The 12 th Session of the Baltic Assembly The 12 th Session of the Baltic Assembly Final Document The Baltic Assembly: having convened at the 12 th session in Ventspils, on 8 – 9 May 1998; having debated the energy, border and customs problems in the Baltic States; has approved the following documents: Resolution on Informing the Population about the European Union; Resolution on the Cooperation of the Baltic States to Eliminate Accidents and Emergencies of Transboundary Impact; Resolution on Concluding an Agreement in the Sphere of the Mandatory Civil Liability Insurance of the Owners of Road Transport Motor Vehicles; Resolution on the Accusations by the Russian Federation Against the Republic of Latvia; and decided that the next session of the Baltic Assembly will be held in Estonia.
