agris.doc A G R E E M E N T ON CULTURAL, EDUCATIONAL AND SCIENTIFIC COOPERATION BETWEEN THE REPUBLIC OF LITHUANIA AND THE KINGDOM OF SPAIN The Republic of Lithuania and the Kingdom of Spain, Wishing to develop the friendly relations between the two countries and Convinced that exchanges and cooperation within the fields of culture, education and science will contribute to a better knowledge of their respective peoples and cultures, Have agreed as follows: SECTION 1 The two Parties will facilitate and promote the exchange of cultural activities between their respective countries as well as the knowledge of their respective languages and cultures. SECTION 2 The two Parties will facilitate the exchange of bibliographical material on the history and culture of the two countries. SECTION 3 The two Parties will encourage cooperation in the fields of music, theatre, opera and ballet and will help in exchanging of groups of guests artists. SECTION 4 The two Parties will encourage the tenue of art and other cultural exhibitions and help in taking the appropriate measures for this end and, in accordance with the set order, will render the state security for these exhibitions. SECTION 5 The two Parties will encourage cooperation in the field of cultural heritage, museology, archaeology. Each Party will facilitate to the citizens of the other country access to the libraries, archives and other cultural and educational institutions. SECTION 6 Each Party will guarantee on its territory the protection of the intellectual property rights of the other Party in accordance with the laws and regulations in each country. SECTION 7 The two Parties will encourage cooperation in the field of cinematography and invite each other to international film festivals held in their countries. SECTION 8 The two Parties will promote and support the exchange of teachers, students, scientists and experts. They will also promote the cooperation between university institutions, scientific institutions and research centres in the two countries. SECTION 9 The two Parties will favour the granting of scholarships for studies and specialization to the students and researchers from the other Party within the field of art, culture, science and technology. SECTION 10 The two Parties will study the conditions necessary for the mutual recognition of titles, diplomas, and university degrees in each of the two countries in accordance with what is established in their respective internal legislations. SECTION 11 The two Parties will encourage the exchange of textbooks and other teaching materials concerning history, geography, culture, economic and social development of each country, as well as exchange of courses, curricula and teaching methods issued by the educational institutions of the two countries. SECTION 12 The two Parties will promote the cooperation between their radio, television and other mass media organizations. SECTION 13 The two Parties will encourage and facilitate the cooperation and exchange of youth representatives from both countries. SECTION 14 The two Parties will support the exchange and cooperation in the fields of physical education and sport as well as the contacts between the sports organizations of the two countries. SECTION 15 The two Parties will stimulate the cooperation in the fields mentioned in the present Agreement without prejudice to the rights and obligations which the two Parties may have as a consequence of other international Agreements which they have signed, and in accordance with the rules of the international orgnizations of which they may be members. SECTION 16 The two Parties decide to set up a Mixed Commission which will be in charge of the application of the present Agreement and of the study of whichever questions may arise while it is in use. The Mixed Commission will meet alternately in one and in the other country, the date and place of the meetings being agreed upon through the diplomatic channels. SECTION 17 The present Agreementn will be valid for five years and can be renewed successively for the periods of the same duration, unless one of the Parties informs of the contrary six months before the renewal. The Agreement will enter into force when the two Parties have informed each other, in writing and through the diplomatic channels, of the fulfilment of the requirements established by their respective internal legislations. Made in Vilnius on 22 November 1995, in two original copies in the Lithuanian, Spanish and English languages, the three texts being equally authentic.
