V.Gaidelis - Director of State Communicatons Center under the Deaprtment of State Security; Translation from Lithuanian GOVERNMENT OF THE REPUBLIC OF LITHUANIA R E S O L U T I O N No. 190 On the Standing Steering Committee on Preparation and Enforcement of Security Agreements under the Ministry of Foreign Affairs Vilnius, 5 February 1996 In accordance with the Security Agreement between the Republic of Lithuania and NATO signed on June 13, 1994, the Government of the Republic of Lithuania r e s o l v e s :

1. To form the Standing Steering Committee on Preparation and Enforcement of Security Agreements under the Ministry of Foreign Affairs consisting of the following Members: K.Pëdnyèia - Deputy Director General of the Department of National Security (Chairman of the Committee); A. Januðka - Under-Secretary of the Ministry of Foreign Affairs; V.Gaidelis - Director of the Government Communications Network Centre under the Department of National Security; R. Pukanasis - Under-Secretary of the Ministry of Foreign Affairs; V. Serapinas - Under-Secretary of the Ministry of National Defence; G. Ðvedas - Under-Secretary of the Ministry of Justice.
2. To approve the Regulations of the Standing Steering Committee on Preparation and Enforcement of Security Agreements under the Ministry of Foreign Affairs (attached).
3. To specify that the said committee shall provide for and coordinate the activities of the ministries, government, state scientific and other institutions, related to the preparation and enforcement of security agreements and maintain contacts with foreign countries and international organisations; while the institutions shall assist the committee in carrying out its activities and provide the committee with all the necessary information. 4. The Standing Steering Committee on Preparation and Enforcement of Security Agreements under the Ministry of Foreign Affairs (hereinafter referred to as committee) shall be an institution of national security providing for the coordination of the preparation and enforcement of security agreements between the Republic of Lithuania and other states and international organisations.
5. The Committee shall carry out its activities in accordance with the Constitution of the Republic of Lithuania, the laws and resolutions of the Government of the Republic of Lithuania, directives of the Prime Minister, the international agreements and other legal acts ratified by the Seimas of the Republic of Lithuania, as well as the following Regulations.
6. The Committee shall have its forms for general and special purposes and the seal, the samples of which shall be approved by the Ministry of Foreign Affairs. Objectives and Functions of the Committee
7. The main objectives of the Committee shall be the following: 4.
8. to coordinate the preparation of security agreements between the Republic of Lithuania and other states and international organisations and to provide for the oversight of the enforcement of the signed agreements; 4.
9. to maintain contacts with: 4.2.
10. the national security institutions of the foreign countries with which security agreements have been signed; 4.2.
11. the security institutions of the international organisations with which security agreements have been signed; 4.
12. to provide for the security of the secret information and documents received from foreign states and international organisations.
13. To achieve its objectives the Committee shall perform the following functions: 5.
14. shall sanction the disclosing of secret information on the Republic of Lithuania to foreign states and international organisations; 5.
15. shall establish the criteria for the issue of credentials for persons engaged in activities related to secret information on other states and international organisations; 5.
16. shall issue credentials for persons engaged in activities related to secret information on other states and international organisations; 5.
17. shall take part in working out of the drafts of laws and regulations of the Government of the Republic of Lithuania, directives of the Prime Minister and other legal acts relating to the security of secret information; 5.
18. upon coordination with the Ministry of Foreign Affairs, shall submit recommendations concerning the expediency of signing security agreements to the Government of the Republic of Lithuania; 5.
19. upon coordination with the Ministry of Foreign Affairs, shall submit proposals to the Government of the Republic of Lithuania for the amendment or recognition as no longer in effect of laws and other legal acts relating to the security of secret information; also for the amendment or denunciation of international agreements signed by the Republic of Lithuania, and for the improvement of the security system of secret information; 5.
20. shall supervise the security systems of the secret information received from other states or international organisations at the Ministries, the Government and state scientific and other institutions; 5.
21. within its terms of reference shall hold meetings and discussions on the security of the national secrets of the Republic of Lithuania and take part in international meetings on the security of secret information; 5.
22. shall submit proposals to the concerned state institutions for checking up on persons who receive or may receive secret information on other states or international organisations due to their specific activities. Rights of the Committee
23. The Committee shall have the following rights: 6.
24. to receive the information from all the state institutions about their current activities related to the preparation and enforcement of security agreements; 6.
25. to request and receive documents, data and assistance from all the state institutions needed for the carrying out the responsibilities of the Committee; 6.
26. upon coordination with the heads of respective institutions, to invite representatives from the Ministries, the Government and state scientific and other institutions to participate in the meetings of the Committee. Organisation of Committee Work
27. The structural organisation of the Committee shall be approved by the Government of the Republic of Lithuania.
28. The Committee is lead by the Chairperson who shall have the following duties: 8.
29. shall have responsibility for achieving the objectives and performing the functions of the Committee; 8.
30. shall organise and plan the activities of the Committee; 8.
31. shall establish the duties of the Members of the Committee; 8.
32. shall call the meetings of the Committee.
33. The Committee shall make its decisions during its meetings. The decisions of the Committee are recorded in the minutes of the meetings which shall be signed by the Chairperson of the Committee. A meeting shall be held having taken place if half of the Committee Members are present.
34. The Committee motions shall be approved by a majority vote of the Committee Members. If the votes are divided equally the question is decided by the vote of the Chairperson or the Member presiding over the meeting.
35. The Committee may establish its subcommittees (working groups).
36. The Committee shall establish its work regulations.
37. The equipment maintenance and other house-keeping services for the Committee shall be provided by the Ministry of Foreign Affairs.
38. The Committee shall be reorganised or dissolved upon the Resolution of the Government of the Republic of Lithuania. _______________________
