuania.
  9. Temporary residence in the Republic of Lithuania and permanent residence in the Republic of Lithuania permit forms shall be defined by the Minister of Internal Affairs with the approval of the Minister of Foreign Affairs.
  10. A permit of residence in the Republic of Lithuania shall be issued to an alien regardless of his age. Parents or other authorised representatives of an alien under 18 years of age may apply for a permit of residence in the Republic of Lithuania on his behalf.
  11. A Permit of residence in the Republic of Lithuania shall be refused to an alien as provided for by the laws of the Republic of Lithuania.
  12. Terms used in the present procedure shall correspond to the terms used in the Republic of Lithuania Law on the Legal Status of Aliens (Official Gazette No 115–3236, 1998) and in the Republic of Lithuania Law on Refugee Status in the Republic of Lithuania (Official Gazette No 63–1578, 1995; No 56-1651, 2000). II. ISSUING A PERMIT OF TEMPORARY RESIDENCE IN THE REPUBLIC OF LITHUANIA TO AN ALIEN WHO IS NOT A CITIZEN OF A EUROPEAN UNION MEMBER STATE
  13. An alien, who is not a citizen of a European Union member state, or a member of his family intending to reside in the Republic of Lithuania for a period exceeding three months in any half-year from the date of first entry, or to start employment or to be engaged in any other lawful activity in the Republic of Lithuania must obtain a permit of temporary residence in the Republic of Lithuania (hereinafter – a temporary permit).
  14. An alien shall be eligible to obtain a temporary permit provided: 9.
  15. he has retained the right to citizenship of the Republic of Lithuania as provided for in the Law on Citizenship (Official Gazette No 36-977, 1991; No 67-1668, 1997); 9.
  16. the alien’s parents (or one of the parents), who are the citizens of the Republic of Lithuania, reside in the Republic of Lithuania; 9.
  17. the alien’s children, who are the citizens of the Republic of Lithuania, reside in the Republic of Lithuania; 9.
  18. the alien’s spouse, who is the citizen of the Republic of Lithuania or has a permit of permanent residence in the Republic of Lithuania, resides in the Republic of Lithuania.
  19. A temporary permit may also be issued to an alien provided: 10.
  20. he has sufficient means of subsistence from lawful activities in the Republic of Lithuania or abroad; 10.
  21. he registers in the prescribed manner an enterprise of foreign capital with the authorised capital or the value of shares held at least at LTL 250,000; 10.
  22. he comes to the Republic of Lithuania to undertake scientific research or take up teaching positions at institutions of higher education, research or education institutions; 10.
  23. he has been enrolled as student at an education institution or for training in the Republic of Lithuania; 10.
  24. he has been issued a permit of work in the Republic of Lithuania; 10.
  25. he is a student coming to the Republic of Lithuania for a period of one year on a study visit or to work under international mobility programmes administered by public (non-governmental organisations).
  26. An alien may be issued a temporary permit for humanitarian reasons (if the alien cannot be sent to his state of origin on the basis of the non-expatriation principle, he must undergo medical treatment in the Republic of Lithuania, etc.).
  27. Family members of the aliens specified in paragraph 9, subparagraphs 1 – 3 and 5 of paragraph 10, and in paragraph 11 of the present procedure shall be eligible for temporary residence together with the alien in the Republic in Lithuania and for obtaining temporary permits.
  28. A temporary permit may be issued to family members, residing in a foreign state, of an alien who has been granted the status of a refugee (hereinafter – a refugee) and has been issued a permanent permit of residence in the Republic of Lithuania in accordance with the procedure provided for in the Law on Refugee Status in the Republic of Lithuania: 13.
  29. children and adopted children under 18 years of age provided they are not married; 13.
  30. spouse; 13.
  31. parents who because of age or disability can no longer work and with whom the refugee has had a common household.
  32. An alien may submit an application for a temporary permit to a diplomatic mission or a consular office of the Republic of Lithuania, and an alien who is legally staying in the Republic of Lithuania – to the Migration Department, sub-department or group (hereinafter - Migration Service) of the territorial police body.
