Published on 13 April 2026   FOURTH SECTION Applications nos. 34638/17 and 41041/17 Andrey Mikhaylovich PROSHKIN against Russia and Gennadiy Anatolyevich BASOV against Russia (see table appended) SUBJECT MATTER These applications concern complaints raised under Article 5 § 3 of the Convention relating to the excessive length of pre-trial detention. Subject to the well-established case-law of the Court, the applications were first communicated to the Government of the Russian Federation on 21 September 2017. The Court decided, under Rule 54 § 2 (c) of the Rules of Court, that further notice of the applications under Article 5 § 1 of the Convention, concerning the alleged unlawfulness of detention (see Ukraine v.
