Oficialus vertimas Oficialus vertimas GOVERNMENT OF THE REPUBLIC OF LITHUANIA DECREE No. 707 Vilnius, June 12, 1998 ON NEW EDITION OF DECREE No.1320 OF NOVEMBER 13, 1996 OF THE GOVERNMENT OF THE REPUBLIC OF LITHUANIA “ON STATE SCHOLARSHIPS FOR LITHUANIAN CITIZENS’ STUDIES, RESEARCH STUDIES ABROAD AND FOREIGN CITIZENS’ STUDIES, RESEARCH STUDIES IN LITHUANIA” ____________________________________________________________________ The Government of the Republic of Lithuania resolves: To change partly Decree No.1320 of November 13, 1996 of the Government of the Republic of Lithuania “On State Scholarships for Lithuanian Citizens’ Studies, Research Studies Abroad and Foreign Citizens’ Studies, Research Studies in Lithuania” (Žin., 1996, No.112-2551) and give it a new wording: “GOVERNMENT OF THE REPUBLIC OF LITHUANIA DECREE On State Scholarships, Payments for Lithuanian Citizens’ Studies, Research Studies Abroad and Foreign Citizens’ Studies, Research Studies in Lithuania _____________________________________________________________________ Meeting international engagements and seeking to support preparation of gifted Lithuanian students, young scientists, artists and teachers in foreign countries for subsequent work in higher education and research institutions and other state institutions of the Republic of Lithuania, the Government of the Republic of Lithuania resolves:
- To establish: 1.
- State scholarships for citizens’ of the Republic of Lithuania postgraduate studies in higher education and research institutions of foreign countries; 1.
- State scholarships for citizens’ of the Republic of Lithuania periods of studies in higher education and research institutions of foreign countries; 1.
- State scholarships for citizens’ of the Republic of Lithuania research studies in higher education and research institutions of foreign countries; 1.4.State scholarships for citizens’ of foreign countries studies and research studies in higher education and research institutions of the Republic of Lithuania.
- to assign means for scholarships mentioned in paragraph 1 of this Decree and to establish maximum amount of basic scholarships in the expression of Minimum Standard of Living (further referred to as “MSL”) (a coefficient of a living standard of foreign countries approved with respect to Lithuanian Diplomatic Representations shall be applied: 2.
- not more than 25000 MSL a year - for State scholarships for citizens’ of the Republic of Lithuania (further referred to as “citizens”) postgraduate studies in higher education and research institutions of foreign countries. A person shall be granted a basic scholarship not bigger than: 15 MSL a month - for Master degree students; 25 MSL a month - for Doctor degree students; 2.
- not more than 10000 MSL a year - for State scholarships for citizens’ of the Republic of Lithuania periods of studies in higher education institutions of foreign countries. A person shall be granted a basic scholarship not bigger than: 12 MSL a month - for students of basic studies; 15 MSL a month - for Master degree students; 25 MSL a month - for research workers, teachers of higher education and research institutions, Doctor degree students; 2.
- not more than 3000 MSL a year - for State scholarships for citizens’ research studies in higher education and research institutions of foreign countries. A person shall be granted not bigger than: 15 MSL a month - for Master degree students; 25 MSL a month - for research workers, teachers of higher education and research institutions, Doctor degree students; 2.
- Not more than 6000 MSL a year - for State scholarships for citizens’ of foreign countries (further referred to as “foreigners”) studies, research studies in higher education and research institutions of the Republic of Lithuania. A person shall be granted a basic scholarship not bigger than: 10 MSL a month - for students of basic studies, Master degree students; 20 MSL a month - for researchers, teachers of higher education and research institutions, Doctor degree students.
- To assign not more than 3000 MSL a year for payments for scientists’ of the Republic of Lithuania going to higher education and research institutions abroad and international forums.
- To establish that: 4.
- persons going for studies and research studies abroad in accordance with international and interdepartmental agreements co-ordinated by the Department of Science and Higher Education under the Ministry of Education and Science (further referred to as Department of Science and Higher Education) and granted State scholarships mentioned in paragraph 1 of this Decree can also receive other payments provided for in agreements (to cover travel, health insurance, accommodation, visa expenses etc.) from the means assigned for respective scholarships mentioned in paragraph 2 of this decree; 4.