  33. For obtaining a temporary permit an alien shall submit: 15.
  34. an application as defined by the Minister of Internal affairs; 15.
  35. a valid travel document and its copy; 15.
  36. a copy of the birth certificate when family ties have to be identified; 15.
  37. a copy of the marriage certificate when coming together with a spouse or to a spouse; 15.
  38. copies of children’s birth certificates when coming together with children; 15.
  39. a child’s travel document (passport) for travelling abroad, when coming together with children; 15.
  40. documents specified in paragraph 17 of the present procedure, confirming the alien’s right to obtain a temporary permit; 15.
  41. a document confirming health insurance coverage, valid during the term of his stay in the Republic of Lithuania, and its copy.
  42. An alien applying for a permission due to humanitarian reasons shall not submit documents specified in subparagraphs 2-6 and 8 of paragraph 15 of the present procedure if he is not able to do this for objective (not depending on him) reasons. If queries with regard to the submitted documents arise, the diplomatic mission or the consular office of the Republic of Lithuania or the migration service may invite the alien for an interview.
  43. Documents certifying the alien’s right for a temporary residence permit: 17.
  44. in case provided for in subparagraph 1 of paragraph 9 of the present procedure – a certificate of the right to citizenship of the Republic of Lithuania and its copy or documents certifying the right to the citizenship of the Republic of Lithuania and their copies; 17.
  45. in case provided for in subparagraph 2 of paragraph 9 of the present procedure – documents certifying the arriving alien parents’ (or one of the parents) citizenship of the Republic of Lithuania and family ties and copies of such documents, an invitation as defined by the Minister of Internal Affairs for the alien to come for residence to the Republic of Lithuania; 17.
  46. in case provided for by subparagraph 3 of paragraph 9 of the present procedure – documents certifying the child’s citizenship of the Republic of Lithuania and family ties with the coming alien and copies of such documents, an invitation as defined by the Minister of Internal Affairs for the alien to come for residence to the Republic of Lithuania; 17.
  47. in case provided for in subparagraph 4 of paragraph 9 of the present procedure – document certifying the spouse’s citizenship of the Republic of Lithuania or a permanent residence permit in the Republic of Lithuania and their copies, an invitation as approved by the order of the Minister of Internal Affairs for an alien to come for residence to the Republic of Lithuania; 17.
  48. in cases provided for in subparagraph 1 of paragraph 10 of the present procedure – a copy of the registration certificate and bylaws (statute) of the alien’s company (institution) in the Republic of Lithuania and documents proving that the alien shall have sufficient means of subsistence in the Republic of Lithuania or documents, certifying that the alien is a founder, owner, head of such a company or its authorised representative and documents proving that the alien shall have sufficient means of subsistence in the Republic of Lithuania, or copies of cooperation contracts between companies of the Republic of Lithuania and foreign companies, copies of registration certificates and bylaws (statutes) of such companies and a letter of intermediation, or an authorisation of a foreign company to the alien to represent it or a letter of another company sending the alien, certifying its lawful activities in the Republic of Lithuania and a letter of intermediation, or a copy of the registration certificate and bylaws (statute) of a company (institution), religious community or other organisation registered in the Republic of Lithuania accepting (inviting) the alien and a letter of intermediation, or other documents proving the alien’s lawful activities in the Republic of Lithuania or abroad from which he gets sufficient means of subsistence; 17.
  49. in case provided for in subparagraph 2 of paragraph 10 of the present procedure – documents, certifying the registration of a foreign capital company with the authorised capital or the value of shares held at least at LTL 250,000; 17.
  50. in cases provided for in subparagraph 3 of paragraph 10 of the present procedure – documents certifying scientific research or teaching activities at institutions of higher education, research or education in the Republic of Lithuania and a letter of intermediation from such an institution; 17.
  51. in cases provided for in subparagraph 4 of paragraph 10 of the present procedure – documents certifying that the alien has been enrolled as student at an educational institution or for training in the Republic of Lithuania and a letter of intermediation from such an institution; 17.
  52. in cases provided for in subparagraph 5 of paragraph 10 of the present procedure – a copy of a permit of work in the Republic of Lithuania, the employer’s letter of intermediation; 17.
