- Henri La Ministre de la Famille et de l’Intégration, Marie-Josée Jacobs La Ministre de l’Education nationale et de la Formation professionnelle, Mady Delvaux-Stehres Le Ministre des Sports, Jeannot Krecké La Secrétaire d’Etat à la Culture, à l’Enseignement supérieur et à la Recherche, Octavie Modert Doc. parl. 5736; sess. ord. 2006-2007 et 2007-2008 AGREEMENT between the Government of the Grand Duchy of Luxembourg and the Government of the Republic of Croatia on co-operation in the fields of culture, education, science, youth and sport The Government of the Grand Duchy of Luxembourg and the Government of the Republic of Croatia hereinafter referred to as the «Contracting Parties»; Guided by the desire to develop and strengthen the friendly relations and co-operation existing between the two countries and in order to promote a mutual awareness of the achievements and heritage of each country in the fields of culture, education, science, youth and sport; Proceeding from the principles enunciated in the Charter of the United Nations; Considering that the development and strengthening of co-operation and friendly relations between the two countries in accordance with the said principles will promote confidence, mutual understanding and friendship between the peoples of the two States; HAVE AGREED AS FOLLOWS: Article 1 The Contracting Parties shall develop co-operation in the fields of culture, education, science, youth and sport. Article 2 The Contracting Parties shall promote the development of contacts in the fields of higher education, in particular through exchange visits of students and teachers from specialised and scientific institutions, as well as through the granting of scholarships. For that purpose there will be an exchange of textbooks, curricula, pedagogical and methodological materials. 703 Article 3 The Contracting Parties shall encourage co-operation between teachers and the organisation of workshops and seminars. Article 4 The Contracting Parties shall support co-operation in all the fields of culture and arts, getting the public of their respective countries acquainted with cultural heritage and contemporary cultural achievements of the other Contracting Party. To this end the Contracting Parties shall encourage various forms of co-operation in the fields of literature, music, visual and performing arts, as well as in publishing, film and other audiovisual media. The Contracting Parties shall encourage co-operation in the fields of protection and preservation of cultural heritage. Article 5 The Contracting Parties shall encourage direct contacts and exchanges between their respective cultural institutions, associations and individuals. The Contracting Parties shall encourage co-operation between their libraries, archives, museums and art galleries, concert organisations as well as between other respective cultural institutions and professional associations. Article 6 The Contracting Parties shall exchange information on cultural life in their countries as well as on international events organised in both countries and will encourage participation of the other Contracting Party in these events. Article 7 The Contracting Parties shall protect copyright and neighbouring rights in the fields of culture, art and education in accordance with their national laws and regulations as well as international obligations undertaken by the Contracting Parties. Article 8 The Contracting Parties shall encourage the exchange of specialists in the field of sport. They shall encourage the development of co-operation and exchanges in the various fields of sport, physical education and recreation through contacts between the competent sport organisations and institutions as well as through participation in sport meetings and competitions organised in the other country. Article 9 The Contracting Parties agree to promote the contacts between the respective Ministries responsible for youth and contacts between the national youth organisations and non-governmental organisations. Article 10 The present Agreement shall not affect any rights and duties the Contracting Parties have undertaken by concluding international agreements with other countries. Article 11 The Contracting Parties shall encourage and implement co-operation within international intergovernmental organisations, especially in the area of European integration processes. Article 12 The Contracting Parties, for the fulfilment of the objectives of the present Agreement shall establish a Joint Committee consisting of an equal number of representatives of the Contracting Parties, who shall meet as agreed upon at the request of either of the Contracting Parties, alternately in Croatia and in Luxembourg. This Joint Committee shall be responsible for periodical evaluation of the implementation of the present Agreement, proposal of programmes of co-operation and exchange. Article 13 The Contracting Parties have agreed that this Agreement shall not exclude the possibilities of other forms of cooperation which are not specified in this Agreement, but are in conformity with its objectives. 704 Article 14 This Agreement shall enter into force on the day of receipt of the last written notification by which the Contracting Parties notify each other, through diplomatic channels, that all conditions foreseen by their national legislation for its entry into force have been met. This Agreement shall be applied temporarily from the day of its signature. This Agreement shall remain in force for a period of five years and thereafter shall be automatically renewed for successive periods of five years unless denounced in writing by either Contracting Party through diplomatic channels. In such a case the denunciation of the Agreement shall become effective upon expiry of six months from the date on which either Contracting Party has received the notice of denunciation. In case of denunciation of this Agreement any programme of exchange, arrangement or project initiated under this Agreement and still in progress shall be implemented until completion thereof. DONE at Zagreb on February, 22nd 2007, in two originals, each in the English and Croatian languages, both texts being equally authentic.
