SUBJECT MATTER OF THE CASE
The applicant complains under Article 3 of the Convention that she was subjected to violence and humiliating treatment by various prison officers on 31 August 2023 when she commenced serving a prison sentence, notably because she was confined to a restraint bed for twenty-one hours, and that by a final decision of 12 July 2024 the Regional Prosecutor dismissed her complaint, finding no basis for initiating a criminal investigation.
QUESTIONS TO THE PARTIES
1. Was the applicant subjected to inhuman or degrading treatment or punishment in breach of Article 3 of the Convention on 31 August 2023 (see, for example, Bouyid v. Belgium [GC], no. 23380/09, §§ 86-88, ECHR 2015)?
 
2.  Did the Regional Prosecutor’s decision of 12 July 2024 not to initiate criminal proceedings in this respect comply with the procedural aspect of Article 3 of the Convention (see, for example, mutatis mutandis, Jeronovičs v. Latvia [GC], no. 44898/10, § 103, 5 July 2016)?
