  3. Obie Strony b´dà inicjowa∏y wspó∏prac´ w dziedzinie ochrony dziedzictwa kulturowego. Dokonajà wymiany informacji w odniesieniu do swych przepisów prawnych w tej kwestii. 1.
  4. Both Parties will initiate cooperation in the field of preservation of cultural heritage. They will exchange information concerning each other’s legislation in this field. 1.
  5. Obie Strony b´dà wspó∏pracowa∏y przy katalogowaniu, prowadzeniu badaƒ oraz konserwacji i restauracji dziedzictwa historycznego i kulturowego. Strony zagwarantujà specjalistom i grupom badaczy drugiej Strony dost´p do miejsc nale˝àcych do dziedzictwa historycznego i kulturowego oraz do informacji dotyczàcych tych miejsc. 1.
  6. Both Parties will cooperate in the area of cataloguing, undertaking research as well as conservation and restoration of historical and cultural heritage. The Parties will guarantee access to places of historical and cultural heritage (including information about them) for specialists and groups of researchers of the other Party. 1.
  7. Polskie muzea archeologiczne i Muzeum Narodowe w Warszawie oraz Izraelska Administracja Zabytków Staro˝ytnoÊci wyra˝ajà zainteresowanie wspó∏pracà w dziedzinie archeologii i rozwa˝à mo˝liwoÊci wymiany ekspertów, ∏àcznie z udzia∏em archeologów polskich w wykopaliskach w Izraelu. 1.

Polish archaeological museums and the National Museum in Warsaw, as well as the Israeli Authority for Antiquities, express their interest in cooperation in the area of archaeology and will consider the possibilities of exchanging experts, including the participation of Polish archaeologists in archaeological excavations in Israel. Konkretne zasady i warunki takiej wspó∏pracy zostanà okreÊlone w trakcie kontaktów bezpoÊrednich mi´dzy Izraelskà Administracjà Zabytków Staro˝ytnoÊci a stosownymi w∏adzami polskimi. The specific rules and terms of such cooperation shall be defined in direct contacts between the Israeli Authority for Antiquities and the appropriate Polish authorities. 1.

Âwiadome wagi badaƒ nad historià polskiego ˚ydostwa i stosunków polsko-˝ydowskich obie Strony b´dà zach´ca∏y do tworzenia programów prowadzonych, mi´dzy innymi, przez ˚ydowski Instytut Historyczny w Polsce, Instytut Pami´ci M´czenników i Bohaterów Holocaustu Yad Vashem i uniwersytety w Polsce i w Izraelu. 1.

Appreciating the importance of the research on the history of Polish Jewry and of Polish-Jewish relations, both Parties will encourage programmes run, among others, by the Jewish Historical Research Institute in Poland, Yad Vashem, the Holocaust Martyrs’ and Heroes’ Remembrance Authority and universities in Poland and in Israel. W ramach tej wspó∏pracy ˚ydowski Instytut Historyczny proponuje prowadzenie wspólnych programów badawczych poÊwi´conych tej materii, w tym organizowanie, na zasadzie wzajemnoÊci, sta˝y naukowych ekspertów w archiwach, bibliotekach i muzeach. Zasady dotyczàce pokrywania kosztów pobytu przedstawicieli drugiej Strony b´dà ka˝dorazowo uzgadniane mi´dzy ˚ydowskim Instytutem Historycznym a zainteresowanà instytucjà w Izraelu. The Jewish Historical Research Institute offers, as part of this cooperation, to carry out joint research projects devoted to this matter, including the organisation, on the basis of reciprocity, of research stays of experts in archives, libraries and museums. The rules regarding the coverage of the costs of stay of the representatives of the other Party will be each time agreed upon between the Jewish Historical Research Institute and the interested institution in Israel. 1.

