PROGRAM WYKONAWCZY EXECUTIVE PROGRAMME mi´dzy Rzàdem Rzeczypospolitej Polskiej a Rzàdem Jordaƒskiego Królestwa Haszymidzkiego o wspó∏pracy w dziedzinie nauki, edukacji i kultury na lata 2004—2006 between the Government of the Republic of Poland and the Government of the Hashemite Kingdom of Jordan of co-operation in the fields of science, education and culture for the years 2004—2006 Rzàd Rzeczypospolitej Polskiej oraz Rzàd Jordaƒskiego Królestwa Haszymidzkiego, zwane dalej „Stronami”, The Government of the Republic of Poland and the Government of the Hashemite Kingdom of Jordan, hereinafter referred to as „the Parties”, pragnàc rozwijaç i umacniaç przyjazne stosunki mi´dzy obu krajami, desiring to develop and strengthen the friendly relations between the two countries, dà˝àc do pog∏´bienia wspó∏pracy w dziedzinie nauki, edukacji, kultury, Êrodków masowego przekazu, m∏odzie˝y i sportu, striving to deepen their co-operation in the fields of science, education, culture, the mass media, youth and sports, w celu realizacji Umowy mi´dzy Rzàdem Polskiej Rzeczypospolitej Ludowej a Rzàdem Haszymidzkiego Królestwa Jordanii o wspó∏pracy kulturalnej i naukowej, podpisanej w Ammanie dnia 16 listopada 1977 r., pursuant to the Agreement between the Government of the Polish People’s Republic and the Government of the Hashemite Kingdom of Jordan on cultural and scientific co-operation, signed in Amman on 16th November 1977, uzgodni∏y nast´pujàcy Program wykonawczy na lata 2004—2006: have agreed on the following Executive Programme for the years 2004—2006: I. Nauka i edukacja I. Science and education Artyku∏ 1 Article 1 Strony b´dà wspó∏pracowa∏y, zwracajàc szczególnà uwagà na nast´pujàce zagadnienia: The Parties shall co-operate, with particular regard to the following issues: 1) wymian´ informacji o systemach edukacji, planach ich rozwoju i kierunkach reformowania; 1) exchange of information on their systems of education, their development plans and directions of reform; 2) kszta∏cenie kadr w specjalnoÊciach b´dàcych przedmiotem zainteresowania Stron; 2) training of staff in specialties of particular interest to the Parties; 3) popieranie wspó∏pracy mi´dzy jednostkami edukacyjnymi wszystkich poziomów i szczebli; 3) support for co-operation between educational establishments of all levels; 4) popieranie przeprowadzania wspólnych imprez naukowych, konferencji, sympozjów, olimpiad i konkursów dla m∏odzie˝y. 4) support for organization of joint scientific events, conferences, symposia, and competitions for youth. Artyku∏ 2 Article 2 Strony b´dà popiera∏y bezpoÊrednià wspó∏prac´ mi´dzy szko∏ami wy˝szymi i innymi zainteresowanymi jednostkami naukowo-badawczymi obu krajów w zakresie: The Parties shall support direct co-operation between higher schools and other interested scientific-research institutions of the two countries, focusing on: 1) prowadzenia wspólnych badaƒ naukowych; 1) joint scientific research; Dziennik Ustaw Nr 263 — 18552 — Poz. 2622 2) wymiany pracowników naukowo-dydaktycznych w celu prowadzenia zaj´ç oraz udzia∏u w seminariach i kongresach naukowych; 2) exchange of scientific-didactical staff for the purpose of conducting lectures and participation in scientific seminars and congresses; 3) wymiany publikacji i informacji naukowej. 3) exchange of scientific publications and information. Zainteresowane instytucje b´dà ustala∏y mi´dzy sobà dziedziny wspó∏pracy oraz warunki finansowe. The interested institutions shall elaborate the topics of co-operation and financial terms through direct contacts. Artyku∏ 3 Article 3 Strona polska przyzna rocznie Stronie jordaƒskiej ∏àcznie do czterech miejsc na studiach wy˝szych, studiach doktoranckich lub sta˝ach naukowo-badawczych, wolnych od op∏at za nauk´, bez Êwiadczeƒ stypendialnych. The Polish Party shall annually grant to the Jordanian Party a total of four places for higher studies, doctoral studies or scientific-research internships, free of tuition, without scholarship benefits. Artyku∏ 4 Article 4 Strona jordaƒska przyzna rocznie Stronie polskiej: The Jordanian Party shall annually grant to the Polish Party: 1) cztery miejsca sta˝owe w dziedzinie nauki j´zyka arabskiego, ka˝de na okres roku akademickiego, wolne od op∏at za nauk´, bez Êwiadczeƒ stypendialnych; 1) four internships for the study of the Arabic language, each for the duration of one academic year, free of tuition, without scholarship benefits; 2) ∏àcznie osiemnaÊcie miesi´cy sta˝y naukowo-badawczych, wolnych od op∏at za nauk´, bez Êwiadczeƒ stypendialnych. 