General information The budget expenditures of the Baltic Assembly in 2012 consist of the following categories: · Session of the Baltic Assembly and the Baltic Council · Meetings of the Presidium of the Baltic Assembly · Meetings of the committees of the Baltic Assembly · International cooperation · Informative activities and other events · Baltic Assembly prizes for literature, the arts and science, as well as the Baltic Innovation Prize · Secretariat of the Baltic Assembly · Unplanned expenses The budget for 2012 consisted of membership fees from the national parliaments of the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania in the amount of EUR 91,

  6. Session of the Baltic Assembly and Baltic Council The 31st Session of the Baltic Assembly and the 18th Baltic Council took place on 8–9 November 2012 in Vilnius (Lithuania). During the Session, meetings of the Presidium and committees of the Baltic Assembly, as well as joint committee meetings, were held. Meetings with international organisations were also held. From the total amount of funds allocated for the Session and the Baltic Council, EUR 25,148 was spent. 2.
  7. Meetings of the Presidium of the Baltic Assembly The following meetings of the Presidium took place: · Meeting of the Presidium, 26–29 February, Brussels (Belgium); · Meeting of the Presidium, joint meeting of the Presidium of the Baltic Assembly and the Presidium of the Benelux Parliament (on the margins of the Session of the Benelux Parliament), 14–16 June, the Hague (the Netherlands); · Meeting of the Presidium, joint meeting of the Presidium of the Baltic Assembly and the Presidium of the Nordic Council (on the margins of the 21st BSPC), 25–28 August, St. Petersburg (Russia); · Meeting of the Presidium, 20–21 September, Vilnius (Lithuania); · Meeting of the Presidium (on the margins of the Session of the Nordic Council), 30 October–1 November, Helsinki (Finland); · Meeting with the EU Commissioner for Development, 9–10 December, Brussels (Belgium). From the total amount of funds allocated for the meetings of the Presidium, EUR 12,801 was spent. 2.

Meetings of the committees of the Baltic Assembly The following meetings of the committees took place: · Meeting of the Legal Affairs and Security Committee, 12–13 April, Tallinn (Estonia); · Meeting of the Welfare Committee and the Task Force for Health of the Baltic Council of Ministers, 24 August, Vilnius (Lithuania); · Meeting of the Budget and Audit Committee, 13–14 September, Vilnius (Lithuania). From the total amount of funds allocated for the meetings of the committees, EUR 6,810 was spent. 2.
  9. International cooperation From the total amount of funds allocated for international cooperation, EUR 54,104 was spent. 2.4.
  10. International parliamentary seminars The following international parliamentary seminars with participation of the relevant standing committees of the national parliaments of the Baltic, Nordic, and Benelux countries, committees of the Nordic Council, the Benelux Parliament and the GUAM PA, as well as representatives of the Baltic Council of Ministers, took place: · Parliamentary seminar organised by the Economics, Energy and Innovation Committee and the Legal Affairs and Security Committee, 9–11 February, Vilnius (Lithuania); · Parliamentary seminar organised by the Education, Science and Culture Committee and the Economics, Energy and Innovation Committee, 8–9 March, Ventspils (Latvia); · Parliamentary seminar organised by the Welfare Committee, 29–30 March, Vilnius (Lithuania); · Parliamentary seminar organised by the Legal Affairs and Security Committee and the Presidium, 10–11 May, Palanga (Lithuania); · Parliamentary seminar organised by the Economics, Energy and Innovation Committee, 7–8 June, Riga (Latvia); · Parliamentary seminar organised by the Economics, Energy and Innovation Committee (together with the Ministry of Energy of the Republic of Lithuanian and the European Commission), 13–14 September, Vilnius (Lithuania). From the total amount of funds allocated for the international parliamentary seminars, EUR 29,834 was spent. 2.4.
  11. Trilateral conference of the Baltic Assembly, the Benelux Parliament and the Nordic Council The trilateral conference was held on 19–20 April in the Hague (the Netherlands). From the total amount of funds allocated for the trilateral conference, EUR 5,389 was spent. 2.4.
  12. Annual summit of the Baltic Assembly and the Nordic Council The annual summit scheduled for 2012 took place on 17–18 January 2013; therefore, funds allocated for the annual summit in the amount of EUR 7,437 were transferred to the budget of the Baltic Assembly for