  12. Both Parties welcome and support the activities of the Jewish Historical Institute Association toward establishing in Warsaw the Museum of the History of Polish Jews. 1.
  13. Obie Strony do∏o˝à wszelkich staraƒ, aby wprowadziç w ˝ycie postanowienia Deklaracji sztokholmskiego Mi´dzynarodowego Forum poÊwi´conego Holocaustowi ze stycznia 2000 r. 1.
  14. Both Parties shall adopt the Declaration of the Stokholm International Forum on the Holocaust, January 2000, and will do their utmost to implement them. 1.
  15. Strony wyra˝ajà zadowolenie ze wspó∏pracy w dziedzinie nauczania mi´dzy instytucjami polskimi a Yad Vashem. Obie Strony, pragnàc rozwijaç studia nad Holocaustem, historià stosunków polsko-˝ydowskich i wspó∏czesnym Izraelem, zorganizujà co roku grupy do dwudziestu osób polskich nauczycieli i wychowawców, którzy b´dà uczestniczyli w specjalnych dwutygodniowych seminariach prowadzonych w j´zy- 1.
  16. The Parties express their satisfaction with the cooperation between Yad Vashem, and the Polish institutions in the field of education. Both Parties, wishing to develop the study of the Holocaust and the history of Polish-Jewish relations and of modern Israel, will organize annually a group of up to twenty Polish teachers and educators to participate in special two-week seminars in the Polish language in Yad Dziennik Ustaw Nr 143 — 11367 — Poz. 1598 ku polskim w Yad Vashem w Jerozolimie.   18. Both Parties welcome the cooperation between Yad Vashem and Auschwitz Museum concerning courses for teachers from Israel. 1.
  19. Strony wyra˝ajà zadowolenie ze wspó∏pracy mi´dzy polskà Komisjà Badania Zbrodni Przeciw Narodowi Polskiemu a Instytutem Yad Vashem, prowadzonej na podstawie umowy podpisanej w styczniu 1996 r. Obie Strony b´dà popiera∏y zacieÊnienie tej wspó∏pracy. 1.
  20. Both Parties express their satisfaction with the cooperation between the Polish Commission for Investigation of Crimes against the Polish People and Yad Vashem, on the basis of the Agreement signed in January
  21. Both Parties will encourage further intensification of this cooperation. The Parties will support and foster direct cooperation between museums and memorial sites in Poland and Yad Vashem. Strona izraelska odnotowuje z uznaniem dotychczasowe dokonania oraz wol´ w∏adz polskich uregulowania wszelkich spraw dotyczàcych obozów Êmierci OÊwi´cim-Brzezinka. Strona izraelska jest gotowa s∏u˝yç radà i pomocà w tych staraniach za poÊrednictwem swoich instytucji badawczych. The Israeli Party notes with appreciation the efforts that have been done by the Polish authorities and their intention to settle all the issues related to the Auschwitz-Birkenau death camps. The Israeli Party will be ready to advise and assist in these efforts, through its research institutions. 1.

Beth Hatefutsoth, The Museum of the Jewish Diaspora in Tel Aviv aims at closer cooperation with the Jewish Historical Research Institute (ZIH) in Warsaw, regarding the following: — genealogii ˝ydowskiej, —Jewish Genealogy — wystawy poÊwi´conej ˚ydostwu polskiemu, — An exhibition on Polish Jewry — po∏àczeƒ internetowych (strona www.bh.org.il) z publicznymi zbiorami polskimi w Bibliotece Narodowej, ˚ydowskim Instytucie Historycznym, Uniwersytecie Jagielloƒskim i innymi, — On-line connection (www.bh.org.il site) to Polish public collections at the National Library, the Jewish Historical Research Institute, the Jagiellonian University and others — wystawy poÊwi´conej malowanym kamieniom nagrobnym ˚ydów polskich. — An exhibition tombstones. 1.

Beth Hatefutsoth Museum wishes to cooperate with museums and universities in Poland, in their continuous research on the history of the Polish Jews, especially with the Jewish Historical Research Institute in Warsaw. Beth Hatefutsoth wyra˝a równie˝ ch´ç wspó∏pracy z Muzeum ˚ydowskim (UJ) w Krakowie w celu stworzenia wystawy internetowej poÊwi´conej Kazimierzowi, dzielnicy ˝ydowskiej Krakowa. Beth Hatefutsoth is also willing to cooperate with the Jewish Museum of the Jagiellonian University in Cracow, in order to create a WWW exhibition on Kazimierz, the Jewish quarter of Cracow. 1.

  27. The Israeli Party informs the Polish Party of the interest of the Beth Hatefutsoth in holding the ”Chronosphere” exhibition in Poland presenting 4000 years of Jewish history.