2) a total of eighteen months of scientific-research internships, free of tuition, without scholarship benefits. II. Kultura i sztuka II. Culture and arts Artyku∏ 5 Article 5 Strony b´dà dà˝y∏y do zorganizowania w kraju partnera wystaw sztuki wspó∏czesnej lub dawnej. Warunki zorganizowania wystaw zostanà uzgodnione mi´dzy zainteresowanymi instytucjami obu krajów. The Parties shall strive to organize exhibitions of modern or old art in the other country. The detailed arrangements for the organization of the exhibitions shall be elaborated by the interested institutions of the two countries. Artyku∏ 6 Article 6 Strony b´dà dà˝yç do zorganizowania w kraju partnera koncertów muzycznych i wyst´pów artystycznych. Warunki zorganizowania wyst´pów i koncertów zostanà uzgodnione mi´dzy zainteresowanymi instytucjami obu krajów. The Parties shall strive to organize music concerts and performances in the other country. The arrangements for the organization of the performances and concerts shall be elaborated by the interested institutions of the two countries. Artyku∏ 7 Article 7 Strony b´dà popiera∏y udzia∏ kinematografii kraju partnera w mi´dzynarodowych festiwalach i przeglàdach filmów organizowanych w swoich krajach. Strony b´dà popiera∏y niekomercyjnà i komercyjnà wymian´ filmów i audycji telewizyjnych. The Parties shall support the participation of the cinematography of the other country in international film festivals and reviews organized in their countries. The Parties shall support commercial and non-commercial exchange of television films and programmes. Artyku∏ 8 Article 8 Strony b´dà popiera∏y wzajemny udzia∏ w mi´dzynarodowych festiwalach i konkursach artystycznych organizowanych w obu krajach, kierujàc odnoÊne zaproszenia z co najmniej miesi´cznym wyprzedzeniem. The Parties shall encourage their mutual participation in international artistic festivals and competitions organized in the two countries, conveying the relevant invitations at least one month in advance. Strony b´dà dà˝y∏y do realizacji wspólnych projektów edukacyjnych w dziedzinie czytelnictwa ksià˝ek oraz dzia∏alnoÊci wydawniczej i bibliotecznej. Warunki wspó∏pracy zostanà uzgodnione mi´dzy zainteresowanymi instytucjami obu krajów. The Parties shall support the co-operation between their national libraries, consisting in exchanges of experts, publications and information. The Parties shall strive to implement joint educational projects in the areas of literature, publishing and library management. The conditions of such co-operation shall be agreed between the interested institutions of both countries. Artyku∏ 10 Article 10 Strony b´dà popiera∏y wspó∏prac´ w dziedzinie archiwistyki, w szczególnoÊci w zakresie dost´pu do archiwów dla celów naukowych, spo∏ecznych i prawnych, wymiany doÊwiadczeƒ, publikacji i mikrofilmów, w oparciu o bezpoÊrednie porozumienie mi´dzy krajowymi dyrekcjami archiwów paƒstwowych. The Parties shall support co-operation in the area of archive management, with special reference to ensuring archive access for scientific, social and legal purposes, exchange of experience, publications and microfilms, on the basis of a direct agreement between the national archive authorities. Artyku∏ 11 Article 11 Strony b´dà dà˝y∏y, zgodnie z przepisami obowiàzujàcymi w danym kraju, a tak˝e zgodnie z podpisanymi przez obie Strony odnoÊnymi umowami mi´dzynarodowymi, do zapobiegania nielegalnemu wwozowi, wywozowi i przekazywaniu dóbr kultury stanowiàcych ich dziedzictwo kulturalne. The Parties shall strive — in compliance with domestic law and international agreements signed by both Parties — to prevent trafficking in cultural goods constituting their cultural heritage. Artyku∏ 12 Article 12 Strony b´dà popiera∏y bezpoÊrednià wspó∏prac´ w dziedzinie archeologii, muzealnictwa, konserwacji i ochrony zabytków mi´dzy zainteresowanymi instytucjami polskimi i jordaƒskimi. Warunki wspó∏pracy zostanà uzgodnione mi´dzy zainteresowanymi instytucjami obu krajów. The Parties shall support direct co-operation between the interested Polish and Jordanian institutions in the fields of archeology, museum management, conservation and protection of cultural monuments. The conditions of such co-operation shall