Translation from Lithuanian Translation from Lithuanian GOVERNMENT OF THE REPUBLIC OF LITHUANIA R E S O L U T I O N No. 1188 On the Approval of Provisions of Very Important Persons Lounge in Vilnius Airport Vilnius, 25 November 1994 Government of the Republic of Lithuania r e s o l v e s:
- To second the proposition of the Ministry of Foreign Affairs of the Republic of Lithuania to establish the Very Important Persons Lounge in Vilnius Airport.
- To approve the Provisions of the Very Important Persons Lounge in Vilnius Airport (attached). Prime Minister Adolfas Ðleþevièius Minister of Transport Jonas Birþiðkis APPROVED by Resolution No. 1188 of 25 November 1994 of the Government of the Republic of Lithuania Provisions of Very Important Persons Lounge in Vilnius Airport General Provisions
- Very Important Persons Lounge in Vilnius Airport (hereinafter the lounge) is a separate part of premises of the main airport building wherein services are provided to the arriving and departing high officials of the Republic of Lithuania (hereinafter - VIP) as laid down in Annex 1 of the present Provisions, and high officials of foreign states (hereinafter - VIP) as laid down in Annex 2 of the present Provisions
- Services are provided to VIP specified in Paragraph 1 of the present Provisions in compliance with Document No. 8973/4 of 1991 of the International Organization of Civil Aviation and Instruction of Services Provided to Special Flights as approved by the Minister of Transport of the Republic of Lithuania in
- The lounge belongs to Vilnius Airport. The airport administration is responsible for the supplies and order of the lounge, and observance of the present Provisions.
- Maintenance costs of the lounge are covered from the budget of the Republic of Lithuania and other revenues.
- Airport administration upon their own decision can conclude the rent contracts of the lounge with legal persons or organizations which are subject to regular customs control procedure. The airport administration, while concluding rent contracts of the lounge with legal persons and organizations, must include provisions of contract cancellation for those cases when the lounge is booked for services to be provided to VIP specified in paragraph 1 of the present Provisions.
- Director of the Airport appoints Chief and the staff in charge of the lounge. Functions of the Chief of the Lounge
- The Chief of the Lounge carry out the following functions: 7.
- administers the work of the lounge staff; 7.
- ensures in cooperation with the Aviation Safety Service, Customs Border Control Agency, Luggage Service the appropriate and swift rendering of services in the lounge; 7.
- meets and accompanies VIP to the aircraft; 7.
- constantly coordinates with the State and Diplomatic Protocol of the Ministry of Foreign Affairs the list of officials enjoying the right to be provided with services in this lounge; 7.
- processes orders for services from persons specified in the instruction of servicing special flights (Chief of Staff of the Office of the President of the Republic of Lithuania, Chief of Staff of the Seimas of the Republic of Lithuania, Head of the Protocol Office of the Ministry of Foreign Affairs or person authorised thereto). Orders as a rule are submitted not later than two days prior to aircraft’s departure; 7.
- holds responsibility for cleanliness and order of the premises. Services to Passengers
- Passengers of A1 and A2 categories arrive at the lounge through the North entrance. Passports, tickets, luggage formalities are carried out in the lounge.
- Passengers of B1 and B2 categories arrive at that lounge through the Western entrance (located in the Eastern part of the building). Staff of the lounge, defence and customs services carry out passports, tickets and luggage formalities. The staff of the Aviation Safety Service decides whether a passenger has the right to be provided with services in the lounge according to the list of passengers in this lounge submitted by the lounge Chief. Heads of the diplomatic missions accredited in Lithuania can present a Diplomat’s Certificate issued by the State and Diplomatic Protocol of the Ministry of Foreign Affairs of the Republic of Lithuania. Proceeding to the Aircraft
- Passengers of A1 and A2 categories are taken to the aircraft by vehicles provided for this purpose.
- Passenger of B1 and B2 categories accompanied by the lounge staff are taken to the aircraft by a special airport vehicle, provided there is no possibility to proceed to the aircraft through the special gates of the airport building. Proceeding from the Aircraft
- The Chief of the Lounge accompanies passengers of A1 and A2 categories from the aircraft to the lounge. They are taken by the vehicle provided for this purpose. If needed, passengers of the said category can be provided with services near the aircraft.
- Passengers of B1 and B2 categories accompanied by the lounge staff are taken to the lounge by a special airport vehicle, if it is not possible to proceed from the aircraft through the special gates of the airport building. Accompanying Passengers
- The lounge can be entered by persons specified in paragraph 1 of the present Provisions and by seeing off or meeting persons with special S type certificates issued by Aviation Safety Service of the Airport.
- Members of delegations who accompany very important persons carry out passport, tickets and luggage formalities in the lounge.
