- list of commodities (goods) prohibited from delivering by mail to and from the Republic of Lithuania; 1.
- list of commodities (goods) prohibited from delivering by mail from the Republic of Lithuania unless a special permit is issued; 1.

- To establish that: 2.
- requirements specified in Article 1.2 thereof are applicable only to natural persons lacking economic entity status; 2.
- natural persons are prohibited from exporting from the Republic of Lithuania commodities (goods) falling under Resolution No. 443 ''On the procedure of export and import regulation in the Republic of Lithuania'' dated 16 June 1993 (News, 1993, No. 24-573) or those on which the customs tariff is imposed, excluding foodstuff to be used during the journey; 2.
- without paying customs duty a natural person may export (deliver by mail) from the Republic of Lithuania the listed below: 2.3.
- articles for personal use; 2.3.
- property inherited in the Republic of Lithuania provided the inheritor resides permanently in another state (upon the presentation of respective documents); 2.3.
- instruments and tools of work provided the person was employed in the Republic of Lithuania according to the contract (upon the presentation of respective documents); 2.3.
- property provided the person has received in line with the established procedure a permission to leave for another state for permanent residence (upon the presentation of respective documents); 2.3.
- commodities (goods) transported as transit transfers through the territory of the Republic of Lithuania or temporarily imported to the Republic of Lithuania (upon presentation of the declaration confirming the fact of import); 2.3.
- articles for personal use including household necessities for settlement purposes provided a person is leaving the Republic of Lithuania (to study, to work according to the contract, etc.) for more than 6 months (upon the presentation of respective documents); 2.3.
- commodities (goods) intended as gifts, foodstuff to be used during the journey and not exceeding 50 USD; 2.3.
- contemporary cultural and art values aging not more than 40 years and not exceeding 250 USD (no limit on value when the artist transfers his own works); 2.3.
- one commodity (good) evaluated for less than 50 USD; 2.
- natural persons are prohibited from exporting commodities (goods) in quantities exceeding those established by Article 2.3.; 2.
- without paying customs duty a natural person may import (deliver by mail) to the Republic of Lithuania the listed below: 2.5.
- articles of personal use; 2.5.
- commodities (goods) intended as gifts, foodstuff and commodities (goods) included in the list of commodities (goods) limited for import (delivery by mail) by natural persons to the Republic of Lithuania - for the total value not exceeding 50 USD; 2.5.
- commodities (goods) once exported from the Republic of Lithuania upon presentation of the declaration filled in and duly registered in the customs; 2.5.
- property inherited abroad provided the inheritor permanently resides in the Republic of Lithuania (upon the presentation of respective documents); 2.5.
- instruments and tools of work provided the person arrives to the Republic of Lithuania to work according to the contract or on business trip (upon the presentation of respective documents); 2.5.
- property, provided the person has received in line with the established procedure the permission for permanent residence in the Republic of Lithuania (upon the presentation of respective documents); 2.5.
- commodities (goods) transferred as transit transfers through the territory of the Republic of Lithuania; 2.
- customs duty is estimated as follows: 2.6.
- in case the quantity of commodities (goods) imported (delivered by mail) exceeds the norm established by Article 2.5.2.: 2.6.1.
- for the quantity of commodities (goods) exceeding the norm, set in the list imposing limit on import (delivery by mail) of commodities (goods) to the Republic of Lithuania for natural persons, the customs duty levied is twice bigger the customs tariff established for these commodities (goods); 2.6.1.
- for the quantity of other commodities (goods) exceeding the established norm, the customs duty levied is calculated according to the established customs tariff for these commodities (goods) plus 10% of their value. The above mentioned 10% is not levied for the imported cars. 2.6.
- in case the value of various commodities (goods) imported exceeds the norm, the value of commodities (goods) with the established biggest customs duty set by the customs tariff is included into the valued sum exceeding the norm; 2.6.
- in case cultural and art values aging more than 40 years are exported (delivered by mail), the customs duty levied is twice bigger than their estimated value; Customs duty for the commodities (goods) defined by this subparagraph is estimated according to the market price and age of the cultural and art values established by the permission issued by the Inspectorate of Cultural Heritage of the Republic of Lithuania; 2.
- the value of commodities (goods) used as the basis for customs duty calculation is established according to the declared value or price of these commodities (goods). Prices and Competition Service under the Ministry of Economy submits to the Customs Department under the Ministry of Finance the lists of minimal (reference) market prices of principal commodities (goods). In case the declared commodity (good) is not included in the list, the customs duty is calculated according to the declared price; 2.