  53. in cases provided for in subparagraph 6 of paragraph 10 of the present procedure – a copy of the programme and a letter of intermediation of the public (non-governmental) organisation, which administers the international mobility programme under which the student comes; 17.
  54. in cases provided for in paragraph 11 of the present procedure – a motivated application of the alien for a temporary permit, documents and proofs certifying the issuing of a temporary permit due to humanitarian reasons; 17.
  55. family members specified in paragraph 12 of the present procedure who come to the Republic of Lithuania together with the alien or to him shall submit the following documents: 17.12.
  56. an application as specified by the Minister of Internal Affairs; 17.12.
  57. a valid travel document and its copy; 17.12.
  58. documents proving family ties and copies of these documents, documents certifying that they are the alien’s children and adopted children under 18 years of age and are not married or that they are fully dependent on the alien, and copies of these documents; 17.12.
  59. a document certifying health insurance coverage, valid during the whole period of stay in the Republic of Lithuania, and a copy of this document; 17.
  60. in cases provided for in paragraph 13 of the present procedure – a copy of the refugee’s permanent permit of residence in the Republic of Lithuania, documents proving family ties, other documents proving that the refugee has had a common household with the parents, who can no longer work because of age or disability, or documents certifying that they are the alien’s children and adopted children under 18 years of age and are not married, and copies of these documents. To prove family ties and other circumstances documents and proofs contained in the personal file of the refugee may also be used.
  61. A letter of intermediation shall specify the following data about the alien who wants a temporary permit: first name, name, date and place of birth, citizenship, goal and time of residence; health insurance terms and conditions as well as means of subsistence during his stay in the Republic of Lithuania.
  62. An alien (except his family members), who has applied for a temporary permit shall submit documents proving that he shall have sufficient means of subsistence during his temporary residence in the Republic of Lithuania and shall give his address. The present provision shall not be applied to the aliens specified in subparagraph 1 of paragraph 10 and paragraph 11 of the present procedure. The Minister of Social Security and Labour shall define and specify the necessary means of subsistence of an alien in the Republic of Lithuania.
  63. Documents which are submitted together with the application for a temporary permit and which are issued abroad or copies of such documents, notarised or certified in a legally similar manner, shall be translated into Lithuanian and legalised or certified Apostille, unless otherwise provided in an international agreement to which the Republic of Lithuania is a party.
  64. A diplomatic mission or a consular office or a migration service of the Republic of Lithuania shall send the alien’s application for a temporary permit to the Migration Department under the ministry of Internal Affairs (hereinafter – the Migration Department). The alien’s application for a temporary permit shall be examined and a corresponding decision made by the Migration Department.
  65. An alien’s first application for a temporary permit shall be examined not later than within three months after it has been submitted and an application for a renewal of a temporary permit – not later than within a month after it has been submitted.
  66. A temporary permit shall be issued to an alien for a period of one year, but (considering the term of validity of the alien’s travel document) not longer than 3 months before the date of expiration of his travel document. At the request of the alien the temporary permit may be issued for a shorter period of time. Such a permit shall be valid as specified in the permit. The present provision shall not be applied if an alien is issued a temporary permit due to humanitarian reasons. Such a permit is issued to an alien for a period of one year.
  67. An alien and a state institution to which the alien’s application was submitted shall be notified when the decision to issue a temporary permit has bee made.
  68. An alien which has been permitted temporary residence in the Republic of Lithuania shall be issued a corresponding visa to come to the Republic of Lithuania in a diplomatic mission or consular office of the Republic of Lithuania.
  69. An alien which has been permitted temporary residence in the Republic of Lithuania shall not later than within 7 days after his arrival in the Republic of Lithuania notify the migration service and shall submit documents necessary for issuing a temporary permit. The procedure of issuing a temporary permit shall be specified by the Minister of Internal Affairs.
  70. The decision to issue a temporary permit to an alien shall become void if the alien does not make use of it within 6 months after it has been made, except in cases when the alien does not make use of it due to serious reasons which do not depend on him and provides documents proving this to the Migration Department.