The Parties will encourage cooperation and exchange of experience in the field of education, in particular: — wymian´ programów szkolnych i edukacyjnych oraz informacji o systemach edukacyjnych, — exchange of curricula, educational programmes and information on educational systems, — wspólne seminaria i kursy. — joint seminars and courses, Dziennik Ustaw Nr 143 — 11368 — Poz. 1598 2.
  32. Obie Strony odnotowujà z zadowoleniem fakt zorganizowania konferencji w Jerozolimie w 1995 r. i w Warszawie w 1997 r., poÊwi´conych zaleceniom dotyczàcym podr´czników w Polsce i Izraelu. Obie Strony b´dà sprzyja∏y dalszej realizacji zaleceƒ Komisji Podr´cznikowej. 2.
  33. Both Parties note with satisfaction the holding of the Conferences in Jerusalem

(1995)and in Warsaw
(1997), on the recommendations concerning textbooks in Israel and in Poland. Both Parties will encourage the implementation of the recommendations of the Textbook Examining Committee. 2.3. Obie Strony wyra˝ajà zadowolenie z opublikowania pierwszego w j´zyku polskim podr´cznika dla nauczycieli, poÊwi´conego dziejom ˚ydów Polskich i Holocaustowi. 2.3. Both Parties welcome the publication of the first Polish language textbook for teachers on the subject of Polish Jews and the Holocaust. 2.4. Obie Strony, stosownie do swych mo˝liwoÊci i na zasadzie wzajemnoÊci, b´dà popiera∏y organizowanie seminariów i kursów dla nauczycieli i studentów historii z uniwersytetów i uczelni pedagogicznych. 2.4. Both Parties will, according to their possibilities and on the basis of reciprocity, support the organization of seminars and courses for history teachers and students from universities and teachers’ colleges. 2.5. Obie Strony b´dà zmierza∏y do realizacji Umowy o Wymianie M∏odzie˝y mi´dzy Rzàdem Rzeczypospolitej Polskiej a Rzàdem Izraela, sporzàdzonej w sierpniu 1991 r. w Warszawie, i popiera∏y wymian´ delegacji m∏odzie˝y reprezentujàcej ró˝ne Êrodowiska. 2.5. Both Parties will encourage the implementation of the Agreement on Youth Exchange between the Government of the Republic of Poland and the Government of Israel, signed in August 1991 in Warsaw and will continue to promote and encourage exchange of delegations of young people from various fields. 2.6. Ministerstwo Edukacji Narodowej Rzeczypospolitej Polskiej i Ministerstwo Edukacji Izraela b´dà popiera∏y, stosownie do swych mo˝liwoÊci, kontakty mi´dzy grupami m∏odzie˝y izraelskiej odwiedzajàcymi Polsk´ a ich rówieÊnikami z polskich szkó∏ Êrednich. 2.6. The Ministry of National Education of the Republic of Poland and the Ministry of Education of Israel will facilitate, according to their possibilities, contacts between groups of Israeli youth visiting Poland and their counterparts in Polish secondary schools. 3. Szkolnictwo wy˝sze i nauka 3. Higher education and science 3.1. Strony b´dà popiera∏y bezpoÊrednià wspó∏prac´ mi´dzy szko∏ami wy˝szymi, instytutami naukowymi i badawczymi. 3.1. The Parties will support direct cooperation between schools of higher learning, scientific and research institutes. Strony b´dà zach´ca∏y do nawiàzywania tego typu wspó∏pracy zgodnie z umowami zawieranymi bezpoÊrednio przez szko∏y wy˝sze i inne instytuty naukowe i badawcze. The Parties will encourage the establishment of such cooperation under direct agreements concluded between institutions of higher education and other scientific and research institutes. 3.2. Obie Strony b´dà zach´ca∏y do nauczania i studiowania dziedzictwa kulturowego, historii i j´zyków obu krajów. W zwiàzku z tym Strony z zadowoleniem odnotowa∏y fakt prowadzenia zaj´ç z j´zyka i kultury hebrajskiej w polskich szko∏ach wy˝szych oraz zaj´ç prowadzonych w Katedrze J´zyka i Kultury Polskiej na Uniwersytecie Hebrajskim w Jerozolimie. 3.2. Both Parties will encourage the teaching and studying of the cultural heritage, history and language of both countries. In this regard, the Parties welcome the existence of Hebrew language and culture instruction at Polish institutions of higher education and the Polish Language and Culture Chair at the Hebrew University of Jerusalem. 3.3. Obie Strony wyra˝ajà zadowolenie z Umowy o wspó∏pracy naukowej mi´dzy Polskà Akademià Nauk a Izraelskà Akademià Nauk Âcis∏ych i Humanistycznych, sporzàdzonej w Warszawie w listopadzie 1990 r. 3.3. Both Parties express their satisfaction with the Agreement on Scientific Cooperation between the Polish Academy of Sciences and the Israeli Academy of Sciences and Humanities, signed in Warsaw in November 1990. 3.4. Obie Strony b´dà popiera∏y wymian´ wizyt studyjnych pracowników naukowych i specjalistów reprezentujàcych ró˝ne dziedziny nauki i techniki, w ramach wspó∏pracy bezpoÊredniej mi´dzy instytutami naukowymi i badawczymi. 3.4. Both Parties will promote exchanges of researchers and specialists from different fields of science and technology for study visits, under direct cooperation between scientific and research institutes. 