LIETUVOS RESPUBLIKOS VYRIAUSYBĖ GOVERNMENT OF THE REPUBLIC OF LITHUANIA RESOLUTION No. 235 On APPROVING THE REQUIREMENTS FOR STUDIES OF FOREIGN CITIZENS AND PERSONS WITHOUT CITIZENSHIP IN THE REPUBLIC OF LITHUANIA Vilnius 28 February 2001 In accordance with Part 2 of Article 3 and Part 3 of Article 59 of the Law on Higher Education of the Republic of Lithuania (Official Gazette No 27–715, 2000), the Government of the Republic of Lithuania has resolved: To approve the Requirements For Studies of Foreign Citizens and Persons Without Citizenship in the Republic of Lithuania (attached hereto). Prime Minister Rolandas Paksas Minister of Education and Science Algirdas Monkevičius APPROVED by Resolution of the Government of the Republic of Lithuania No 235 28 February 2001 REQUIREMENTS FOR STUDIES OF FOREIGN CITIZENS AND PERSONS WITHOUT CITIZENSHIP IN THE REPUBLIC OF LITHUANIA
- The present legal act shall set the requirements for studies of foreign citizens and persons without citizenship (hereafter referred to as aliens) in higher education establishments of Lithuania.
- Education acquired abroad and recognised in Lithuania shall not grant to a person more rights than he had in the state where he acquired education, or than corresponding education acquired in Lithuania shall grant.
- Aliens with a secondary education, as a minimum, which is recognised in Lithuania may enter higher education establishments in Lithuania..
- Aliens may be accepted to places funded by the State: 4.
- if they are citizens of a foreign state, which does not require Lithuanian citizens studying there to pay for their studies; 4.
- if they have a permanent residence permit in the Republic of Lithuania.
- There shall be quotas for aliens to places funded by the State, which shall be established by the Ministry of Education and Science. Quotas for aliens to places funded by the State shall be specified in a contract which shall be concluded between the Ministry of Education and Science and a State higher education establishment.
- Aliens accepted to places funded by the State shall sign a tripartite loan contract of the established form with a higher education establishment and the Lithuanian State Fund of Science and Studies.
- Alien students accepted to places funded by the State shall have the right to receive grants from the Grants Fund under the same conditions as the citizens of the Republic of Lithuania.
- Aliens coming to study under international treaties or agreements coordinated by the Ministry of Education and Science shall be accepted to higher education establishments under the conditions specified in international treaties or agreements. The Procedure of funding such studies of aliens shall be established by international treaties or agreements and legal acts of the Republic of Lithuania.
- Alien students, with an exception of those specified in point 8 of the present Requirements, who were not accepted to places funded by the State, shall pay for their studies, the cost of which shall be established by a higher education establishment. The minimal cost of studies of aliens per year in a certain field in Lithuanian higher education institutions shall not be lower then the cost of studies of the same field in Lithuanian higher education institutions established by the Government of the Republic of Lithuania.
- Aliens shall start their studies only after they have received according to the established procedure a temporary residence permit in the Republic of Lithuania or if they have a permanent residence permit in the Republic of Lithuania.
- Aliens enrolled in Lithuanian higher education establishments shall sign a study contract with the higher education establishment, which shall define the mutual rights and duties of the student and the higher education establishment.
- Aliens who have completed the programme of the chosen stage of sequential studies shall be issued diplomas of the established form in the State language.
- An alien shall be excluded from the higher education establishment: 13.
- if a decision has been made ordering the departure of the alien from the Republic of Lithuania; 13.2 if a decision has been made ordering the expulsion of the alien from the Republic of Lithuania; 13.
- in other cases as provided for by the law of the Republic of Lithuania. ––––––––––––––––
