Unemployment Insurance (No. 2) Act, 1924
In short
This law amends existing Unemployment Insurance Acts, primarily by adjusting how unemployment benefits are calculated and introducing a special benefit for certain military personnel. It also allows the Minister for Finance to advance funds to cover unemployment liabilities.
What it regulates
- The calculation of the amount of unemployment benefit a person is entitled to receive.
- The ability of the Minister for Finance to provide advances to the Unemployment Fund.
- A special benefit for certain military personnel whose service ended by June 29, 1924.
- Modifications to the requirements for societies or associations regarding unemployment benefit provision.
Who it concerns
- Individuals entitled to unemployment benefit under the Unemployment Insurance Acts, 1920 to 1924.
- Persons enlisted in the military forces of Saorstát Eireann whose service ended on or before June 29, 1924.
Key points
- When calculating unemployment benefit, any benefit received during the Third Benefit Year (established by the Unemployment Insurance Act, 1924) will not be considered.
- The Minister for Finance can advance sums from the Central Fund to cover liabilities of the Unemployment Fund and can borrow money for this purpose.
- Eligible military personnel can receive "Special Benefit" for up to fourteen weeks in the Fourth Benefit Year, with proof of continuous unemployment accepted for claims.
- A "Special Unemployment Fund" will be established and managed by the Minister for Industry and Commerce to provide these Special Benefits.