3.5. Strony odnotowa∏y z zadowoleniem, ˝e w wyniku realizacji artyku∏u 20 poprzedniego Programu 3.5. The Parties noted with satisfaction that as a result of the fulfilment of Article 20 of the previous Dziennik Ustaw Nr 143 — 11369 — Poz. 1598 polski Komitet Badaƒ Naukowych i izraelskie Ministerstwo Nauki podpisa∏y w lipcu 1997 r. w Jerozolimie Program wspó∏pracy w dziedzinie nauki i techniki na lata 1998—2000. W ramach Programu Strony opracowujà i finansujà ze swoich Êrodków bud˝etowych 8 uzgodnionych tematów badawczych (m.in. z fizyki, chemii i rolnictwa). Programme, the Committee for Scientific Research in Poland and the Ministry of Science in Israel signed in Jerusalem in July 1997 the Programme of cooperation in the field of science and technology for the years 1998—2000. Within the framework of this Programme, eight research topics selected by both Parties are elaborated and financed by budgetary funding of both Parties (among others: physics, chemistry and agriculture). Ustalono, ˝e kolejne spotkanie ekspertów z Komitetu Badaƒ Naukowych i Ministerstwa Nauki, Kultury i Sportu Izraela odb´dzie si´ w Warszawie w roku 2000. Eksperci dokonajà oceny wspó∏pracy i wyboru tematów naukowo-badawczych na lata 2001—2003. It has been agreed, that the next meeting of experts from the Polish Committee for Scientific Research and the Israel’s Ministry of Science, Culture and Sport will be held in Warsaw in 2000, in order to evaluate the actual cooperation and to select research topics for the years 2001—2003. 3.6. The Israeli Party will offer annually 3 (three) grants of one academic year for graduate and postgraduate students (eight months each), preferably for specialization in Jewish studies. 3.7. Ka˝da ze Stron co roku zaproponuje trzy stypendia na letnie kursy j´zykowe. W wypadku polskich kandydatów preferowane b´dà kompetentne osoby zg∏oszone przez ˚ydowski Instytut Historyczny oraz nauczyciele i studenci j´zyka hebrajskiego. 3.7. Each Party will offer three scholarships for summer language courses every year. In case of Polish candidates, consideration will be given to qualified candidates from the Jewish Historical Research Institute and teachers and students of the Hebrew language. 3.8. Ka˝da ze Stron zapewni co roku profesorom drugiej Strony mo˝liwoÊç przyjazdu na ∏àczny okres dwóch tygodni. 3.8. Each Party will offer, annually, for professors of the other Party, a total of two weeks study visits. 3.9. Zgodnie z Konwencjà UNESCO Strony podejmà wysi∏ki zmierzajàce do wzajemnego uznania Êwiadectw szkolnych, dyplomów szkó∏ wy˝szych oraz stopni i tytu∏ów naukowych. Strony dokonajà wymiany publikacji i informacji na temat swych systemów edukacji w celu u∏atwienia porównaƒ oraz nawià˝à niezb´dne kontakty bezpoÊrednie. 3.9. Under the UNESCO Convention, the Parties will initiate efforts aimed at the mutual recognition of school certificates, higher education diplomas, scientific degrees and titles. The Parties will exchange publications and information on their educational systems to facilitate comparisons and will establish necessary direct contacts. 3.10. Obie Strony b´dà popiera∏y wspó∏prac´ mi´dzy Sta∏ymi Przedstawicielstwami Polski i Izraela w UNESCO w Pary˝u oraz mi´dzy Narodowymi Komitetami do spraw UNESCO obu paƒstw. 3.10. Both Parties will support cooperation between the Permanent Representation of Poland and that of Israel at UNESCO in Paris and between the National Committees for UNESCO of both countries. 3.11. Obie Strony popierajà wspó∏prac´ mi´dzy Fundacjà OÊwiaty i Wychowania w Polsce i Instytutem Adama w Izraelu. Wspó∏praca obejmie wymian´ informacji i publikacji, jak te˝ wymian´ osób szkolàcych nauczycieli i liderów organizacji m∏odzie˝owych. 3.11. Both Parties welcome cooperation between the Foundation for Education for Democracy, Poland, and the Adam Institute, Israel. The cooperation will include the exchange of information and publications, as well as the exchange of educators and youth organization leaders. 4. Kultura i sztuka 4. Culture and art 4.1. Obie Strony wyra˝ajà zadowolenie z otwarcia Instytutu Polskiego w Tel Awiwie, który przyczyni si´ do zacieÊnienia kontaktów mi´dzy obu krajami. 4.1. Both Parties express their satisfaction at the opening of the Polish Institute in Tel Aviv which will further strengthen the contacts between the two peoples. 4.2. Obie Strony odnotowujà z zadowoleniem dzia∏alnoÊç Fundacji Kultury Polska—Izrael. 4.2. Both Parties welcome the activities of the Poland-Israel Cultural Foundation. Strony b´dà popiera∏y wspó∏prac´ w ró˝nych dziedzinach kultury oraz kontakty bezpoÊrednie mi´dzy twórcami, Êrodowiskami, organizacjami i instytucjami kultury. B´dà dà˝y∏y do prezentacji najbardziej wartoÊciowych osiàgni´ç obu krajów w dziedzinie kultury, a tak˝e do wymiany ekspertów, informacji i publikacji. W czasie obowiàzywania niniejszego programu ka˝da ze Stron zorganizuje co roku 4 (cztery) wizyty ekspertów (do 7 dni ka˝da). 