RESOLUTION OF THE GOVERNMENT official translation GOVERNMENT OF THE REPUBLIC OF LITHUANIA RESOLUTION No. 1480 REGARDING THE APPROVAL OF THE PROCEDURE FOR PUBLISHING PRIOR INDICATIVE NOTICES OF PROCUREMENT INTENDED IN THE CURRENT FINANCIAL YEAR 27 December 1999 Vilnius Pursuant to subparagraph 1, paragraph 2 of Article 12 of the Law of the Republic of Lithuania on Public Procurement, the Government of the Republic of Lithuania has resolved:

  1. To approve the procedure for publishing prior indicative notices of procurement intended in the current financial year (appended).
  2. To establish that the contracting authorities shall publish prior indicative notices from 1 January

GENERAL PROVISIONS
  4. This Procedure shall regulate the publication of prior indicative notices of the intended procurement in the current financial year (hereinafter referred to as prior notices) and presentation thereof for publication.
  5. Prior notices contain the information of procurement intended in the current financial year, prepared by the contracting authority in accordance with the requirements prescribed by the Public Procurement Office under the Government of the Republic of Lithuania (hereinafter referred to as the Public Procurement Office) and published in compliance with this Procedure. II. CONTENTS OF NOTICES
  6. The following information must be presented in the prior notices: 3.
  7. the name, code, address, telephone and fax numbers of the contracting authority; 3.
  8. specifications of procurement intended in the current financial year: 3.2.
  9. names of products to be supplied, accurate or approximate amount of the products and their delivery address; 3.2.
  10. type of services to be provided and the place of their provision; 3.2.
  11. short description of works to be performed and the place of their performance; 3.2.
  12. codes of the objects of procurement laid down in pursuance of the methodology of Identification of Products, Services and Works approved by the Public Procurement Office; 3.2.
  13. intended procedures of public procurement.
  14. Where available, the following information shall be given in the prior notices: 4.
  15. the planned date of beginning of procurement procedures; 4.
  16. the projected date of commencement of works; 4.
  17. the projected time limits of completion of works 4.
  18. other information deemed necessary by the contracting authority. III. PUBLISHING OF PRIOR INDICATIVE NOTICES
  19. Prior notices shall be published in the information supplement to the “Official Gazette” where: 5.
  20. the value of intended procurement of products or services during the financial year is not less than: 5.1.
  21. LTL 75 thousand, where procurement is effected with the funds specified in subparagraphs 1 and 2 of paragraph 1 of Article 1 of the Law of the Republic of Lithuania on Public Procurement; 5.1.
  22. LTL 1.8m where procurement is effected with the funds of undertakings specified in subparagraph 3 of paragraph 1 of Article 1 of the Law of the Republic of Lithuania on Public Procurement; 5.
  23. the value of intended procurement of works is not less than: 5.2.
  24. LTL 300 thousand, where procurement is effected with the funds specified in subparagraphs 1 and 2 of paragraph 1 of Article 1 of the Law of the Republic of Lithuania on Public Procurement; 5.2.
  25. LTL 1m where procurement is effected with the funds of undertakings specified in subparagraph 3 of paragraph 1 of Article 1 of the Law of the Republic of Lithuania on Public Procurement.
  26. In addition to the publication specified in paragraph 5, in the cases provided for in paragraph 3 of Article 12 of the Law of the Republic of Lithuania on Public Procurement, prior notices shall also be published in publications with international circulation or specialised publications.
  27. Prior notices shall be published at the beginning of every financial year or at the earliest time after the passing of the decision to effect specific public procurement but not later than 30 days before the publication of the invitation to participate in procurement procedure. IV. PRESENTATION FOR PUBLISHING OF PRIOR NOTICES
  28. Prior notices shall be sent for publishing to the editorial offices of the publications specified in paragraphs 5 and
  29. Information for the publishing of prior notices shall be presented to the editorial office of the “Official Gazette” in writing in accordance with the form established by the Public Procurement Office.
  30. Prior notices shall be presented to the editorial offices of publications with international circulation or specialised publications according to the procedure laid down by the editorial offices of the above publications.
  31. Prior notices shall be presented to the editorial offices of publications for publishing by the head of the contracting authority or the person authorised by him. V. FINAL PROVISIONS
  32. Prior notices shall be published in the information supplement to the “Official Gazette” in the Lithuanian language, whereas in the publication with international circulation or specialised publication - at least in one of the languages in which the publication is issued.
  33. The contracting authority shall be responsible for the authenticity of translation of prior indicative notices published in foreign languages.
