- These Regulations regulate the actions, relationship and functions of the staff of airport service and diplomatic representative offices as well as consul offices residing and accredited in the Republic of Lithuania, representative offices of international organizations and the Ministry of Foreign Affairs of the Republic of Lithuania (hereinafter, senders or receivers of diplomatic mail), who are instructed to deliver the diplomatic mail to aircraft captains or to take the mail from them at the airports of the Republic of Lithuania.
- The Regulations are aimed at creating conditions for the senders and receivers of the diplomatic mail to deliver the diplomatic mail to the captains of aircrafts and take the diplomatic mail from them directly and without hindrance and ensure aviation security on board the aircrafts and in the territory of airports.
- The diplomatic mail can be carried by a diplomatic courier or (unless it is followed by a diplomatic courier or another carrying person) can be handed to the captain of the aircraft in order to be taken to the airport where it has the right to land. An employee authorized by the receiver shall take the diplomatic mail from the captain of the aircraft at the named airport.
- The sender or receiver of the diplomatic mail can instruct his employee to hand the diplomatic mail directly to the captain of the aircraft or to take the diplomatic mail directly from him.
- The diplomatic mail shall be properly packed and sealed, duly marked as the diplomatic mail and followed by the documents confirming the satus of the diplomatic mail.
- All the check procedures and formalities concerning the delivery of the diplomatic mail to aircrafts and taking it from them shall be carried out on priority basis.
- These Regulations also apply to the consul mail. Handing the Diplomatic Mail to the Captains of Aircrafts at the Airports of the Republic of Lithuania
- The employee instructed by the sender of the diplomatic mail shall arrive in "Lithuanian Airlines" offices at Vilnius or Palanga Airports at least 45 minutes before the departure of the aircraft which will accept the diplomatic mail. In case the diplomatic mail is handed at Kaunas Airport the named employee shall arrive in the Travellers' Service Division of the Airport.
- Aviation Security Service shall be informed about the delivery of the diplomatic mail to the aircraft and the arrival of the instructed employee for the latter purpose.
- Aviation Security Service staff shall check the job certificate of the employee who has brought the diplomatic mail as well as the documents certifying the status of the diplomatic mail and shall see the person to the checking point.
- Aviation Security Service shall check the diplomatic mail with electronic devices. Checking the diplomatic mail with hands and opening it is prohibited. The person having brought the diplomatic mail is also searched with electronic devices. The mail and the person shall not be allowed to enter the territory of the airport and hand the mail to the aircrafts unless the mail and the person are checked.
- After the check an employee of the Travellers' Service Division shall see the person instructed by the sender and carrying the diplomatic mail to the named aircraft by car (if necessary) or on foot.
- The employee instructed by the sender and having brought the diplomatic mail shall enter the aircraft and hand the mail and the documents certifying the status of the diplomatic mail directly to the captain of the aircraft.
- The employee of the Travellers' Service Division shall see the person who has handed the diplomatic mail to the captain of the aircraft from the territory of the airport.
- In case the weight of the diplomatic mail exceeds 10 kilograms or the sum of all the three measurements exceeds 115 centimetres the following provisions shall be met: 15.
- the diplomatic mail shall be delivered to the aircraft thought the cargo warehouse of "Lithuanian Airlines"; 15.
- the employee instructed by the sender of the diplomatic mail shall arrive in the cargo warehouse of "Lithuanian Airlines" at Vilnius Airport at least 60 minutes before the departure of the aircraft which will accept the diplomatic mail. In case the diplomatic mail is delivered to the aircraft at Kaunas or Palanga Airports the named empolyee shall arrive in the Travellers' Service Divisions at the above mentioned airports; 15.
- Aviation Security Service that checks the diplomatic mail with electronic devices shall be informed about the delivery of the diplomatic mail to the aircraft and the arrival of the instructed person for the latter purpose. Checking the diplomatic mail with hands is prohibited. The person having brought the diplomatic mail shall be searched with electronic devices, his job certificate and the documents certifying the status of the diplomatic mail shall also be checked; 15.
- the diplomatic mail having been checked it shall be loaded onto the vehicle of "Lithuanian Airlines" or the airport and taken to the aircraft (the person who has brought it shall follow the mail); 15.
- every action (loading, transportation in the territory of the airport, control, etc.) with the diplomatic mail shall be performed under surveilance of the person who has brought the diplomatic mail, only on his approval as well as the approval of the sender; 15.
- the person who has brought the diplomatic mail and is instructed to hand it to the captain of the aircraft shall do so; 15.
- the person instructed by the sender, having handed the diplomatic mail to the captain of the aircraft, shall be seen from the territory of the airport. Taking the Diplomatic Mail from the Captain of the Aircraft Having Brought It to the Airport of the Republic of Lithuania
- The employee instructed by the receiver of the diplomatic mail shall arrive in "Lithuanian Airlines" offices at Vilnius or Palanga Airports at least 20 minutes before the landing of the aircraft according to the timetable and inform about the aircraft the diplomatic mail is going to be taken from. In case the diplomatic mail is going to be taken at Kaunas Airport the named employee shall arrive in the Travellers' Service Division of the Airport.
- Aviation Security Service shall be informed about the taking of the diplomatic mail from the aircraft and the arrival of the instructed employee for that purpose.
- Aviation Security Service staff shall check the job certificate of the person who has come to take the diplomatic mail and search the person with electronic devices.
- After the check an employee of the Travellers' Service Division shall see the person instructed by the receiver to the named aircraft by car (if necessary) or on foot.
- The employee instructed by the receiver to take the diplomatic mail shall enter the aircraft and its documents directly from the captain of the aircraft.
- The person who has taken the diplomatic mail shall be seen out of the territory of the airport by the employee of the Travellers' Service Division.
- The diplomatic mail the weight of which exceeds 10 kilograms or the three measurements of which exeed 115 centimetres shall be handed over to the receiver through the cargo warehouse of "Lithuanian Airlines". Such diplomatic mail shall be unloaded from the aircraft to the vehicle of "Lithuanian Airlines" or the airport and carried to the warehouse under surveilance of the person who is gong to take the mail. The diplomatic mail can be taken by the employee instructed by the receiver and can be loaded onto the reiceiver's vehicle after the Customs permit has been issued. All the actions (loading, transportation in the territory of the airport, control, etc.) with the diplomatic mail shall be performed under surveilance of the person who has arrived to take the diplomatic mail, on his approval and the approval of the receiver. Opening the diplomatic mail is permitted in exceptional cases and with the approval of the receiver only.
- In case the diplomatic mail is not taken on time the captain of the aircraft responsible for the diplomatic mail shall decide upon the possibility of handing it otherwise or carrying it back. _______________________