4.3. The Parties will encourage cooperation in different fields of culture and direct contacts between artists, organizations and institutions of culture. They will strive to present the most valuable achievements of the two countries in the field of culture, as well as exchange experts, information and publications. During the validity of this Programme, the Parties will exchange annually 4 (four) experts for up to seven-day visits each. 4.4. The Parties will jointly participate in developing multilateral cultural cooperation and will encourage cooperation by their representatives in international cultural organizations and exchange information about artistic events of international significance to be held in their countries. Both Parties will support the participation of Polish artists in the Israel Festival and the participation of Israeli artists in the Festival of Jewish Culture in Cracow. 4.7. Both Parties will examine the possibility of receiving, on the reciprocity basis, one theatre group of up to ten people. Muzyka i taniec Music and dance 4.8. Obie Strony b´dà popiera∏y rozwój wspó∏pracy mi´dzy instytucjami muzycznymi obu krajów, wymienia∏y solistów i zespo∏y, równie˝ na zasadach komercyjnych. B´dà zach´ca∏y solistów, orkiestry kameralne i symfoniczne oraz inne zespo∏y i teatry muzyczne, aby w∏àcza∏y do swego repertuaru utwory kompozytorów drugiej Strony. 4.8. Both Parties will encourage the development of cooperation between music institutions of both countries, exchange of soloists and groups, also on a commercial basis. They will foster incorporation of the works by composers of the other party in the repertoire of soloists, chamber and symphony orchestras and other musical ensembles and theatres. 4.9. The Israeli Party invites the Polish Party to participate in a biannual dance festival, which will take place in the year 2001 and 2003 at ”Suzanne Dellal Center” in Tel Aviv. Plastyka Visual Arts 4.13. Obie Strony b´dà dà˝y∏y do wymiany informacji o wspó∏czesnych osiàgni´ciach w dziedzinie sztuk plastycznych, rzemios∏a artystycznego i fotografii. 4.13. Both Parties will endeavour to exchange information on contemporary artistic achievements in the field of visual arts, artistic crafts and photography. 4.14. Obie Strony b´dà zach´ca∏y do kontaktów i bezpoÊredniej wspó∏pracy muzeów, galerii i Êrodowisk artystycznych, polegajàcej na wymianie ekspertów, materia∏ów drukowanych (katalogi, publikacje), organizowaniu wystaw indywidualnych i zbiorowych, spotkaƒ artystów i ich udzia∏u w plenerach. 4.14. Both Parties will encourage contacts and direct cooperation between museums, art galleries and artistic communities. This cooperation will consist of exchanging experts, printed matter (catalogues, publications), individual and collective exhibitions, meetings of artists and their participation in open-air workshops. 4.15. Obie Strony b´dà popiera∏y wspó∏prac´ mi´dzy Galerià Sztuki Zach´ta w Warszawie a Muzeum Izraelskim w Jerozolimie. 4.15. Both Parties will encourage cooperation between the ”Zach´ta” Art Gallery in Warsaw and the Israel Museum in Jerusalem. The Parties note with satisfaction that in the year 2002 the above mentioned institutions intend to organize in Warsaw and in Jerusalem a joint Polish-Israeli exhibition of contemporary art. 4.16. The Israeli Party expresses its appreciation to the Polish Party for its participation in the ”Landscapes of the Bible” exhibition in the Israel Museum in 2000. 4.17. Obie Strony b´dà popiera∏y kontakty i wspó∏prac´ mi´dzy polskimi i izraelskimi Komitetami Narodowymi ICOM i ICOMOS. 4.17. Both Parties will support contacts and cooperation between Poland’s and Israel’s National Committees of ICOM and ICOMOS. Literatura Literature 4.18. Obie Strony b´dà sprzyja∏y inicjatywom zmierzajàcym do promowania literatury obu krajów za poÊrednictwem mediów. Strony b´dà popiera∏y t∏umaczenie ksià˝ek hebrajskich na j´zyk polski i polskich na j´zyk hebrajski. 4.18. Both Parties will encourage initiatives aimed at promoting their countries’ literature in the media. The Parties will support the translation of Hebrew books into Polish and Polish books into Hebrew. 4.19. Strony b´dà sprzyja∏y nawiàzywaniu bezpoÊrednich kontaktów mi´dzy pisarzami i krytykami, a tak˝e wymianie informacji mi´dzy organizacjami i instytucjami (wydawcy, dystrybutorzy itp.). Strony wyra˝ajà nadziej´, ˝e bezpoÊrednia wspó∏praca stowarzyszeƒ pisarzy obu krajów b´dzie kontynuowana. The Parties will promote direct contacts between writers and critics, as well as the exchange of information between organizations and institutions, publishers, distributors etc. Both Parties express their hope that the direct cooperation between associations of writers of both countries will be continued. During the period covered by this Programme, the Parties will mutually receive each year one member of the literary community for a period of seven days. 4.20. The Israeli Party expresses its appreciation to the Polish Party for inviting Israel to be the guest of honour at the International Book Fair in Warsaw in May 2000, with the participation of renowned Israeli authors. 4.22. Strony b´dà popiera∏y bezpoÊrednià wspó∏prac´ i wymian´ publikacji i informacji mi´dzy Bibliotekami Narodowymi i innymi bibliotekami oraz stowarzyszeniami bibliotekarzy obu krajów. 4.22. The Parties will assist direct cooperation and exchange of publications and information between National Libraries, other libraries and associations of librarians of both countries. 