be agreed between the interested institutions of both countries. Artyku∏ 13 Article 13 Strony b´dà sprzyja∏y nawiàzaniu dwustronnych kontaktów mi´dzy telewizjami publicznymi obu krajów. Strony b´dà zach´ca∏y swoje telewizje publiczne do wspó∏pracy na forum Europejskiej Unii Nadawców. The Parties shall strive to establish bilateral contacts between the public television networks of the two countries. The Parties shall encourage their public television networks to collaborate on the forum of the European Broadcasting Union. III. M∏odzie˝ i sport III. Youth and sports Artyku∏ 14 Article 14 Strony b´dà popiera∏y bezpoÊrednià wspó∏prac´ organizacji m∏odzie˝owych oraz stowarzyszeƒ sportowych. The Parties shall support direct co-operation of their youth organizations and sports associations. Artyku∏ 15 Article 15 Strony b´dà popiera∏y bezpoÊrednià wspó∏prac´ w dziedzinie kultury i edukacji dzieci i m∏odzie˝y. The Parties shall support direct co-operation in the field of children’s and youth culture and education. Artyku∏ 16 Article 16 Zainteresowane ministerstwa i instytucje do spraw m∏odzie˝y, edukacji, kultury fizycznej i sportu obu Stron b´dà mog∏y zawieraç porozumienia o bezpoÊredniej wspó∏pracy oraz okresowe programy wykonawcze, okreÊlajàce zakres, formy oraz warunki organizacyjne i finansowe wymiany. The interested ministries and institutions concerned with youth, education, physical culture and sports of both Parties shall be able to conclude agreements on direct co-operation and periodic executive programmes, elaborating the scope, forms, organizational framework and financial terms of such co-operation. Exchange of persons Artyku∏ 17 Article 17 Wymiana osobowa, na podstawie niniejszego programu, b´dzie si´ odbywa∏a w ramach: studiów doktoranckich, studiów wy˝szych, sta˝y naukowo-badawczych oraz wizyt krótkoterminowych. The exchange of persons under this Programme shall take place in the framework of doctoral studies, higher studies, scientific-research internships and short visits. Artyku∏ 18 Article 18 Osobom uczestniczàcym w wymianie na podstawie artyku∏ów 3 oraz 4 programu, The persons taking part in exchanges under articles 3 and 4 of this Programme shall be provided, Strona przyjmujàca zapewni: by the receiving Party with: 1) bezp∏atnà nauk´ w paƒstwowych szko∏ach wy˝szych oraz jednostkach uprawnionych do prowadzenia studiów doktoranckich, bez wyp∏aty Êwiadczeƒ stypendialnych; 1) tuition-free education in state higher schools and establishments authorized to conduct doctoral studies, without scholarship benefits; 2) odp∏atne zakwaterowanie w domu akademickim; 2) payable accommodation in student hostels; Strona wysy∏ajàca zapewni: by the sending Party with: 1) wyp∏at´ Êwiadczeƒ stypendialnych obejmujàcych koszty utrzymania i zakwaterowania; 1) payment of scholarships to cover room and board; 2) ubezpieczenie (polis´) na wypadek nag∏ych zachorowaƒ lub nieszcz´Êliwego wypadku, chyba ˝e prawo do Êwiadczeƒ zdrowotnych wynika z przepisów kraju przyjmujàcego. 2) health and accident insurance, unless the right to medical benefits is provided by the regulations of the receiving country. Dokumenty kandydatów na studia wy˝sze i doktoranckie oraz sta˝e b´dà dostarczane za poÊrednictwem Ambasady Rzeczypospolitej Polskiej w Ammanie, w uzgodnionych przez obie strony terminach. The documents of the candidates for doctoral and higher studies and internships shall be conveyed through the Embassy of the Republic of Poland in Amman, on dates agreed by the Parties. V. Postanowienia ogólne i koƒcowe V. General and final provisions Artyku∏ 19 Article 19 Program nie wyklucza mo˝liwoÊci realizacji innych form wspó∏pracy w dziedzinie edukacji, nauki i kultury, pod warunkiem uzgodnienia ich drogà dyplomatycznà. This Programme shall not prejudice other forms of co-operation in the fields of education, science and culture, provided they are agreed through diplomatic channels. Artyku∏ 20 Article 20 Program wejdzie w ˝ycie z dniem podpisania i b´dzie obowiàzywa∏ do dnia 31 grudnia 2006 r. This Programme shall enter into force on the day of signing and shall remain in force until 31st December 2006. Program b´dzie stosowany do dnia wejÊcia w ˝ycie nowego programu, nie d∏u˝ej jednak ni˝ do dnia 31 grudnia 2007 r. This Programme shall be applied until the entry into force of a new Programme, but not later than until 31st December 2007.
