Pasiūlymas dėl Europos Parlamento ir Tarybos reglamento dėl ekonomikos gaivinimo teikiant Bendrijos finansinę paramą energetikos srities projektams programos sukūrimo (ES-09-15) Assembly of Members of the Seimas of the Republic of Lithuania, the Sejm and Senate of the Republic of Poland, and the Verkhovna Rada of Ukraine STATEMENT ON ENSURING ENERGY SECURITY OF CENTRAL AND EASTERN EUROPEAN STATES The participants of the session of the Assembly of Members of the Seimas of the Republic of Lithuania, the Sejm and Senate of the Republic of Poland, and the Verkhovna Rada of Ukraine, having convened on 8 October 2010 in Vilnius, the Republic of Lithuania, commemorating the 600th anniversary of the historic victory in the battle of Žalgiris (Grunwald) and marking the 5th anniversary of the signing of the statement on the establishment of the Assembly of Members of the Seimas of the Republic of Lithuania, the Sejm and Senate of the Republic of Poland, and the Verkhovna Rada of Ukraine in Lutsk, emphasizing that the democratic reforms implemented or under way in central and eastern Europe during the last few decades, ensuring the rule of law, human rights and strengthening of civil society, remain an important factor in further promoting transnational and regional cooperation, recalling the provisions of the statement adopted at the session of the Lublin Assembly in 2009 on energy matters, note that the current energy situation in Europe demands clear, decisive and coordinated actions with the view to providing the regular and stable supply of energy resources for all European countries and unity in developing relations with third countries. The Assembly of Members of the Seimas of the Republic of Lithuania, the Sejm and Senate of the Republic of Poland, and the Verkhovna Rada of Ukraine, having considered the European Energy Community initiative launched by former Commission President Jacques Delors and EP President Jerzy Buzek, believes that: – the current European energy policy instruments – market liberalisation, energy interconnections – have an important role and remain to be further developed, but they are not enough, – the declared European solidarity in economic and energy crisis situations must be supported by concrete measures, – diversification of energy sources and faster implementation of relevant projects should be pursued, – the common European energy policy is lacking an external dimension based on independent Community financial instruments. The Assembly of Members of the Seimas of the Republic of Lithuania, the Sejm and Senate of the Republic of Poland, and the Verkhovna Rada of Ukraine, being convinced that an effective solution to energy security problems is a guarantee of real independence of states, whereas European Union institutions and rules are the cornerstone of energy security, states that it is necessary to strengthen the external EU energy policy in the light of emerging challenges, supports the prospect for a stronger, deeper, common EU energy policy and the creation of integrated European gas and electricity markets, believes that the idea of setting up a EU gas purchase agency deserves more attention from the EU Member States and EU institutions, deems it necessary on the part of the EC to provide assistance to Ukraine aimed at the implementation of the EC legislation in the framework of membership in the European Energy Community, welcomes the endeavours of the European Union to provide support for the modernisation of the Ukrainian gas transit infrastructure, promotes the development of the Odessa-Brody-Plotsk-Gdansk oil pipeline project and is for its fastest possible implementation, promotes the implementation of projects with the ENTSO-E European Network of Transmission System Operators for Electricity, urges to use the Eastern Partnership of the European Union as an instrument for enhancing the EU-Ukraine energy dialogue. The Assembly of Members of the Seimas of the Republic of Lithuania, the Sejm and Senate of the Republic of Poland, and the Verkhovna Rada of Ukraine invites governments and fellow parliamentarians of their and other EU Member States, as well as Members of the European Parliament to consider and support the European Energy Community initiative and proposed instruments, exert a significant impact on the EU Energy Action Plan 2011-2020 with a view to ensuring energy security, as well as take other necessary actions in building a united Europe. This document is also addressed to the European Parliament, the European Commission, parliaments and governments of other EU Member States.