- customs duty and customs tax is paid in the Litas or other currency according to the official exchange rate established by the Bank of Lithuania on the day of payment; 2.
- The Customs Department under the Ministry of Finance must inform the persons leaving the Republic of Lithuania about the import norms valid for commodities (goods) in the respective states.
- To grant to the Authorities of the Customs Department under the Ministry Finance the right to issue in certain occasions (funeral, wedding, natural calamity and alike) the permissions for natural persons to transfer across the border quantity of commodities (goods) exceeding the established norm.
- To instruct the Ministry of Health to submit within the week's time to the Customs Department under the Ministry of Finance and other state services concerned the list of narcotic, strong poisonous and psychotropic substances and their consumption facilities prohibited from transferring without a special permit. The list must be updated and specified quarterly.
- To request the Department of the Environmental Protection to submit to the Customs Department under the Ministry of Finance and other state services concerned the following lists of articles prohibited from transferring without a special permit: 5.
- (in conjunction with the Ministry of Defence, Ministry of Transport, Ministry of the Interior and Facility Maintenance Department under the Ministry of Industry and Trade) the list of risk cargo and update it quarterly; 5.
- the list of wild animals (including their eggs, furs and stuffed animals), hunting and fishing trophies, articles of untreated wild animals or their parts.
- To recognize as invalid: 6.
- Resolution No. 613 ''On imposing duty on natural persons'' dated 11 August 1992 adopted by the Government of the Republic of Lithuania (News, 1992, No. 28-833; News, 1993, No. 1-22, No. 2-47); 6.
- Article 2 of the Resolution No. 949 ''On the approval of regulations for import (delivery by mail) of radioelectronics and electric equipment from abroad, their manufacturing, utility and sale in the territory of the Republic of Lithuania'' dated 15 December 1992 adopted by the Government of the Republic of Lithuania (News, 1993, No. 1-22); 6.

- The terms used in these regulations have the following meanings: 1.
- ''passenger'' - a natural person who is not a permanent resident of the Republic of Lithuania, arriving to the Republic of Lithuania temporarily for tourism, sport, employment purposes, professional meetings, treatment, studies or alike and leaving this country, as well as transit passenger going through the territory of the Republic of Lithuania or a natural person who is a permanent resident of the Republic of Lithuania, temporarily leaving abroad from the Republic of Lithuania for tourism, sport, employment purposes, business meetings, treatment, studies or alike and returning; 1.
- ''means of personal transport'' - vehicles (including motorcycles) and their trailers, vessels and airships with their spare parts, prerequisites and facilities are imported or exported for passenger's personal use exclusively (not for transporting people or goods for charge); 1.
- ''personal articles'' - all articles new or secondhand, needed by a passenger during the journey, excluding goods transferred for commercial reasons; 1.
- ''import duties and taxes'' - all duties and other taxes or fees levied for imported goods (including means of transport) or related to import of goods excluding fees for services rendered; 1.
- ''export duties and taxes'' - all duties and other taxes or fees levied for exported goods (including means of transport) or related to export of goods excluding fees for services rendered; 1.
- ''temporary import'' - a customs procedure according to which a number of goods (including means of transport) can be transferred to the customs territory of the Republic of Lithuania (furtheron referred to as - customs territory), under conditions, fully or partially exempt from import duties and taxes as well as exempt from imposing prohibitions and limits of economic character. These goods (including means of transport) are to be imported stating the purpose of their transfer and to be returned not remade and unprocessed within the fixed time limit (excluding their wear and tear because of usage); 1.
- ''temporary export'' - a customs procedure according to which a number of goods (including means of transport), freely circulating in the customs territory, can be exported with conditional, full or partial exemption from export duties and taxes or free from prohibitions and limits of economic character, and returned back with full or partial exemption from import duties and taxes. These goods (including means of transport) are to be exported stating the purpose of their transfer and return not remade and unprocessed within the fixed time limit (excluding their wear and tear because of usage); 1.
- ''guarantee'' - a written obligation of economic entity registered in the Republic of Lithuania to the customs stating that person-debtor's obligation undertaken towards the customs concerning the customs procedure for goods will be fulfilled, or a written certificate from the bank institution proving a person's capability to pay customs duty; 1.
- ''botgage'' - a sum of money given to the customs ensuring the fulfillment of the obligations towards the customs procedure for goods; 1.
- ''customs supervision'' - all measures the customs impose undertaking responsibilities for the enactment of laws and other legal acts of the Republic of Lithuania.
- These regulations are to be observed by all passengers regardless their citizenship or permanent place of residence provided the international agreements signed by the Republic of Lithuania do not stipulate otherwise.