4.23. Obie Strony rozwa˝à mo˝liwoÊç równoleg∏ej publikacji w Polsce i Izraelu specjalnych edycji czasopism wybranych spoÊród liczàcych si´ tytu∏ów prasy kulturalnej, poÊwi´conych literaturze drugiego kraju. 4.23. Both Parties shall consider the possibility of parallel publication in Poland and in Israel of special editions of periodicals chosen from important titles of the cultural press to be devoted to the literature of the other country. 4.24. Strona izraelska zaprasza Stron´ polskà do uczestnictwa w Festiwalu Poetów, który odb´dzie si´ w Jerozolimie w latach 2001 i 2003. 4.24. The Israeli Party invites the Polish Party to participate in the Poets’ Festival, which will be held in Jerusalem in the years 2001 and 2003. Film Cinema 4.25. Obie Strony b´dà popiera∏y bezpoÊrednià wspó∏prac´ mi´dzy: 4.25. Both Parties cooperation between: — producentami filmowymi obu krajów w zakresie produkcji, us∏ug i wymiany filmów na zasadach komercyjnych i niekomercyjnych; — Film producers of the two countries within the scope of film production, provision of film services, exchange of films on a commercial and non-commercial basis; — Stowarzyszeniami Filmowców i Krajowymi Archiwami Filmowymi. — Film Makers’ Associations and National Film Archives. 4.26. Obie Strony b´dà zach´ca∏y do wzajemnego uczestnictwa w festiwalach filmowych. Both Parties will encourage participation in film festivals of the other country. The Polish Party invites the Israeli Party to participate in the International Film Festival held annually in Warsaw and the International Short Film Festival in Cracow. The Israeli Party invites the Polish Party to take part in annual film festivals held in Jerusalem and Haifa and in the Students’ Festival held in Tel Aviv. 4.27. Obie Strony b´dà popiera∏y rozwój wspó∏pracy mi´dzy Paƒstwowà Wy˝szà Szko∏à Filmowà, Telewizyjnà i Teatralnà w ¸odzi a Szko∏à Filmowà w Jerozolimie. 4.28. Both Parties will encourage cooperation between the Film School in Jerusalem and the State Higher Film, Television and Theatre School in ¸ódê. 4.29. Obie Strony do∏o˝à staraƒ, aby doprowadziç do podpisania umowy o koprodukcji filmów i nagraƒ wideo mi´dzy Polskà a Izraelem. 4.29. Both Parties will do their best to promote the signing of the Agreement on Co-Production of Films and Video between Poland and Israel. 4.30. Strona Izraelska informuje Stron´ polskà o nowym serialu PO-LAN-YA, obejmujàcym 1000 lat ˝ycia ˚ydów w Polsce, wyprodukowanym przez izraelskà Agencj´ Filmowà. 4.30. The Israeli Party informs the Polish Party of a new tv production ”PO-LAN-YA” which covers 1000 years of Jewish life in Poland, produced by the Israeli Film Service. 5. Archiwa Obie strony popierajà wspó∏prac´ mi´dzy archiwami narodowymi i publicznymi oraz wspó∏prac´ mi´dzy will encourage direct 5. Both Parties will grant 14 days of expert exchanges annually for the purpose of implementation of the said cooperation. Ârodki masowego przekazu 6. Mass media 6.1. Telewizje publiczne obu krajów b´dà wspó∏pracowa∏y zgodnie z umowà zawartà mi´dzy Telewizjà Polskà S.A. a Izraelskim Zarzàdem Programów Antenowych w maju 1994 r. Obie Strony zg∏aszajà propozycj´ przedstawienia w obu krajach stosownych materia∏ów poÊwi´conych ich historii wspó∏czesnej i kulturze. 6.1. The public television of both countries will cooperate pursuant to the Agreement between Telewizja Polska S.A. and Israel Broadcasting Authority of May 1994. Both Parties propose to present, through their broadcasting services suitable material reflecting their modern history and culture. 6.2. Strona izraelska zaprasza Stron´ polskà do udzia∏u w warsztatach dla publicystów kulturalnych, organizowanych co roku przez Ministerstwo Spraw Zagranicznych. 6.2. The Israeli Party invites the Polish Party to participate in one of its workshops for journalists specializing in culture, organized by the Ministry of Foreign Affairs on an annual basis. 6.3. Polskie Radio S.A. nawià˝e wspó∏prac´ z publicznymi radiofoniami w Izraelu na podstawie regulacji prawnych obowiàzujàcych organizacje cz∏onkowskie Europejskiej Unii Nadawczej (EBU). 6.3. The Polskie Radio S.A. will cooperate with public broadcasting in Israel on the basis of legal regulations binding member organizations of the European Broadcasting Union (EBU). 7. Wspó∏praca miast i regionów 7. Cooperation between towns and regions 7. 1. Obie Strony odnotowujà z zadowoleniem wspó∏prac´ miast bliêniaczych oraz w∏adz regionalnych i lokalnych. 7.1. Both Parties note with satisfaction the cooperation between twin cities, regional and local authorities. 7. 2. Obie Strony odnotowujà z zadowoleniem dzia∏alnoÊç stowarzyszeƒ kulturalnych i przyjaêni w Polsce i Izraelu i popierajà rozwój wspó∏pracy zmierzajàcej do zwi´kszenia wymiany kulturalnej. 7.2. Both Parties note with satisfaction the activities of the cultural and friendship associations in Poland and Israel and agree to encourage their initiatives to increase cultural exchange. 8. General and financial provisions The Parties have agreed upon the following conditions regulating the exchange of persons: 8.1. Short Visits (up to 7 days).

