La consommatiori reguliere de cannabis constitue surtol.it pour les jeunes un handicap qui peut jouer en leur defaveur tant au niveau personnel (sa.nte mentale et rela.tionnelle) que professioimel. . . Les consommateurs de. marijuana avant les annees 2000 consommaient un prodliit avec un taux de THC d'environ 5%. Depuis lors la teneur en THC n'a cesse d'augmenter et depasse les 15%, voire plus en fonction des varietes cultivE§es. Marihuana-Verkaufe ha, .ben in denjenigen LJS-Staaten, in denen Marihuana legal erhalt lich ist, im letzten Jahr 8 Milliarden US-Dollar erreicht, un.d der Verkaufserlos im Jahre 2025 wird auf 24 Mllliarderi geschatzt [1]. Dabe! haben diese Bundesstaaten im letzten Jahr 745 Millionen US-Dollar an Steuern eingenommen, und im Jahre 2025 werden diese auf 4,3 Milliarden kalkuliert. Dlese werden aber die Folgekosten (direkte Gesundheitskosten; Berufsausfalle, Sozialkosten) - wie bei der Tabakepidemie in Zukunft nicht decken. Die Anzahl der· Cannabiskonsumenten, die alter als 12 Jahre sind, wird in den USA auf 22 Millionen Men, schen geschatzt, davon beniitzen IO% Cannabis nur fiir medizinische Zwecke. Die Anzahl der Cannabisraucher ist van 6,2% im Jahre 2002 auf 8,3% im Jahre 2015 In einem ausfiihrlichen liericht, Tracking the money that's legalizing marijuana and why it· matters, hat nun die National Families in Action (NIFA) erstmals detailliert die Geldtliisse dokurnentiert, die fur Abstimrilun- · gen zur Legalisierung von Cannabis in den USA in den let.zten io Jahren eingesetzt wurden [15]. Dabei wird auch offensichtlich, dass der Kampf fiir die Zulassung von Cannabis.filr medizinische Zwecke nur als Vorstufe fiir die splitere vollstiindige . Legalisierung benutzt wurde. Seit 1996 haben drei Milliardiire - George Soros, Peter Lewis und John Sperling - nmd BO% des Geldes beigetragen, das fur die Abstimmungen in den einzelnen US-Staaten eingesetzt wurde. Schon .1992 ha~ George Soros, der sein Vermogen als Finanzspekµlant gemacht ha.t. 15 Millionen US Dollar fiir den Abstimmungskampf zur Legalisierung von Cannabis fiir"medizinische Zwecke gespendet. Erst spater hat er seine Open Society Foundation im Kampf fiir ein~ voilsllindige Legalisierung (zuerst in Uruguay) eingesetzt [16]. Die anderen zwei Milliardiire, Peter Lewis und John Sperling, haben ihr Vermogen mit Versicherungsgeschiiften bzw. mit demfor-profit education movement im Bildungsbereich gemacht und sind inzwischen verstorben. According to the report, around 284million people aged 15-64 used drugs worldwide in 2020, a 26 per cerit increase over the previous decade. Young people are usin~ more drugs, with use levels today in many countries higher than with the previous generation. In Africa arid Latin America, people under 35 represent the majority of people being treated for drug use disorders. Globally, the report estimates that 11.2 million people worldwide were injecting drugs. Around half of this number were living with hepatitis C, 1.4 million were living with HIV, and 1.2 million were living with both. Reacting to these findings, UNO DC Executive Director Ghada Waly stated: "Numbers for the manufacturing and seizures of many illicit drugs are hitting record highs, even as global emergencies are deepening vulnerabilities.
