Any Member State of the Council of Europe may become a Member of the Fund by addressing a declaration to the Secretary General. This declaration shall contain acceptance of the present Articles of Agreement by the Government of the State concerned and the subscription by that Government of the number of participating certificates fixed in agreement with the Governing Board, in pursuance of Article IX, Section 3. paragraph 1. litt. a of the Articles of Agreement. a. Na podstawie art. 8 pkt 2 ustawy z dnia 14 czerwca 1991 r. o Krajowej Szkole Administracji Publicznej (Dz. U. Nr 63, poz. 266 i Nr 104, poz. 450, z 1996 r. Nr 106, poz. 496, z 1997 r. Nr 28, poz. 153 oraz z 1999 r. Nr 49, poz. 483) zarządza się, co następuje: § 1. Rozporządzenie określa wysokość stypendium, szczegółowe zasady i tryb ustalania, wypłacania oraz zwrotu stypendium i innych kosztów kształcenia w Kra- jowej Szkole Administracji Publicznej, zwanej dalej "Szkołą", a także przypadki, w których stypendium i inne koszty nie podlegają zwrotowi lub zwrotowi w części. § 2. 1. Słuchacze w otrzymują stypendium. czasie kształcenia w Szkole 2. Stypendium nie wypłaca się: 1) za dni nie usprawiedliwionej nieobecności słucha ­ cza, przy czym za dzień nieobecności uważa się także nieobecność na 6 godzinach zajęć w poszczególnych dniach, w okresie miesiąca kalendarzowego, 2) za dni usprawiedliwionej nieobecności słuchacza z innych przyczyn niż zdrowotne, jeżeli okres tej nieobecności trwa nieprzerwanie dłużej niż 7 dni zajęć lub przekracza 7 dni zajęć w miesiącu.