- Scholarships and other payments referred to in paragraphs 1-3 and 4.1 of this Decree shall be granted through open competition and paid out under the order of the authorised institution on the proposal of the Lithuanian Commission for International Studies; 4.
- State scholarships and other payments shall be paid out from state budgetary assignations of the Republic of Lithuania allocated for study loans and assignations allocated to the Department of Science and Higher Education for other fundamental research and other institutions (common needs of higher education and research). 4.
- provisions of this Decree shall not be applied if international agreements or laws of the Republic of Lithuania do not provide for other cases.
- To approve the attached: 5.
- Regulations on granting State scholarships and payments for citizens’ of the Republic of Lithuania studies, research studies abroad; 5.
- Regulations on granting State scholarships and payments for foreigners’ studies, research studies in Lithuania; 5.
- Regulations on allocation of payments for scientists’ of the Republic of Lithuania going to higher education and research institutions and international forums abroad;
- To charge the Department of Science and Higher Education: 6.
- to prepare and approve the procedure of arranging competitions for State scholarships and payments and the order of paying out the allocated means which must foresee that: 6.1.
- the Department decides what documents must be submitted for a competition, determines selecting criteria and the way of evaluation (due attention must be given to priority fields), deadlines for submitting the documents and dates of selection; 6.1.
- the Department disseminates the information about competitions and amounts of scholarships (advertises it in the daily with the biggest circulation, through radio and on TV), informs higher education and research institutions, from January 1, 1999 - through Internet as well; 6.1.
- candidates’ conformity to every criteria of selection is evaluated by points in accordance with the order and methods established before the competition; 6.1.
- if necessary, experts who shall make their conclusions in writing, may be involved in the evaluation; 6.1.
- a person having received the biggest number of points is granted a scholarship or other allocation. If several candidates receive equal number of points, the decision shall be made by the Lithuanian Commission for International Studies; 6.
- not rarer than every two years, with due regard to the economic development of the Republic of Lithuania, proposals of ministries, priorities of education and science and the demand for specialists, to make proposals to the Government of the Republic of Lithuania to approve priority fields for studies abroad; 6.
- to approve: 6.3.
- a model Agreement for Studies Abroad; 6.3.
- a model Agreement for Research Studies Abroad”. Prime Minister Gediminas Vagnorius Minister of Education and Science Kornelijus Platelis Approved by Decree No.1320 of the Government of the Republic of Lithuania on November 13, 1996 (new wording by Decree No.707 of the Government of the Republic of Lithuania on June 12, 1998) REGULATIONS ON ALLOCATION OF PAYMENTS FOR SCIENTISTS OF THE REPUBLIC OF LITHUANIA GOING TO HIGHER EDUCATION AND RESEARCH INSTITUTIONS ABROAD AND INSTERNATIONAL FORUMS General Provisions
- Payments for Master and Doctor degree students, teachers, research workers and scientists of the Republic of Lithuania (further referred to as “scientists”) going to higher education and research institutions abroad and international forums may be allocated when they go to: 1.
- especially important forums: 1.1.
- to give a lecture; 1.1.
- to present his/her research project; 1.1.
- to maintain scientific work; 1.1.
- to receive an award of the other state or foundation for his/her scientific work; 1.
- to participate in international commissions on issues of education, higher education, research and technologies or to join to consideration of research projects; 1.
- to participate in an international exhibition in the field of education, higher education and technologies and to present his/her exposition; 1.1.
- to represent his/her country as a co-ordinator of an international programme on issues of education, higher education and technologies empowered in order established by laws of the Republic of Lithuania; 1.1.
- to participate in the activity of international organisations on issues of education, higher education and technologies (to join new programmes); 1.
- higher education and research institutions: 1.2.
- to prepare or revive training courses, study programmes that are planned to be launched in higher education and research institutions; 1.2.
- to select scientific material in libraries, archives of another country that is indispensable in his/her future research work; 1.2.
- to carry out investigations and experiments if there are no favourable conditions for it in Lithuania; 1.2.
- to participate in teaching to apply the newest training processes and technologies in the chosen field of studies and research.
