Turkey [GC], no. 21986/93, ECHR 2000-VII), was the investigation in the present case by the domestic authorities in breach of Article 2 of the Convention? 2.  Has the State complied with its positive obligation under Article 2 to put in place an effective regulatory framework in the field of health care that would ensure proper protection of the life of the third applicant’s sister (see Lopes de Sousa Fernandes v. Portugal [GC], no. 56080/13, §§ 186-89, 19 December 2017)? 3.  Was the third applicant’s sister subjected to inhuman or degrading treatment in view of the alleged inadequate medical care provided to her in the public hospital? If so, did the State comply with its positive obligation under Article 3 of the Convention to protect the third applicant’s sister from ill-treatment? 4.  Having regard to the State’s procedural obligation envisaged in Article 3 of the Convention, has the investigation into the above allegations of medical malpractice been effective?
