Translation from Lithuanian Translation from Lithuanian GOVERNMENT OF THE REPUBLIC OF LITHUANIA R E S O L U T I O N No. 857 On the Establishment of Control System for Export and Import of the Strategic Goods and Technology Vilnius, 19 November 1993 Considering both a better employment of propositions to trade with Western countries and a strive to deal with them on the most favorable trading conditions as a primary importance for the Republic of Lithuania in defining its foreign trading policy, the Government of the Republic of Lithuania r e s o l v e s :

1. To work out and introduce a control system for export and import of the strategic goods and technology which would be consistent with the requirements of the Coordinating Committee for Multilateral Export Controls (COCOM).
2. To instruct the Ministry of Economy: 2.
3. to coordinate arrangements for the establishment of control system for export and import of the strategic goods and technology; 2.
4. to represent the Republic of Lithuania in negotiations with other states and international organizations providing methodological, methodic and technical assistance pertinent to the arrangement and enforcement of the control system for import and export of strategic goods and technology, and to coordinate employment of this assistance.
5. To authorize the Ministry of Trade and Industry, the Ministry of Energy, the Ministry of Foreign Affairs, the Ministry of Transport, the Ministry of Defence, the Ministry of the Interior, the Ministry of Justice, Customs Department under the Ministry of Finance, and to recommend to the Department of the Environmental Protection to appoint the authorized representatives to work out within 10 days after the enforcement of this resolution the control system for export and import of the strategic goods and technology. To present the names of the representatives to the Ministry of Economy.
6. The Ministry of Economy together with other ministries and state agencies specified in Paragraph 3 herein, by 1 March 1994 shall work out a programme on the establishment of the control system for export and import of the strategic goods and technology and submit it for approval to the Government of the Republic of Lithuania. The Programme shall include: 4.
7. the enforcement of the export control measures and requirements of the Coordinating Committee for Multilateral Export Controls (COCOM) application of which may liberalize export and import of the strategic goods and technology; 4.
8. preparation of the necessary draft legislation and legal acts; 4.
9. compilation of lists of strategic goods and technology; 4.
10. licensing of export, import, re-export and transit of strategic goods and technology; 4.
11. specifying ministries and other state agencies which will issue licences and control export and import transactions of strategic goods and technology.