- Payments necessary to cover travel expenses, membership (registration) fee or rent of living quarters (further referred to as “payments”) may be allocated. A person may be granted only one kind of these payments and only in cases when the receiving institution in a foreign country or supporters guarantee other financial maintenance. Procedure of Allocation of Payments
- The amount of money allocated to a scientist must not exceed 35 MSL (amount of MSL fixed by the Government of the Republic of Lithuania valid on the day of payment shall be observed) in two years. If a scientist is granted the maximum sum of money (at once or in several times), he may apply for another payment only after 3 years following the date of allocation of the payment.
- Competitions for payments are arranged by the Department of Science and Higher Education following the prepared and approved order On Competitions for State Scholarships and Payments and the Order of Paying out the Allocated Money.
- Decisions on allocation of payments shall be given by the Lithuanian Commission for International Studies (further referred to as “Commission”).
- A scientist in accordance with work agreement taking a primary post in higher education and research institution of Lithuania may submit an application for support.
- The following documents shall be submitted for consideration: 7.
- an application form (a form approved by the Department of Science and Higher Education) and a well grounded request; 7.
- a letter of mediation from the institution in which a person is working or studying, from a research adviser; 7.
- official confirmation from an international organisation (higher education and research institution) that a person is invited to participate in an international forum or to visit an institution with the information about financial support received (with translation into the State language); 7.
- description of research or artistic activity with a list of the most important research (artistic) works and publications; 7.
- Two references (one from a representative of the higher education and research institution in which a scientist is working or studying, the other one - from a competent scientist working in field of study or research chosen by the applicant; position of the person recommending a scientist, institution, research degree address and telephone number shall be indicated); 7.
- a certificate confirming the received financial assistance from other supporters.
- Applications for financial support shall be considered at the meetings of the Commission not rarer than once in 2 months. Rendering an Account
- A scientist, having returned from an international forum (higher education institution), within a period of 3 days shall render an account to the Department of Science and Higher Education submitting voucher for usage of the means allocated to him/her and an official report on the participation in the forum (a form approved by the Department of Science and Higher Education).
- Without decision of the Commission the sum of money allocated cannot be used by the same person for participation in another international forum.
- A scientist, having not left for participation in the international forum (to higher education and research institution), must inform in writing the Department of Science and Higher Education and return the money paid out to him/her to it. Approved by Decree No.1320 of the Government of the Republic of Lithuania on November 13, 1996 (new wording by Decree No.707 of the Government of the Republic of Lithuania on June 12, 1998) REGULATIONS ON GRANTING STATE SCHOLARSHIPS AND PAYMENTS FOR CITIZENS’ OF THE REPUBLIC OF LITHUANIA STUDIES, RESEARCH STUDIES ABROAD General Provisions
- These Regulations regulate the order of granting scholarships and accountability for them: 1.
- State scholarships for citizens’ of the Republic of Lithuania postgraduate studies in higher education and research institutions of foreign countries (further referred to as “scholarships for postgraduate studies”); 1.
- State scholarships for citizens’ of the Republic of Lithuania periods of studies in higher education and research institutions of foreign countries (further referred to as “scholarships for periods of studies”); 1.
- State scholarships for citizens’ of the Republic of Lithuania research studies in higher education and research institutions of foreign countries (further referred to as “scholarships for research studies”).
- With due regard to the prognosis of the demand for specialists and priority fields for studies abroad, scholarships for postgraduate studies shall be granted to citizens of the Republic of Lithuania (further referred to as “citizens”) under the age of 35 sent to acquire higher education (to pursue Master’s or Doctor’s degree) abroad in a way of an open competition: 2.
- to students going abroad in accordance with intergovernmental, interdepartmental or academic mobility programme co-ordinated by the Ministry of Education and Science or the Department of Science and Higher Education (further referred to as ”international programmes”); 2.
- to students going abroad in accordance with agreements between higher education institutions; 2.
- to students having won competitions announced by the Department of Science and Higher Education for studies financed by foreign countries; 2.