  6. b)The documents of candidates will include names, curriculum vitae, proposed programme and period of stay and information on their knowledge of foreign languages. All the candidates should be fluent in the English language.

  11. e)Polska jako Strona przyjmujàca pokryje koszty podró˝y krajowych wynikajàcych z programu pobytu, op∏aci zakwaterowanie i wyp∏aci diety, zgodnie z obowiàzujàcymi przepisami. Izrael jako Strona przyjmujàca wyp∏aci rycza∏towà sum´ 120 USD dziennie.
  12. e)The Receiving Party, in the case of Poland, will cover the internal travel, resulting from the programme of stay, ensure paid accommodation and per diems in accordance with the rules in force. In the case of Israel, USD 120- per day will be allotted. 8. 2. Stypendia

The required documents should consist of: — ˝yciorys, — Curriculum vitae, — proponowany program pobytu, z uwzgl´dnieniem czasu trwania i planu zaj´ç, — Proposed programme of stay, including indication as to its duration and timetable, — korespondencj´ kandydata z instytucjà, w której zamierza zrealizowaç swój program, — Copies of candidate’s correspondence with the institution in which he seeks to implement his programme, — Êwiadectwo zdrowia, — Health Certificate, — zaÊwiadczenie o bieg∏ej znajomoÊci j´zyka angielskiego, — Certificate of candidate’s English language fluency, — dwie referencje. — Two letters of Reference.