Participation in the activities of the Baltic Sea Parliamentary Conference (BSPC) and cooperation with the Baltic Sea organisations The following meetings of the BSPC Standing Committee, the BSPC working groups, the BSPC Secretariat and other activities took place: · Meeting of the BSPC Secretariat, 12–14 January, Berlin (Germany); · Meeting of the BSPC Standing Committee, 2–3 February, Copenhagen (Denmark); · Meeting of the BSPC Secretariat, 25–26 March, Moscow (Russia); · Baltic Sea Day, 23–25 April, Berlin (Germany); · European Maritime Day, 21–22 May, Gothenburg (Sweden); · Meeting of the BSPC Standing Committee, 3–6 June, Kaliningrad (Russia); · EU Baltic Sea Strategy Forum and the Baltic Development Forum, 17–19 June, Copenhagen (Denmark); · Meeting of the BSPC Working Group on Green Growth and Energy Efficiency, 11–12 October, Berlin (Germany); · Meeting of the BSPC Standing Committee, 11–12 November, Hamburg (Germany); · Meeting of the BSPC Secretariat, 9–11 January 2013, Berlin (Germany) [advance payment for flight tickets and hotel]; · Meeting of the BSPC Standing Committee: 30–31 January 2013, Brussels (Belgium) [advance payment for flight tickets]. From the total amount of funds allocated for participation in the activities of the BSPC and cooperation with the Baltic Sea organisations, EUR 7,288 was spent. 2.4.
  15. Cooperation with the Nordic Council The following joint events took place: · Joint meeting of the Welfare Committee of the Baltic Assembly and the Welfare Committee of the Nordic Council, 23–24 January, Oslo (Norway); · Baltic–Nordic seminar on green growth, 18–19 October, Tallinn (Estonia). From the total amount of funds allocated for cooperation with the Nordic Council, EUR 3,922 was spent. 2.4.
  16. Cooperation with the Benelux Parliament The following joint events took place: · Parliamentary seminar on forest policy, 22–23 November in Brussels and St. Hubert (Belgium). From the total amount of funds allocated for cooperation with the Benelux Parliament, EUR 434 was spent. 2.4.
  17. Cooperation with the GUAM Parliamentary Assembly and other partners within the framework of the European Neighbourhood Policy The following joint events took place: · Participation of the delegation of the GUAM Parliamentary Assembly in the international parliamentary seminar organised by the Legal Affairs and Security Committee and the Presidium, 9–12 May, Palanga (Lithuania); · Participation of the delegation of the Baltic Assembly in the Session of the GUAM Parliamentary Assembly, 19–20 December, Baku (Azerbaijan). From the total amount of funds allocated for cooperation with the GUAM Parliamentary Assembly and other partners within the framework of the European Neighbourhood Policy, EUR 3,606 was spent. 2.4.7.
  18. Traineeship programme for secretaries of the national delegations of the GUAM Parliamentary Assembly Traineeship programme for secretaries of the national delegations of the GUAM PA took place on 13–22 October in Latvia and Estonia. From the total amount of funds allocated for the traineeship programme, EUR 3,631 was spent. 2.
  19. Informative activities and other events From the total amount of funds allocated for informative activities and other events, EUR 6,021 was spent. 2.5.
  20. Baltic Assembly medals A total of 15 medals were produced, and 14 medals were awarded. From the total amount of funds allocated for production of the medals, as well as folders and certificates for the medals, EUR 1,158 was spent. 2.5.
  21. Baltic Assembly website From the total amount of funds allocated for maintenance and update of the website www.baltasam.org, EUR 925 was spent. 2.5.
  22. Baltic Assembly basketball tournament The basketball tournament was held on 20–21 September in Druskininkai (Lithuania). From the total amount of funds allocated for organising the basketball tournament, EUR 3,938 was spent. 2.
  23. Baltic Assembly prizes for literature, the arts and science, and the Baltic Innovation Prize The Baltic Assembly awards its prizes annually (monetary prize, certificate and statuette). Meetings of the national judging committees were held Tallinn (Estonia), Rīga (Latvia) and Vilnius (Lithuania), and a meeting of the Joint Judging Committee was held on 27–28 September in Rīga (Latvia). The awarding ceremony took place on 9 November in Vilnius (Lithuania). From the total amount of funds allocated for Baltic Assembly prizes and the Baltic Innovation Prize, EUR 40,085 was spent. 2.
  24. Secretariat of the Baltic Assembly From the total amount of funds allocated for the Secretariat, EUR 70,748 was spent. These expenditures include salaries for the staff members of the Secretariat, expenses for rent of the premises, office equipment, public utilities, communications, stationery, software, annual office insurance, repairs, postal services and other services, as well as unplanned expenses. 2.
  25. Unplanned expenses From the total amount of funds allocated for unplanned expenses, EUR 432 was spent on changes in currency exchange rates and commission fees for money transfers.