- to students going abroad on their own initiative for studies in the field included in the list of priority fields of studies abroad;
- With due regard to the prognosis of the demand for specialists, scholarships for periods of studies shall be granted to citizens going to study programmes not available at higher education and research institutions of Lithuania; programmes of special interest from the point of view of citizens’ research (artistic) activity; programmes included into a list of priority fields of studies abroad. Scholarships for periods of studies shall be granted: 3.
- to students of basic studies (not younger than third year students, if agreements do not provide for other cases) and postgraduate students, young researchers of higher education and research institutions sent in accordance with international agreements for a period of basic or postgraduate studies foreseen in them; 3.
- to students of basic or postgraduate studies for a 2-10 months’ period; 3.2.
- to students of higher education and research institutions sent in accordance with agreements between higher education institutions; 3.2.
- to citizens having won competitions announced by the Department for places financed by foreign countries; 3.2.
- to citizens sent by state institutions of Lithuania to study specialised programmes necessary for specialists to acquire a qualification or improve it; 3.2.
- to citizens going on their own initiative to study programmes included into a list of priority fields of studies abroad.
- Scholarships for research studies shall be granted for a period of 1-5 months or a period foreseen in international agreements to postgraduate students of higher education and research institutions, young scientists, teachers, research workers of higher education and research institutions of Lithuania (under the age of 50) going to higher education and research institutions abroad: 4.
- to select material necessary for further research work in libraries, archives of other countries; 4.
- to carry out investigations and experiments if there are no favourable conditions for it in Lithuania; 4.
- to participate in joint research programmes with partners abroad; 4.
- to participate in courses (seminars) on application of the newest training appliances and technologies in the chosen field of studies and research; 4.
- to prepare, revive courses, study programmes that are planned to introduce into the curriculum of higher education institution in the nearest future;
- Scholarships mentioned in paragraph 1 of these Regulations shall be granted only for studies in such higher education and research institutions of foreign countries qualifications or research degrees awarded by which are recognised in Lithuania and exceptionally in cases when the receiving institutions or supporters cover a part of study, research study expenses.
- Taking into consideration obligations of each party provided for in international agreements and following the order determined by these Regulations for granting scholarships for studies, research studies, payments to cover round-trip, compulsory health insurance, accommodation in hostels, visa and other expenses ( further referred to as “payments) may be allotted.
- Citizens having completed postgraduate studies, periods of studies or research studies abroad, must return to continue their studies in higher education and research institutions of Lithuania or work in State or municipal educational institutions of Lithuania, higher education and research institutions or get employed in enterprises, institutions or organisations (further referred to as “institutions”) of Lithuania.
- Competitions for scholarships and payments mentioned in paragraphs 1 and 6 of these Regulations shall be organised by the Department of Science and Higher Education following the prepared and approved order On Competitions for State Scholarships and Payments and the Order of Paying out the Allocated Money.
- Decisions concerning granting of scholarships and payments shall be made by the Lithuanian Commission for International Studies (further referred to as “Commission”). Requirements to Candidates
- A person applying for a State scholarship for studies or research studies must: 10.
- have completed: 10.1.
- basic studies in a higher education and research institution diploma of which is recognised in Lithuania - if he/she applies for Master degree or equivalent studies ( priority is given to persons having commenced Master degree studies); 10.1.
- Master degree or equivalent studies in a higher education institution diploma of which is recognised in Lithuania - if he/she applies for Doctor degree or equivalent studies ( priority is given to persons having taken doctoral exams); 10.
- be at least a 3rd year student (if agreements or requirements of the competitions do not provide for other cases) - if a person applies for a scholarship for a period of studies; 10.
- be a Master or Doctor degree student, a teacher or a scientist of a higher education and research institution - if he/she applies for a scholarship for research studies; 10.
- be a citizen of the Republic of Lithuania; 10.
- have excellent skills of the language of the country where to he/she is going to study or the language which will be a language of instruction (priority is given to persons having submitted a certificate of excellence of the language or a certificate showing the test taken issued by the institution officially recognised and licensed e.g. TOEFL, GMAT, GRE - for the English language, DALF - for the French language, a certificate of Goethe institute - for the German language); 10.
- be under 35 years of age (till the moment of submitting documents) - if he/she applies for a scholarship for studies; 10.