  16. b)Not later than with three months of the date of receipt of documents of the candidates, the Receiving Party will notify the Sending Party in writing about its decision as to the acceptance of the candidates presented. The Sending Party will submit to the Receiving Party, with at least two months, advance notice, the exact date of arrival and the means of transportation to be used.

  18. c)The Sending Party will cover the costs of travel of the scholarship holder to the place where he or she is to study, and back, as well as medical insurance (excluding chronic diseases and dental care).

  22. a)Each of the Parties will submit to the other Party detailed information about the courses organized in a given year, not later than by the end of Dziennik Ustaw Nr 143 — 11375 — Poz. 1598 powinny byç dor´czone stronie przyjmujàcej do koƒca lutego ka˝dego roku. Wymagane sà dokumenty wymienione w artykule 8. 2a. January. Applications of candidates should be delivered to the Receiving Party by the end of February of each year. The required documents are the same as those mentioned in article 8.2.

  27. c)The Receiving Party will provide the participants with accommodation, daily allowances and tuition fee, according to the regulations in force.
  28. d)Strona wysy∏ajàca pokryje koszt ubezpieczenia (z wyjàtkiem chorób przewlek∏ych i leczenia stomatologicznego).
  29. d)The Sending Party will provide medical insurance (excluding chronic diseases and dental care).
  30. e)Strona wysy∏ajàca potwierdzi uczestnictwo zaakceptowanych kandydatów nie póêniej ni˝ na miesiàc przed rozpocz´ciem kursu.
  31. e)The Sending Party will confirm the participation of the accepted candidates not later than one month before the beginning of the course. 9. Wystawy Wymiana wystaw zostanie uzgodniona kana∏ami dyplomatycznymi. W ramach niniejszego programu b´dzie ona realizowana zgodnie z nast´pujàcymi postanowieniami finansowymi: 9.1. Exhibitions Subject to separate arrangements adopted through diplomatic channels, the exchange of exhibitions under this Programme will be carried out according to the following financial provisions: 9.1.   45. d)Local travel and costs of stay of the curators accompanying the exhibition in compliance with Article 8.1 (the exact number of commissionners and the duration of their stay will be settled each time separately via diplomatic channels),

Program niniejszy nie wyklucza podejmowania innych, wzajemnie uzgodnionych wspólnych przedsi´wzi´ç, prowadzàcych do rozwoju wspó∏pracy kulturalnej, naukowej i edukacyjnej mi´dzy Stronami. 11.1. This Programme does not preclude the possibility of undertaking other mutually agreed joint ventures conducive to the development of cultural, scientific and educational cooperation between the two Parties. 11.2.
