THE REPUBLIC OF LITHUANIA THE REPUBLIC OF LITHUANIA LAW ON THE WEAPONRY FUND Chapter I GENERAL PROVISIONS Article
- Objective of the Law This Law shall establish the purpose of the Weaponry Fund of the Republic of Lithuania, the legal basis for its activities, tasks and functions, financing, and social guarantees for the staff of this Fund. Article
- The Weaponry Fund of the Republic of Lithuania
- The Weaponry Fund of the Republic of Lithuania (hereinafter referred to as the “the Weaponry Fund”) shall be a state institution established and functioning at the Government of the Republic of Lithuania, having an exclusive right to supply state institutions and other legal persons with arms, ammunition, explosives, fight equipment or special devices according to the list approved by the Government.
- The Weaponry Fund shall have an exclusive right to sell to natural persons pistols (revolvers) for self-defence and ammunition for these arms.
- The Weaponry Fund shall be a legal person which shall have a current account with a bank of Lithuania and a seal bearing the State Emblem of Lithuania and the legend “The Weaponry Fund of the Republic of Lithuania”. Article
- Legal Basis of the Activities of the Weaponry Fund
- The Weaponry Fund shall function observing the Constitution of the Republic of Lithuania, laws of the Republic of Lithuania, this Law, international treaties, the regulations of the Weaponry Fund and other standard acts.
- The regulations of the Weaponry Fund of the Republic of Lithuania shall be approved by the Government of the Republic of Lithuania. Chapter II TASKS AND FUNCTIONS OF THE WEAPONRY FUND Article
- Tasks of the Weaponry Fund The tasks of the Weaponry Fund shall be to supply the systems of national defence and internal affairs, the State Security Department, and other legal persons with arms, ammunition, explosives, fight equipment or special devices, as well as natural persons with pistols (revolvers) for self-defence and ammunition for these arms. Article
- Functions of the Weaponry Fund
- In fulfilling the tasks established by this Law, the Weaponry Fund shall: 1) collect, analyse and store information about the technical requirements for and standards of arms, ammunition, explosives, fight equipment or special devices, and trends of their development; 2) submit proposals to the Ministry of National Defence, the Ministry of the Interior, the State Security Department, and legal persons for the acquisition of arms, ammunition, explosives, fight equipment or special devices; 3) receive requests from the Ministry of National Defence, the Ministry of the Interior, the State Security Department, and other legal persons, carry out their technical, economic and legal evaluation and draw up annual programmes of projected purchases and manufacture; 4) draw up, approve, change, supplement and publicise in the Valstybës þinios the State Arms and Ammunition Cadastre, set up and manage the Arms Register; 5) purchase, sell or transfer arms, ammunition, explosives, fight equipment or special devices; 6) co-ordinate contracts concluded by state institutions for the acquisition of special technical equipment and adopt decisions concerning final issue of a certificate to the user; 7) manufacture, repair arms, ammunition, explosives, fight equipment or special devices or organise their metrology, certification, manufacture or repair, as well as sale of confiscated arms or ammunition; 8) establish enterprises in the manner prescribed by laws and standard acts of the Republic of Lithuania; and 9) in the cases established by laws and other standard acts of the Republic of Lithuania issue licences for engagement in appropriate commercial and economic activities.
- The Weaponry Fund may also carry out other functions established by laws of the Republic of Lithuania. Chapter III STRUCTURE AND STAFF OF THE WEAPONRY FUND Article
- Structure of the Weaponry Fund
- The Weaponry Fund shall be directed by a director who shall be appointed and dismissed by the Prime Minister with the approval of the State Defence Council.
- Deputy directors of the Weaponry Fund shall be appointed and dismissed by the Prime Minister upon the recommendation of the director.
- The following boards shall be formed at the Weaponry Fund: 1) the Armament Board which shall perform market research and commercial functions; 2) the Board of Science and Manufacture which shall conduct scientific research, perform functions of organising design, preparations for manufacture, manufacture, metrology and repair.
- These Boards shall be directed by deputy directors of the Weaponry Fund. Article
- Staff of the Weaponry Fund
- The Weaponry Fund shall consist of officers and other employees.
- An officer of the Weaponry Fund shall be a person who holds a post established in the regulations of the Weaponry Fund. Chapter IV FINANCING OF THE WEAPONRY FUND Article
- Financing of the Weaponry Fund
- The Weaponry Fund shall be a budgetary institution.
- The annual programmes of purchases and manufacture shall be approved by the Government, and financed from the State Budget.
- Purchases and manufacture according to the requests of other legal persons shall be financed by transferring their funds to the Weaponry Fund. Chapter V PAY AND SOCIAL GUARANTEES FOR OFFICERS OF THE WEAPONRY FUND Article
- Pay of the Officers of the Weaponry Fund A rate of the salary, additional payments, and supplements of the officers of the Weaponry Fund, as well as the procedure for the determination thereof shall be regulated by the laws of the Republic of Lithuania. Article
- Social Guarantees for the Staff of the Weaponry Fund Social guarantees for the staff of the Weaponry Fund shall be established by laws of the Republic of Lithuania. Chapter VI FINAL PROVISIONS Article
- Coming into Effect of the Law The Law of the Republic of Lithuania on the Weaponry Fund shall come into force from 1 October