- formulate the purpose of studies, research studies abroad and give a detail plan-programme of studies, research studies (in a case of studies, priority shall be given to students studying the field included into priorities of studies abroad approved by the Department of Science and Higher Education; 10.
- be healthy both physically and mentally (a medical certificate required by a foreign country or a medical certificate for studies abroad issued by a medical institution of Lithuania shall be submitted). A medical certificate is not required from persons leaving for periods of studies and research studies shorter than 4 months; 10.
- be accepted or wishing to study in a higher education institution of a foreign country diploma awarded by which is recognised in Lithuania; have an agreement of the receiving higher education and research institution (when a person goes for research studies. Criteria of Selection
- Criteria of selection shall be as follows: 11.
- results of studies, research or pedagogical activity; 11.
- education acquired, knowledge and achievements in the chosen field of studies or research; 11.
- conformity of the field of studies or research to the priorities of Lithuania; 11.
- excellent foreign language skills; 11.
- financial conditions of studies, research studies: free studies or research studies, tuition fee covered by the receiving institution or supporters; 11.
- motivation and purpose of studies, research studies; 11.
- person’s general development, preparedness for studies or research studies abroad. Documents Required for the Competition
- A candidate shall submit for the competition: 12.
- an application form and well grounded request (a form approved by the Department of Science and Higher Education); 12.
- a letter of mediation from the institution in which a person is studying or working; 12.
- a letter from the higher education and research institutions confirming acceptance for studies, research studies and other information relating to his/her studies, research studies abroad including information about financial support received (with translation into the State language); 12.
- documents showing the education acquired, academic records for applicants for a scholarship for studies, sealed by the institution which has issued them or notarised; 12.4.
- academic records of the last two terms; 12.4.
- a copy of a Bachelor’s diploma or equivalent and a supplement (evaluation of subjects) - for Master degree studies; 12.4.
- a copy of a Master’s diploma or equivalent and a supplement and examination marks (if taken) - for Doctor degree studies; 12.
- a description of research (artistic) activity, a list of the most important research (artistic) works and publications; 12.
- two recommendations (one from the higher education and research institutions in which he/she is (was) studying or working, the other one - from a competent scientist working in the field chosen for studies or research studies, tutor, research adviser etc.); 12.
- a certificate confirming received financial assistance from other supporters and (or) a copy of the agreement on a basis of which he/she is going to continue his studies if such an agreement has not been registered at the Department of Science and Higher Education; 12.
- a certificate issued in the order established by the Government of the Republic of Lithuania concerning recognition of the prospective qualification in Lithuania (not necessary in the case of research studies) and other documents determined by the terms of the competition. Granting of Scholarships and Payments and Suspension of Payments
- Candidates for State scholarships and payments may be nominated by higher education and research institutions, ministries, institutions of the Republic of Lithuania, applicants may apply on their own initiative.
- State scholarships shall be payed out at once for an academic year not longer than 10 months’ period of studies and research studies. Amount of MSL fixed by the Government of the Republic of Lithuania valid for the day of payment shall be observed. The scholarship granted for the next year shall be payed out after a person submits academic records or report on research activity of the previous year and a reference from the institution of higher education and science abroad in which he/she is studying.
- A State scholarship for periods of studies, research studies can be allotted for the same person once in three years.
- After a person signs an Agreement for Studies (Research Studies) Abroad, the scholarship shall be shall be paid out in cash or transferred to his/her personal account in one of the institutions of the Bank of Lithuania.
- The Commission may cancel an Agreement for Studies (Research Studies) Abroad (further referred to as “Agreement”) if: 17.
- a person has given false information about him/herself, his/her studies or research studies; 17.
- the Department of Science and Higher Education receives information from the higher education and research institution abroad or through diplomatic channels about a citizen’s unsatisfactory academic performance, infringement of academic discipline; 17.
- a citizen does not leave for studies or research studies in time; 17.
- a citizen refuses (looses) citizenship of the Republic of Lithuania; 17.
- a citizen violated or does not observe the terms of the agreement.
- After the Commission decided to cancel the agreement with a citizen, the head of the Department of Science and Higher Education shall break off the Agreement and shall notify the person about the decision given. On the grounds of the decision of the Commission the Department shall exact in legal form the sum of money paid out to the person.
