Article 1

Article 1

. Republika Francuska French Republic „Ze wzgl´du na definicj´ terminu „terytorium” Rzàd Republiki Francuskiej zadeklarowa∏, ˝e okreÊlenie to odnosi si´ tylko do „Francji metropolitarnej.” „With regard to the definition of the term ”territory”, the French Government has declared that the term refers only to ”metropolitan France.” OÊwiadczenie dotyczy artyku∏u 2.

Article 2. „Zgodnie ze Êrodkami przyj´tymi w∏a

Ênie przez Rzàd w zakresie przemieszczania si´ osób Republika Francuska zmuszona jest do natychmiastowego zawieszenia ze skutkiem od dnia 16 wrzeÊnia 1986 r. o godzinie 0: „In pursuance of the measures which have just been taken by the Government in the field of the movement of persons, France finds itself constrained to suspend immediately, with effect from 16 September 1986 at 0 hour: — Europejskiego porozumienia w sprawie przepisów regulujàcych przemieszczanie si´ osób mi´dzy Paƒstwami Cz∏onkowskimi Rady Europy z dnia 13 grudnia 1957 r., w zakresie zastosowania postanowieƒ artyku∏u 7 tego porozumienia; —The European Agreement on Regulations governing the Movement of Persons between Member States of the Council of Europe of 13 December 1957, in application of the provisions of its Article 7; — Europejskiego porozumienia w sprawie zniesienia wiz dla uchodêców z dnia 20 kwietnia 1959 r., w zakresie zastosowania postanowieƒ artyku∏u 7 tego porozumienia.” —The European Agreement on the Abolition of Visas for Refugees of 20 April 1959, in application of the provisions of its Article 7.” OÊwiadczenie dotyczy artyku∏u 7.

. Ksi´stwo Liechtensteinu Principality of Liechtenstein „Osiedlenie wymienione w artykule 5 Europejskiego porozumienia w sprawie zniesienia wiz dla uchodêców b´dzie zale˝a∏o od miejsca, w którym koncentrujà si´ osobiste interesy uchodêcy. W wyniku tego obecnoÊç na terytorium Wysokiej Umawiajàcej si´ Strony w celu ucz´szczania do placówki edukacyjnej, pobytu w sanatorium lub innych podobnych instytucjach nie b´dzie stanowiç osiedlenia w znaczeniu wymienionego artyku∏u 5.” „Settlement in the meaning of Article 5 of the European Agreement on the Abolition of Visas for Refugees shall be determined in relation to the place where the refugee’s personal interests are centred. 1930 Królestwo Norwegii Kingdom of Norway „W przypadku uchodêców stale przebywajàcych w Paƒstwie nieb´dàcym Stronà Konwencji Nordyckiej dotyczàcej zniesienia kontroli paszportowej na granicach mi´dzy paƒstwami nordyckimi z dnia 12 lipca 1957 r., okreÊlenie „terytorium” oznacza terytorium okreÊlone w artykule 1 ust´p 2 wy˝ej wymienionej konwencji, w zakresie prawa uchodêców do pobytu w Królestwie Norwegii bez wizy i zezwolenia na pobyt.” „For refugees resident in a State which is not a Party to the Nordic Convention concerning the waiving of passport control at the Inter-Nordic frontiers of 12 July 1957, the term ”territory” shall, in so far as the right of refugees to remain in Norway without visa and residence permit is concerned, mean the territory covered by Article 1, paragraph 2 of the above-mentioned Convention.” OÊwiadczenie dotyczy artyku∏u 2.

Zjednoczone Królestwo Wielkiej Brytanii i Irlandii Pó∏nocnej United Kingdom of Great Britain and Northern Ireland „Dla celów porozumienia „terytorium” Zjednoczonego Królestwa obejmuje Zjednoczone Królestwo Wielkiej Brytanii i Irlandii Pó∏nocnej, Jersey, Guernsey i Wysp´ Man.” „For the purpose of the Agreement the ”territory” of the United Kingdom shall comprise the United Kingdom of Great Britain and Northern Ireland, Jersey, Guernsey and the Isle of Man.” OÊwiadczenie dotyczy artyku∏u 2.

1930 i 1931 „Na mocy postanowieƒ artyku∏u 7 ust´p 1 porozumienia Zjednoczone Królestwo niniejszym oficjalnie zawiadamia o swoim zamiarze zawieszenia dzia∏ania niniejszego porozumienia dla potrzeb porzàdku publicznego i bezpieczeƒstwa. Niniejsza decyzja wchodzi w ˝ycie o godzinie 00.01 we wtorek dnia 11 lutego 2003 r. „Under the provisions of Article 7, paragraph 1, of the Agreement, the United Kingdom gives hereby formal notice of its intention to suspend on public order and security grounds the operation of this Agreement. This decision will come into force at 00.01 hours on Tuesday 11 February

1. Minister Spraw Wewn´trznych og∏osi Parlamentowi w dniu 7 lutego 2003 r. swój zamiar zawieszenia dzia∏ania porozumienia w sprawie zniesienia wiz dla uchodêców z 1959 r. Niniejsza decyzja odzwierciedla rosnàcà obaw´, ˝e posiadacze dokumentów podró˝y Konwencji z 1951 r. wystawionych przez sygnatariuszy porozumienia podró˝ujà do Zjednoczonego Królestwa i pozostajà w nim nielegalnie lub ubiegajà si´ o azyl pod fa∏szywymi nazwiskami w celu uzyskania dost´pu do systemu Êwiadczeƒ. Podwa˝a to integralnoÊç naszego procesu udzielania azylu, nak∏ada niedopuszczalne obcià˝enia na system i zabiera cenne zasoby tym, którzy naprawd´ znajdujà si´ w potrzebie. Istniejà równie˝ konsekwencje dla bezpieczeƒstwa Zjednoczonego Królestwa w przypadku nielegalnego pobytu osób w Zjednoczonym Królestwie.” The Home Secretary will on [7 February 2003] announce to Parliament that he intends to suspend the operation of the Agreement on the Abolition of Visas for Refugees of

This decision reflects growing concern that the holders of 1951 Convention Travel Documents, issued by signatories to the Agreement, are travelling to the United Kingdom and either remaining illegally or making asylum applications in false identities in order to access the benefits system. This undermines the integrity of our asylum process, places an unacceptable burden on the system and diverts valuable resources from those in genuine need. There are also security implications for the United Kingdom if people remain in the United Kingdom illegally.”
