GOVERNMENT OF THE REPUBLIC OF LITHUANIA Official translation GOVERNMENT OF THE REPUBLIC OF LITHUANIA RESOLUTION No 213 ON THE FORMATION OF THE RURAL SUPPORT FUND 12 March 1997 Vilnius The Government of the Republic of Lithuania h a s r e s o l v e d:

1. To form the Rural Support Fund by liquidating the Fund of the Republic of Lithuania for Support to Agriculture, the Farmer Support Fund and the Fund for Support to Agriculture (funds received from the sale of the grain delivered from US). The Rural Support Fund shall be at the disposal of the Ministry of Agriculture and Forestry.
2. To establish that the Rural Support Fund is formed yearly of the following sources: 2.
3. the funds of the Lithuanian State budget allocated to finance the National Agriculture Development Program; 2.
4. the repayable soft loans taken out pursuant to Resolution No. 168 ‘On the Utilisation of Funds of the Fund for Support to Agriculture Received from the Sale of the Grain Delivered from US’ approved on 16 March 1992 by the Government of the Republic of Lithuania (Official Gazette No 16-433, 1992), Resolution No 508 ‘On Support to Farmers’ approved on 22 June 1994 by the Government of the Republic of Lithuania (Official Gazette No 49-919, 1994), and Resolution No 459 ‘On the Formation and Use of 1996 Fund for Support to Agriculture’ approved on 16 April 1996 by the Government of the Republic of Lithuania (Official Gazette No 33-904, 1996), as well as the interest rate of 2 percent on said loans and money available in the funds mentioned above; 2.
5. the support funds and charity money of the legal and natural persons of the Republic of Lithuania and foreign countries allocated to support the Lithuanian farmers, as well as 5-percent deductions from the Agrarian Reform Fund; 2.
6. other sources envisaged by the Government of the Republic of Lithuania.
7. To approve the following principal guidelines for the use of the money of the Rural Support Fund: 3.
8. to implement the measures for the economic regulation of agricultural market and sustaining of the income of farmers and agricultural companies - to pay subsidies for the agricultural produce bought up according to quotas and for breeding material, to buy up agricultural produce and promote export thereof, to keep up the minimum (marginal) prices, to cover partly the interest on loans and to provide support in case of emergency; 3.
9. to take part in the implementation of priority investment programs for the settlement of farmers, co-operation and agriservice, new machines and technologies, seed growing and stock breeding, organic farming, reforming of agricultural activities in low productivity land, and development of analysis system for product quality; 3.
10. to conduct scientific research in agriculture, consulting and training, and creation of information system for agriculture; 3.
11. to develop the social infrastructure for rural areas; 3.
12. to take part in the formation of agricultural loan guarantee fund in order to enable the attraction of credit resources from Lithuanian and foreign banks for implementation of agricultural investment programs; 3.

The Government of the Republic of Lithuania Revision of Resolution No 320 of 20 March 1998 (from 26 March 1998) (Official Gazette No 28-746, 1998) and of Resolution No 815 of 12 July 1999 (from 17 July 1999) (Official Gazette No 62-2045, 1999) special money provisions for expenditure on the soft loans issued by the Lietuvos Žemės Ūkio Bankas Joint-stock Company from the Fund of the Republic of Lithuania for Support to Agriculture, the Farmer Support Fund and the Fund for Support to Agriculture (funds received from the sale of the grain delivered from US) and for expenditure on the soft loans issued by the Lietuvos Žemės Ūkio Bankas Joint-stock Company using the funds which had been utilised to increase the equity capital of said bank pursuant to the Law on the Partly Utilisation of 1992 Credit Emission of the Lietuvos Bankas of the Republic of Lithuania for Increasing the Equity Capital in the Lietuvos Žemės Ūkio Bankas Joint-stock Company (Official Gazette No 104-2628, 1997).
14. To establish that funds of the Rural Support Fund are not allocated to the formation of credit resources, whereas, the soft credits for accumulating working capital are extended only by decision of the Government of the Republic of Lithuania.
15. To charge the Ministry of Agriculture and Forestry with the task of working out the regulations for formation and utilisation of the Rural Support Fund within a month after this resolution becomes effective and, after informing the Government of the Republic of Lithuania thereof, to approve these regulations and provide a report to the Government of the Republic of Lithuania on the utilisation of Fund’s money annually, every six months and at the end of financial year.
16. The following resolutions shall become invalid: 6.