- If a person was granted a scholarship, but for some reasons does not leave for studies that year, the scholarship granted for his studies, research studies cannot be transferred to the next academic year, its allocation is cancelled. Rendering an Account
- A person having completed his/her studies, research studies abroad submits to the Department of Science and Higher Education an exhaustive report on completed studies, research studies (a form approved by the Department) and a copy of a document confirming completion of studies, research studies.
- The head of the Department of Science and Higher Education shall exact in legal form the sum of money paid out to the person if: 21.
- having completed studies abroad he/she does not get employed as it is provided for in the Agreement or otherwise violate the terms of the Agreement; 21.
- having completed a period or studies, research studies abroad he/she does not come back to continue his/her studies or work in the institution from which he/she has left.
- Having getting employed in the Republic of Lithuania (every time changing his/her work during the period foreseen if the Agreement) a citizen shall inform the Department of Science and Higher Education about it in writing.
- A citizen who was granted a scholarship for studies abroad upon expiration of the period provided for in the Agreement for his/her working activity, renders an account to the Department of Science and Higher Education and submits a reference from the place of work (a form approved by this Department). Approved by Decree No.1320 of the Government of the Republic of Lithuania on November 13, 1996 (new wording by Decree No.707 of the Government of the Republic of Lithuania of June 12, 1998 REGULATIONS ON GRANTING STATE SCHOLARSHIPS AND PAYMENTS FOR FOREIGNERS’ STUDIES AND RESEARCH STUDIES IN LITHUANIA General Provisions
- State scholarships for foreigners' studies and research studies in Lithuania (further referred to as "scholarships") shall be granted on a competitive basis to students, young scientists and teachers of higher education and research institutions of foreign countries (further referred to as "foreigners"), coming to Lithuania in accordance with international, interdepartmental agreements and academic mobility programmes co-ordinated by the Ministry of Education and Science or the Department of Science and Higher Education (further referred to as "agreements"). Other payments, provided for in agreements, such as tuition fees, accommodation, health insurance, visa and other expenses, may also be allocated to foreigners.
- Candidatures for scholarships shall be proposed by ministries of education and science (or other ministries co-ordinating this field of activity), diplomatic representatives or international co-ordinators of academic exchange programmes (further referred to as "foreign co-ordinators") in accordance with the procedure and norms established by international agreements. Procedure of Granting and Paying out the Scholarships
- Competitions for scholarships and payments mentioned in paragraph 1 of these Regulations shall be announced by the Department of Science and Higher Education following the prepared and approved Order on Competitions for State Scholarships and Payments and the Order of Paying out the Allocated Money.
- On the decision of the Lithuanian Commission for International Studies (further referred to as “Commission”) State scholarships shall be granted for a period of 1-10 months in accordance with the norms provided for in international agreements.
- Scholarships granted and other payments the Department of Science and Higher Education shall transfer to the accounts of respective Lithuanian institutions of higher education and science admitting foreigners for studies, research studies. Amount of MSL fixed by the Government of the Republic of Lithuania valid on the day of payment shall be observed.
- The Department of Science and Higher Education shall inform co-ordinators in foreign states and institutions of higher education and research admitting foreigners for studies, research studies on the decision concerning scholarships and other payments.
- A foreigner, on expiration of the period of studies, research studies, financed by the Republic of Lithuania, shall inform in writing this Department about the completed semester, course, programme or research visit communicating a sealed certificate from the higher education and research institution of Lithuania concerning completion of his/her studies, research studies.
- On the decision of the Commission the scholarship for a foreign citizen may be cancelled if higher education and research institution of the Republic of Lithuania informs the Department of Science and Higher Education that a foreigner does not attend lectures regularly without any valid excuse or infringes academic discipline of the institution.
- A foreigner, the higher education and research institution in which the foreigner is studying, and a co-ordinator of a respective foreign country shall be informed about the cancellation of the scholarship.
- In case a foreigner does not come for his/her studies, research studies to Lithuania for one reason or another, the institution of education and research or another State institution of Lithuania, to which account means for the scholarship and other payments were transferred, must return the money that was not paid out to the foreigner to the budgetary account of the Department of Science and Higher Education within a period of a month.
