Translation from Lithuanian Translation from Lithuanian Government of the Republic of Lithuania R E S O L U T I O N No. 158 On Studies and Internship of Citizens of the Republic of Lithuania Abroad and Studies and Internship of Foreigners in Lithuania Vilnius, 12 March 1992 Proceeding from the Resolution No I-1971 on "Studies and Internship Abroad" adopted by the Presidium of the Supreme Council of the Republic of Lithuania on 6 November, 1991, the Government of the Republic of Lithuania r e s o l v e s:

  1. To establish state scholarships/fellowships for the studies of citizens of the Republic of Lithuania abroad and for the studies of foreigners in the Republic of Lithuania. State fellowships for the studies of citizens of the Republic of Lithuania abroad shall be granted to obtain professional training in areas needed for Lithuania as well as to scientists, instructors, specialists of culture, education, arts and other fields with the higher education to continue their studies, to take advanced training and retraining courses. State fellowships for studies in the Republic of Lithuania shall be granted to foreigners proceeding from the international obligations of the Republic of Lithuania and in order to invite foreign scientists, instructors, specialists in culture, education and arts and other fields to work in scientific and educational institutions of the Republic of Lithuania. State fellowships shall be allocated from the state budget and from respective resources of legal and natural persons of the Republic of Lithuania and foreign countries. The number of fellowships, their specific objectives and financing resources shall be established in accordance with respective resolutions of the Republic of Lithuania upon the recommendation of the State Committee on International Studies as specified in Article 3 thereof.
  2. To establish the principles of organizing the studies for citizens of the Republic of Lithuania abroad and studies for foreigners in Lithuania: 2.
  3. State scholarships shall be granted to citizens of the Republic of Lithuania to study abroad and to foreigners to study in the Republic of Lithuania proceeding from the priorities of the economy, science, culture, education and other spheres, as well as demand for specialists and existing financial possibilities; 2.
  4. Competition to obtain state fellowships shall be announced and organized in public. Information on the competition results and on the citizens of the Republic of Lithuania studying abroad as well as foreigners studying in the Republic of Lithuania shall be fully accessible. 2.
  5. Priority to apply for state scholarship shall be given to young, highly qualified specialists taking short-term (part time) courses.
  6. The State Committee on International Studies shall consist of A.Abiðala (Chairman of the Committee), V.Gontis, B.Juodka, V.J.Kleinas, D.Kuolys, R.Sliþys, L.M.Stankevièius, G.Ðerkðnys.
  7. The duties of the State Committee on Intenational Studies shall be : 4.
  8. To grant state fellowships to citizens of the Republic of Lithuania for studies and internship abroad and to foreigners for studies and internship in the Republic of Lithuania proceeding from the priorities of the economy, science, culture and education, the demand for specialists and existing financial possibilities, to establish the duration of studies and internship, the order of the selection of students and qualification requirements. 4.
  9. To monitor the drafting of intergovernment agreements on studies and internship of the citizens of the Republic of Lithania abroad as well as those of foreigners in the Republic of Lithuania. 4.
  10. To establish or specify the order of the implementation of proposals of foreign governmental and nongovernmental organizations and foundations for the studies and internship of citizens of the Republic of Lithuania abroad in accordance with the requirements thereof and other international obligations. 4.
  11. To establish the committments to the Republic of Lithuania by citizents of Lithuania granted fellowships to study abroad and to submit them for Government approval.
  12. To recommend the Lithuanian Science Council to conduct the expertize of international study programmes.
  13. To instruct the Group of international study programme of the Government office to perform the following: 6.

To collect and sum up the proposals and applications of ministries, departments, other state agencies, scientific and educational institutions, enterprises and organizations as well as secondary school graduates and students on studies abroad and to submit proposals on granting state fellowships to the State Committee of International Studies and also to draft study programmes. 6.
  15. To maintain direct contacts with foreign governments and nongovernmental organizations, foundations and higher schools in the course of drafting and implementation of agreements on foreign studies by Lithuanian citizens and studies of foreigners in Lithuania, also on internship and probation of scientists, advanced training of specialists with higher education and their retraining in foreign scientific centres and higher schools. 6.
  16. To coordinate participation of Lithuanian scientists in international study programmes and their membership in internationals organizations. 6.
  17. To collect, manage, sum up and submit information on the direct agreements between Lithuanian scientific and educational institutions as well as scientists and foreign scientific and educational institutions, to register said agreements and to provide assistance in the implementation thereof.
  18. To establish the following: 7.
  19. Projects of international agreements related to Lithuanian citizens' studies and internship abroad and those of foreigners in Lithuania shall be coordinated with the State Committee on International Studies. 7.
  20. Direct agreements signed by scientific and cultural institutions on the studies and internship of their personnel in foreign educational and scientific centres shall be drafted and implemented independently. 7.
  21. Ministries, departments, other state agencies, labour exchange shall submit information and proposals on the demand for training abroad to the group of International study programme of the Government office. 7.
  22. Ministries, departments, other state agencies, state educational and training institutions shall inform the Group of international study programme of the Government office on business trips undertaken by their personnel related to the studies and training abroad.
  23. To declare invalid the Resolution No. 294 "On the Order of Organization of Experts' Training Abroad" of 27 September 1990 by the Government of the Republic of Lithuania. Prime Minister Gediminas Vagnorius