  71. An alien who wishes to renew a temporary permit shall address the migration service not less than one month before the expiration of the temporary residence permit.
  72. Migration Department shall withdraw the temporary residence permit for an alien as provided for by the laws of the Republic of Lithuania. III. ISSUING A PERMIT OF TEMPORARY RESIDENCE IN THE REPUBLIC OF LITHUANIA TO AN ALIEN WHO IS A CITIZEN OF A EUROPEAN UNION MEMBER STATE AND TO MEMBERS OF HIS FAMILY
  73. An alien who is a citizen of a European Union member state intending to start work or be engaged in any other lawful activity or reside in the Republic of Lithuania for a period exceeding three months in a half-year must obtain a temporary permit.
  74. A citizen of a European Union member state shall be eligible to obtain a temporary permit provided he intends: 31.
  75. to enter into an employment contract in the Republic of Lithuania; 31.
  76. to be engaged in economic and commercial activities in the Republic of Lithuania; 31.
  77. to provide services in the Republic of Lithuania; 31.
  78. to make use of services in the Republic of Lithuania; 31.
  79. to reside in the Republic of Lithuania having a legal source of subsistence; 31.
  80. to get education in accordance with the procedure laid down by law at an education institution registered in the Republic of Lithuania.
  81. A citizen of a European Union member state shall be eligible to obtain a temporary permit provided: 32.
  82. he has retained the right to citizenship of the Republic of Lithuania as provided for in the Law on Citizenship; 32.
  83. his parents (or one of the parents), who are the citizens of the Republic of Lithuania, reside in the Republic of Lithuania; 32.
  84. his children, who are the citizens of the Republic of Lithuania, reside in the Republic of Lithuania; 32.
  85. his spouse, who is the citizen of the Republic of Lithuania or has a permit of permanent residence in the Republic of Lithuania, resides in the Republic of Lithuania.
  86. Family members of a citizen of a European Union member state shall be eligible for a temporary permit if they come to reside in the Republic of Lithuania together with him or to him.
  87. A citizen of a European Union member state and his family members shall submit an application for a temporary permit to a diplomatic mission or a consular office of the Republic of Lithuania, and such aliens who are legally staying in the Republic of Lithuania – to the Migration Service. Documents which are submitted together with the application for a temporary residence permit and which are issued abroad or copies of such documents, notarised or certified in a legally similar manner, shall be translated into Lithuanian and legalised or certified Apostille, unless otherwise provided in an international agreement to which the Republic of Lithuania is a party.
  88. A citizen of a European Union member state wishing to obtain a temporary permit shall submit: 35.
  89. when entering an employment contract - a copy of the employment contract; 35.
  90. intending to pursue economic and commercial activities – a document/documents substantiating such activities; 35.
  91. when intending to provide services in the Republic of Lithuania – documents proving the registration of activities related with the providing of services or other documents certifying the basis and type of such activities; 35.
  92. when intending to make use of services in the Republic of Lithuania – a document/documents certifying the use of the services and their duration; 35.
  93. when intending to reside in the Republic of Lithuania having a legal source of subsistence - a document/documents about the lawful income he has (receives); 35.
  94. when intending to get education – confirmation of an education institution registered in the Republic of Lithuania about his enrolment or his studies in the education institution.
  95. In addition to the documents specified in paragraph 35 of the present procedure a citizen of a European Union member state shall submit the following documents: 36.
  96. an application as specified by the Minister of Internal Affairs; 36.
  97. a valid travel document and its copy; 36.
  98. a document proving the availability of the means of subsistence during his stay in the Republic of Lithuania; 36.
  99. a document certifying health insurance coverage, valid during the period of his residence in the Republic of Lithuania and its copy. This provision shall be applied till the Republic of Lithuania becomes a European Union member state.
  100. Family members of a citizen of a European Union member state, who come for residence in the Republic of Lithuania together with him or to him shall submit: 37.
  101. an application as specified by the Minister of Internal Affairs; 37.
  102. a valid travel document and its copy; 37.
