Do chwili pierwszego wyboru przez Zgromadzenie człon kami Rady są przedstawiciele Belgji, Brazylji, Hiszpanji i Grecji. - Członkowie Związku zobowiązują się szanować i chronić przed wszelką napascrą z zewnątrz obecną nietykalność terytorjalną i niezależność polityczną wszystkich podobnej napaści, jej groźby lub niebezpieczeństwa, Rada- wskaże środki jak zapewnić wykonanie .niniejszego zobowiązania, Członków Związku . . W razie ARTYKUŁ 11' Oświadcza się wyraźnie, że wszelka wojna lub groźba wojny, niezależnIe od tego,czy jest wprost wymierzona lub nie przeciw jednemu z Członków Związku, dotyczy interesów całego Związku, który winien przedsięwziąć wszelkie środki, zdolne skutecznie zabezpieczyć pokój między Narodami. W takim wypadku Sekretarz jeneralny na żądanie któregokolwiek Członka Związku zwoła niezwłocznie Radę.
