Companies running on Microsoft 365 handle their legal work in Word, Outlook and Teams. Copilot is already there, but it lacks a reliable source of legislation and case law. The Europaius connector provides it, whether you are building an agent in Copilot Studio or writing code with GitHub Copilot.

Three Copilots, one connector

Various products live under the Copilot brand, and each connects MCP servers differently. Copilot Studio is a tool for building custom agents for Microsoft 365 Copilot and Teams. GitHub Copilot in Visual Studio Code is used by developers, who add MCP servers in the editor configuration. Microsoft 365 Copilot for regular users obtains connectors through agents published from Copilot Studio by an administrator.

The connector address is the same in all cases: https://mcp.europaius.com/mcp. Login uses the OAuth 2.0 standard with dynamic client registration, so there is nothing you need to set up in advance on our side.

Copilot Studio: an agent for the legal department

In Copilot Studio, you create an agent, for example "Legal Assistant", and add a Model Context Protocol tool in the Tools section. You enter the server address, select OAuth 2.0 as the authentication method, and complete login via email. The agent then gains all ten Europaius tools: searching legislation, case law, retrieving a specific section, comparing jurisdictions, and more.

You then publish the agent to Teams or Microsoft 365 Copilot. Colleagues from the legal department can ask it questions in Teams and receive answers with links to full texts, without ever leaving the environment they work in. It is worth configuring the agent's instructions so that it always cites its source and refers unclear questions to a lawyer.

GitHub Copilot in VS Code

Developers building legal or compliance applications add the server to the mcp.json file in VS Code: type http, with the connector address. On first use, VS Code opens a browser window for Europaius login. From that point on, Copilot in agent mode can call the corpus search and, for example, check whether the application's text matches the current wording of the law.

Step-by-Step Instructions

  1. In Copilot Studio, open the agent and go to the Tools tab, then click Add a tool.
  2. Select Model Context Protocol and enter the address https://mcp.europaius.com/mcp.
  3. Choose OAuth 2.0 as the authentication method. Copilot Studio will register the client automatically; confirm and complete login using your email and a code.
  4. Test the agent in the test panel by asking about a specific section, and check that the response includes a link to europaius.com.
  5. Publish the agent to Teams or Microsoft 365 Copilot and add the instruction "always cite the source from Europaius".

Frequently Asked Questions

Does this also work in Copilot for Windows or at copilot.microsoft.com?

The consumer version of Copilot does not yet support custom MCP connectors. For businesses, the way forward is via an agent from Copilot Studio.

Do I need a Copilot Studio licence?

Yes, Copilot Studio is a licensed Microsoft product. A Europaius account is free; a subscription unlocks an unlimited number of queries.

Can we log in via our company's Entra ID?

Not yet — login currently uses an email code or an API key. For enterprise deployment with your own identity provider, please contact us; this is on our roadmap.