  103. documents proving family ties and copies of such documents, documents proving that they are a citizen’s of a European Union member state children and adopted children under 18 years of age and are not married or that they are fully dependent on the alien, and copies of these documents; 37.
  104. a document certifying health insurance coverage valid during their residence in the Republic of Lithuania and its copy.
  105. A diplomatic mission or a consular office or a migration service of the Republic of Lithuania shall send the alien’s application for a temporary permit to the Migration Department. The application for a temporary permit of a citizen of a European Union member state and his family members shall be examined and a corresponding decision made by the Migration Department.
  106. The application for a temporary permit of a citizen of a European Union member state and his family members shall be examined not later than within a month after it has been submitted. An alien and a state institution to which the alien’s application was submitted shall be notified when the decision to issue a temporary permit has been made.
  107. A temporary permit for citizens of a European Union member state shall be issued: 40.
  108. on the basis specified in subparagraph 1 of paragraph 31 of the present procedure – for the validity period of the employment contract but not longer than for 5 years; 40.
  109. on the basis specified in subparagraph 2 of paragraph 31 of the present procedure – for 5 years; 40.3 on the basis specified in subparagraph 3 of paragraph 31 of the present procedure – for the period of the providing of services but not longer than for 5 years; 40.
  110. on the basis specified in subparagraph 4 of paragraph 31 – for the period of using the services but not longer than for 5 years; 40.
  111. on the basis specified in subparagraph 5 of paragraph 31 – for 5 years; 40.
  112. on the basis specified in subparagraph 6 of paragraph 31 – for one academic year.
  113. Family members of a citizen of a European Union member state shall be issued a temporary permit for the same period as the permit issued for the citizen of a European Union member state.
  114. The procedure of issuing a temporary permit for a citizen of a European Union member state and his family members shall be specified by the Minister of Internal Affairs. IV. ISSUING A PERMIT OF PERMANENT RESIDENCE IN THE REPUBLIC OF LITHUANIA
  115. An alien shall be eligible for a permit of permanent residence in the Republic of Lithuania (hereinafter – a permanent permit) if he meets the following conditions: 43.
  116. had a temporary permit in the last five years; 43.
  117. has a place to live in the Republic of Lithuania; 43.
  118. has a lawful means of subsistence in the Republic of Lithuania.
  119. Conditions specified in paragraph 43 of the present procedure shall not be applied to: 44.
  120. an alien who has the right to citizenship of the Republic of Lithuania as provided for in the Law on Citizenship and to his family members; 44.
  121. aliens, who are family members of a citizen of the Republic of Lithuania, when they come together with him for permanent residence in the Republic of Lithuania; 44.
  122. refugees and their family members coming together.
  123. A alien who is a citizen of a European Union member state shall be issued a permanent permit if he resided legally in the Republic of Lithuania for the last five years and meets the conditions specified in subparagraphs 2 and 3 of paragraph 43 of the present procedure. The period of non-residence in the country, which does not exceed 6 months in succession cannot be the basis for the refusal to issue a permanent permit.
  124. On the basis of family reunion an alien as well as an alien who is the citizen of a European Union member state (hereinafter – an alien) shall be issued a permanent permit if he resided in the Republic of Lithuania for the last two years with a temporary permit and meets the conditions specified in subparagraphs 2 and 3 of paragraph 43 of the present procedure and if there is no basis as provided for in article 14 of the Law on the Legal Status of Foreigners in the Republic of Lithuania for the refusal of a permanent permit. An alien who applies for a permanent permit and has a temporary permit issued on the basis of marriage, shall be issued a permanent permit if the marriage is not dissolved.
  125. Aliens specified in paragraphs 10 and 11 of the present procedure and meeting the conditions specified in subparagraphs 1-3 of paragraph 43 shall be issued a permanent permit considering the interests of the Republic of Lithuania.
  126. An alien shall submit an application for a permanent permit to a diplomatic mission or a consular office of the Republic of Lithuania and an alien who is legally staying in the Republic of Lithuania – to the Migration Service.
  127. An alien applying for a permanent permit shall submit: 49.
  128. an application as specified by the Minister of Internal Affairs; 49.
  129. a valid travel document and its copy.
