gel/mm Official translation GOVERNMENT OF THE REPUBLIC OF LITHUANIA R E S O L U T I O N No. 303 ON THE APPROVAL OF REGULATIONS ON A STRICTER REGIME IN RAILWAY TRANSPORT 28 March 1997 Vilnius Following Paragraph Article 21 of the Republic of Lithuania Code of Railway Transport (Official Gazette No. 59-1402, 1996) the Government of the Republic of Lithuania resolves: To approve the Regulations on a Stricter Regime in Railway Transport (attached).   1. Railway transport is an object of great danger, which has a well-developed railway infrastructure and the fleet of rolling stock used to carry passengers and cargoes.
  2. A stricter regime shall be introduced and recalled in railway transport by Order of the Minister of Transport having immediately informed the Prime Minister thereof. Cases of Introducing a Stricter Regime
  3. A stricter regime in railway transport may be introduced in the following cases: 3.
  4. when an accident or a catastrophe occurs, when cargoes of danger Class 1-9 are being carried by railway transport (according to the United Nations classification) and which may contaminated the territory of the Republic of Lithuania or a part thereof; 3.
  5. when an accident at Ignalina Nuclear Power Plant or other objects where there are radioactive or chemical materials happens and when those materials may contaminate the territory of the Republic of Lithuania and when this poses a threat to the work of railway transport; 3.
  6. when an accident occurs or fire beaks out in the gas mains or pipelines in the vicinity of the railway; 3.
  7. when an accident or a catastrophe occurs in neighbouring countries, which poses a threat to the residents of the Republic of Lithuania; 3.
  8. in case of calamities or other extreme situations when a threat to the residents of the Republic of Lithuania is posed; 3.
  9. in case of subversive activities and when there is a danger of a sabotage or terrorism; 3.
  10. when a fire breaks out in the building and constructions near the railway which may explode. Railway transport under the stricter regime
  11. Having introduced the stricter regime the Minister of Transport shall set up the commission, which shall: 4.
  12. organise the work of railway transport under the stricter regime; 4.
  13. co-ordinate the work of railway services and their structural divisions; 4.
  14. issue instructions to terminate the train traffic or to change the schedule of the train traffic, organise transportation of passengers and loads by other means of transport and, in case of need, give priority of motion to transport carrying military cargoes; 4.
  15. together with the Ministry of Transport, the Ministry of the Interior and the Ministry of National Defence organise protection of important railway objects; 4.
  16. in accordance with the plan of acting in extreme conditions prepared in advance, organise rescue and restoration works, and, if need be, evacuate the employees of railway transport; 4.
  17. build up the reserve of important material values (rolling stock, fuels, lubricants, spare parts, etc.); 4.
  18. set up temporary operational groups, which direct the works of liquidating consequences of railway accidents, catastrophes or calamities.
  19. To carry out restoration works and complicated tasks in the zones of extreme danger of joint militarised formations of railway enterprises, the Ministry of National Defence and the Ministry of the Interior may be created.
  20. On the instructions of the Commission the Manager of railway or the Head of the railway enterprise shall have the right to: 6.
  21. temporarily restrict or expand the sphere of activity of each employee of the railway enterprise or to change his/her work regime; 6.
  22. to temporarily forbid the employees to convene meetings or hold public gatherings and organise other kinds of rallies without permission of the Head of the Administration due to which the activity of the railway enterprise may get disturbed; 6.
  23. re-distribute financial, material and work force resources of the railway enterprise.
  24. Railway transport employees shall be brought to responsibility for non-fulfilment of these Regulations in the procedure established by the laws. ___________________________________
