To amend Government of the Republic of Lithuania Resolution No. 1281 of 31 October 2001 “On measures implementing Resolutions of the United Nations Security Council” (Official Gazette, No 93-3283, 2001) and to lay out a new version thereof: “GOVERNMENT OF THE REPUBLIC OF LITHUANIA RESOLUTION ON MEASURES IMPLEMENTING RESOLUTIONS OF THE UNITED NATIONS SECURITY COUNCIL In compliance with the United Nations Security Council Resolutions - Resolution 1333
(2000)of 19 December 2000, Resolution 1373
(2001)of 28 September 2001, Resolution 1388
(2002)of 15 January 2002, and Resolution 1390
(2002)of 16 January 2002 - which are obligatory to the United Nations member-states as established by Article 25 of the United Nations Charter, Government of the Republic of Lithuania r e s o l v e s:
- To undertake measures preventing supply or transfer in any other way of arms and ammunition, military equipment and means of transport and spare parts to Usama bin Laden and members of Al-Qaida organisation and the Taliban by citizens of the Republic of Lithuania or from the territory of the Republic of Lithuania, or by airplanes registered in the Republic of Lithuania.
- To prohibit state offices to supply direct or indirect technical assistance and training which may be used by members of Al-Qaida organisation or the Taliban for military or security purposes, and to undertake measures preventing physical and juridical persons and non-governmental organisations from supplying direct or indirect technical assistance and training which may be used for military or security purposes by Usama bin Laden, members of Al-Qaida organisation or the Taliban.
- To establish that the provisions of paragraphs 1 and 2 of this Resolution shall not apply to supply of non-lethal military equipment destined for purely humanitarian or protective purposes and related technical assistance and training provided this is authorised by the United Nations Security Council Committee (hereinafter, the Committee), set up pursuant to Resolution 1267
(1999)of 15 October
- To undertake measures to prohibit disposal of funds and other financial assets of Usama bin Laden, Al-Qaida organisation, the Taliban and physical or juridical persons associated with them, as well as funds derived or generated from property owned or controlled, directly or indirectly by Usama bin Laden, Al-Qaida organisation, the Taliban and physical or juridical persons associated with them. To ensure that neither these funds nor any other funds or financial resources should become available, by citizens of the Republic of Lithuania or by any physical or juridical persons on the territory of the Republic of Lithuania, directly or indirectly for the benefit of Usama bin Laden, Al-Qaida organisation, or the Taliban, their allies or any physical and juridical persons who directly or indirectly depend on or are controlled by Usama bin Laden, Al-Qaida or the Taliban, or to physical or juridical persons associated with them.
- To take measures preventing supply and transfer by other means of the precursors to members of Al- Qaida organisation and the Taliban.
- To prohibit entry into and transit through the Republic of Lithuania to Usama bin Laden, members of Al-Qaida organisation and the Taliban, unless the travelling members of Al-Qaida or the Taliban are citizens of the Republic of Lithuania, travelling in relation to a court process or when the Committee decides that entry into or transit through the territory of the Republic of Lithuania is justified.
- To supply to other states all available assistance in the course of investigation of crimes or criminal proceedings relating to the financing and support of terrorist activities as well as assistance in obtaining evidence related to criminal proceedings when the Republic of Lithuania disposes of such.
- To reinforce border controls and controls on the procedure of issuing personal identity documents, in order to prevent movement of terrorists or their groups and counterfeiting, forgery and fraudulent use of personal identity documents.
- To take measures to accelerate the exchange of information among states on terrorist activities and organisations, forgery of documents, traffic in arms, explosives and other dangerous materials, use of means of communications by terrorists and weapons of mass destruction possessed by terrorists.
- To instruct the Ministries and Government offices to take all the necessary measures to implement this Resolution and to report to the Ministry of Foreign Affairs on the implementation of this Resolution.
- The Ministry of Foreign Affairs shall inform relevant United Nations institutions on the implementation of the United Nations Resolutions 1333