  130. A refugee and his family members coming together with him shall not submit the document specified in subparagraph 2 of paragraph 49 of the present procedure if they cannot do this for objective (not depending on them) reasons.
  131. Family members of an alien who has the right to citizenship of the Republic of Lithuania as provided for in the Law on Citizenship as well as aliens who are family members of a citizen of the Republic of Lithuania and come together with him for permanent residence in the Republic of Lithuania shall submit: 51.
  132. an application as specified by the Minister of Internal Affairs; 51.
  133. a valid travel document and its copy; 51.
  134. a document proving family ties and its copy, documents proving that they are the alien’s children and adopted children under 18 years of age and are not married or that they are fully dependent on the alien, and copies of such documents; 51.
  135. A passport of the citizen of the Republic of Lithuania and its copy or documents proving the right to citizenship of the Republic of Lithuania and copies of such documents.
  136. If queries with regard to the submitted documents arise, a diplomatic mission or a consular office of the Republic of Lithuania or the Migration Service may invite the alien for an interview.
  137. When issuing a permanent permit to a refugee and his family members coming together with him documents and proofs contained in the personal files of the refugee and his family members may be used to obtain personal data as well as data on family ties and other circumstances.
  138. Documents confirming an alien’s right for a permanent permit are: 54.
  139. in case provided for in subparagraph 1 of paragraph 44 – a certificate of the right to citizenship of the Republic of Lithuania and its copy or documents certifying the right to citizenship of the Republic of Lithuania and copies of such documents and documents proving family ties and copies of such documents; 54.
  140. in case provided for in subparagraph 2 of paragraph 44 – a copy of the passport of the citizen of the Republic of Lithuania to whom an alien is coming and its copy as well as documents proving family ties and their copies; 54.
  141. in case provided for in subparagraph 3 of paragraph 44 – a copy of the decision granting the refugee status, other documents and proofs contained in personal files of the refugee and family members coming together with him; 54.
  142. in cases provided for in paragraphs 45–47 – documents about residence in Lithuania in the last 2 or 5 years, about the available place of living and lawful means of subsistence in the Republic of Lithuania, a marriage certificate (when an application for a permanent permit is submitted on the basis of marriage) and copies of such documents.
  143. An application for a permanent permit, submitted together with documents issued abroad or their copies notarised or certified in a legally similar manner shall be translated into Lithuanian and legalised or certified Apostille, unless otherwise provided in an international agreement to which the Republic of Lithuania is a party.
  144. A diplomatic mission or a consular office or a migration service of the Republic of Lithuania shall send the alien’s application for a permanent permit to the Migration Department. The application for a permanent permit of an alien shall be examined and a corresponding decision made by the Migration Department. Permanent permits shall be renewed by the Migration Service.
  145. An alien’s application for a permanent permit shall be examined not later than within 6 months after it has been submitted and an application for a renewal of a permanent permit – not later than within a month after it has been submitted.
  146. An alien and a state institution through which the alien’s application was submitted shall be notified of the decision of the Migration Department to issue a permanent permit.
  147. An alien which has been permitted permanent residence in the Republic of Lithuania shall not later than within 7 days after his arrival in the Republic of Lithuania notify the Migration Service and shall submit documents necessary for issuing a permanent permit. An alien legally residing in the Republic of Lithuania not later that within 7 days after receiving the notification shall submit to the Migration Service documents necessary for issuing a permanent permit. The procedure of issuing and renewing of permanent permits shall be specified by the Minister of Internal Affairs.
  148. The decision to issue a permanent permit shall become void if an alien does not make use of it within 12 months after it has been made, except in cases when the alien does not make use of the permanent permit due to serious reasons which do not depend on him and provides documents proving this to the Migration Department.
  149. A permanent permit issued to an alien shall be withdrawn as provided for by the laws of the Republic of Lithuania. The decision on the withdrawal of the permanent permit shall be taken by the Migration Department unless otherwise provided for by the laws of the Republic of Lithuania. V. FINAL PROVISIONS
  150. Migration Department shall carry out the accounting of residence permits issued to aliens. ––––––––––––––––