- The customs procedure for passengers is performed in the customs institutions (on the border, airports and railway stations located in the customs area) established by the Customs Department under the Ministry of Finance (furtheron referred to as - Customs Department) as well as in international trains and vessels. Upon coordinating the issue of customs procedure for leaving passengers with the customs, it can be performed in other customs institutions as well as in a place convenient for the person concerned provided the person covers all the expenses related therewith. The commodities of vegetable and animal nature, which may cause infectious diseases or spread vegetable pests or weeds, are to be transported upon presentation of permissions of respective state services and through the customs institutions where the border veterinary and vegetable inspection services are located.
- Customs procedure for passengers is usually performed by the method of arbitrary checking. Customs is granted the right to thoroughly check all the passengers if needed.
- Individual passenger checking is performed as an exclusive case with the permission of the chief or deputy chief of customs provided there is a reason to suspect that the passenger is smuggling contraband, committing some other crime or violating administrative law.
- The customs procedure for passengers travelling to the Republic of Lithuania or leaving it by road or trains is usually performed inside the means of transport used to cross the border of the Republic of Lithuania.
- In international airports and seaports the customs procedure for passengers may be arranged according to the two channel (the green and the red) system. Upon application of this system a passenger is allowed to choose the channels - the green or the red one. Having chosen the green channel the passenger declares that she/he is not transferring any articles in quantities exceeding the limit established by the norms of transfer of goods or any articles on which the import/export customs tariffs are imposed or any articles which are limited or prohibited from transferring. The red channel is to be chosen when according to the established order a passenger is allowed to transfer articles in quantities exceeding the established norms of transfer of goods or articles on which the import/export customs tariffs are imposed or articles which are limited or prohibited from transportation. The green channel is marked with a green regular octagon and the note ''Nothing to declare''. The red channel is marked with a red square and the note ''Goods to declare''. Besides that, there must be the note ''Customs''. No additional customs procedure is performed for the passengers choosing the green channel (excluding the passengers towards which the arbitrary customs procedure is preformed). According to the regulations of the Customs Department the two channel system (the green and the red) of customs procedure may be applied to the passengers travelling by road.
- In case the passengers are arriving to the Republic of Lithuania or leaving it by certain means of transport, the customs may, according to the regulations established by the Customs Department, demand to submit to the customs the list of passengers and the goods they are transferring.
- The passengers arriving to the Republic of Lithuania and the passengers leaving it must declare the goods being transferred. One may declare orally or in written form as well as choose the red or the green channel in case the two channel system is being applied. It is obligatory to declare the goods in written form in case: the established regulations allow the transfer of goods in quantities exceeding the established norms of import/export; the transfer of goods on which the import/export customs tariffs are imposed; the goods limited or prohibited from transferring are imported/exported; the red channel is chosen according to the two channel system or at the demand of the customs. Upon written declaration of goods to be transferred one must observe the regulations of the Declaration of goods and customs procedure approved by the Customs Department.
- Passengers' articles may be stored in customs' supervision according to the regulations established by the Customs Department either before they are submitted to the chosen customs procedure or before they are returned abroad or disposed in any other way permitted by the laws and regulations of the Republic of Lithuania, in case: 10.
- passengers request it; 10.
- the customs procedure applied to the goods of the passenger can't be performed immediately.
- Unattended luggage (imported or exported on a different time than the arriving or leaving passenger) undergoes the same customs procedure as the attended one. The customs is granted the right of demanding the sender or receiver of the unattended luggage to submit to the customs the documents confirming the arrival of the passenger to the Republic of Lithuania or leaving from it.
- The passengers both temporarily arriving to the Republic of Lithuania and leaving it have the right to transfer goods not exceeding the established norms and without paying import/export duties and taxes as well as without guarantee or botgage, in cases defined by the laws and other legal acts of the Republic of Lithuania.
- In cases defined by the laws and other legal acts of the Republic of Lithuania when the prohibitions or limits are imposed on the transfer or transit of goods, the latter can be temporarily imported,exported or transported as transit only upon the presentation of the permit issued according to the established order by the authorized state institution. The permit must be submitted to the customs.
- The passengers are allowed to import or export the commodities in quantities exceeding the established norms only in line with the laws and other legal acts of the Republic of Lithuania upon their declaration according to the established regulations of the Customs Department on the Declaration of goods and customs procedure and upon payment of the established import/export duties and taxes. Illegally transferred goods are detained, confiscated and the passengers are liable according to the laws of the Republic of Lithuania. In case a passenger refuses to pay import/export duties or rejects his/her commodities, these commodities are detained and confiscated by the decision of the chief of customs or his deputy according to the regulations established by the Customs Department. The goods belonging to a person unknown at the moment of the customs procedure, are passed to the possession of the state in line with the laws and other legal acts of the Republic of Lithuania. Upon a passenger's request the import/export duties can be calculated on the basis of the total value of the imported/exported goods and applying the same duty norms for all transferred goods. In this case the customs tariff norms applied correspond to the biggest norms imposed by the customs tariff of the Republic of Lithuania for the transferred goods.
- In cases defined by the Regulations of temporary import of goods to the Republic of Lithuania and Regulations of temporary export of goods from the Republic of Lithuania the procedures of temporary transfer may be applied to the transported goods.
- Temporary import and export procedures are applied to personal means of transport, animals and non-motorized means of transport used as means of transport. Fuel in the tank of a common personal means of transport can be transferred without paying import/export duties and taxes. Temporary transfer of personal means of transport does not require botgage or guarantee. The order for temporary transfer of personal means of transport defined by these regulations is as well applied to the personal means of transport when they are transferred at a different time than arriving or leaving passenger.
- Customs procedure is not applied to transit passengers who are not leaving the transit zone of international airports and seaports. - All kinds of hunting and sport fire-arms, arbalests, pneumatic arms, their numeric parts, ammunition, explosives can be transferred to the Republic of Lithuania only with the permit of the Ministry of the Interior. One person is allowed to import not more than 2 gas pistols (revolvers), 2 sets of cartridges for each, 2 gas spray without a special permit. The bigger quantity of gas pistols (revolvers), their cartridges and gas sprays can be imported only upon the presentation of the permit issued by the Ministry of the Interior. All kinds of battle arms may be imported only with the permit of the Government of the Republic of Lithuania.
- Narcotic and psychotropic substances and their consumption facilities may be imported only with the permit issued by the Ministry of Health.
- Radioelectronics and electric equipment which generate (or may generate) radio waves when in operation included in the list approved by the Ministry of Communications and Information Technology, can be imported only with the permit of State Telecommunication Inspectorate.
- Police and military ammunition, special control and security equipment, criminal law equipment and police personnel training aids included in the list approved by the Ministry of the Interior can be imported only with the permit of the Ministry of the Interior.
- First risk class cargo can be imported only with the permit of the Ministry of National Defence, second to ninth risk class cargo (according to the list approved by the Department of the Environmental Protection of the Republic of Lithuania) can be imported only with the permit of the Department of the Environmental Protection of the Republic of Lithuania.
- Equipment for colored copying can be imported only with the permit of the Ministry of the Interior.

- All kinds of hunting and sport fire-arms, arbalests, pneumatic arms, their numeric parts, ammunition, explosives can be exported only with the permit of the Ministry of the Interior; exporting of the above mentioned for commercial reasons requires additional permit of the Government of the Republic of Lithuania. All kinds of battle arms can be exported only with the permit of the Government of the Republic of Lithuania. - Cultural and art values (including raw amber and auto and motor vehicles produced before 1950 and their spare parts) can be exported only with the permit of the Inspectorate of Cultural Heritage of the Republic of Lithuania.
- Wild animals (including stuffed wild animals, furs, eggs), hunting and fishing trophies as well as articles of untreated wild animals or their parts can be exported only with the permit of the Department of the Environmental Protection of the Republic of Lithuania or the Ministry of Forestry. The procedure of permit issuance is established by these two institutions after they coordinate it.
- Non-ferrous metals , their alloys and scrap (prohibition applies to natural persons only).
- First risk class cargo can be exported only with the permit of the Ministry of National Defence; second to ninth risk class cargo (according to the list approved by the Department of the Environmental Protection of the Republic of Lithuania) can be exported only with the permit of the Department of the Environmental Protection of the Republic of Lithuania.

- Radioelectronic and electric equipment which generate(or may generate) radio waves when in operation - with the permit of the State Inspectorate of Electric Communication only.
- Police or military ammunition, means of special control and security, criminal law equipment and police personnel training aids - with the permit of the Ministry of the Interior only.
- Colored copying equipment - with the permit of the Ministry of the Interior only.
- Food products other than industrially processed, raw materials of animal origin - only with the permit of Veterinary Service and certificate of quality. The above mentioned commodities are prohibited from delivering by mail in case their industrial packing is damaged, expiry date is over or organoleptic qualities are changed.
- Goods of vegetable origin which may cause infectious deseases, spread pests and weeds - with the permit of Vegetable Quarantine Service only. ___________________
