MAINTENANCE OF PUBLIC ORDER AT SPORTS GROUNDS [ S.L.10.33 1 SUBSIDIARY LEGISLATION 10.33 MAINTENANCE OF PUBLIC ORDER AT SPORTS GROUNDS REGULATIONS 11th August, 1978 LEGAL NOTICE 88 of 1978 as amended by Legal Notices: 113 of 1978 and 63 of 1979; Act XIII of 1983; and Legal Notices: 7 of 1984, 153 of 1993, 48 of 1994, 85 of 1998, 40 and 251 of 2000, and 407 of 2007. 1. The title of these Regulations is Maintenance of Public Order at Sports Grounds Regulations. 2. In these regulations - "Commissioner" means the Commissioner of Police and includes any officer of the Malta Police Force; "Minister" means the Minister responsible for the Police; "sports ground" means (

  3. c)Pace Grasso Sports Ground - Paola; (
  4. d)The Marsa Race Club and Race Course - Marsa; (
  5. e)Manoel Island Football Ground - G\ira; (
  6. f)The Hibernians Football Ground - Corradino, Paola; (
  7. g)Sannat Ground - Gozo; (
  8. h)Gozo Stadium; and includes: (
  9. i)The National Pool and University Sports Complex Tal-Qroqq, Msida; (
  10. j)Former National Pool - Marsascala; (
  11. k)The Basket Ball Pavillion - Ta’ Qali; (
  12. l)The Victor Tedesco Stadium - Hamrun; (
  13. m)Centenary Stadium - Ta’ Qali; and (
  14. n)any other sports ground or pool as the Minister may by order specify. 3.

(1)No person shall be admitted to any sports ground unless he is in possession of the relative admission ticket. Admission to sports grounds.
(2)Any person who is in possession of a ticket of admission to a sports ground shall have access only to that part of the sports ground in respect of which the said ticket has been issued.
  1. The Commissioner may search any person while gaining admission to, while inside or while leaving any sports ground. Power of search.

(1)Any person who threatens any other person with stones or with any other object or who throws any stone or other object on to the field of play or any other part of the sports ground, or who, while entering, is within or is leaving a sports ground has in his possession any arm or who otherwise conducts himself in a manner likely to cause a breach of the peace shall be guilty of an offence against these Regulations.
(2)For the purpose of sub-regulation
(1)of this regulation, "arm" means any arm proper or improper as defined in article 64 of the Criminal Code and shall include any imitation thereof. Insulting words, etc.
  1. Any person who, while entering, is within or is leaving a sports ground uses insulting words or shows abusive behaviour shall be guilty of an offence against these Regulations. Power of arrest, etc.
  2. Saving any other power conferred upon him by any other law, the Commissioner may proceed to the arrest of any person who has committed, or is suspected of having committed an offence against these Regulations and may, so as to restore order in any sports ground, use such means and such force as shall appear to him to be necessary or expedient, and may expel from any such ground any person or group of persons. (1)Any person who commits an offence against these regulations shall be liable, on conviction, to a fine (multa) of not less than fifty-eight euros and twenty-three cents (58.23) but not exceeding one thousand and one hundred and sixty-four euros and sixty-nine cents (1,164.69).
(2)Where any person has been found guilty of an offence against t hese regu lations, the court m ay, in addition to the p unish ment herein m ent ioned , pro hib it su ch offen der fro m attending at any sports ground for a period not exceeding one year. Cap. 9.
(3)Where any person has been found guilty of an offence against these regulations which offence, under the Criminal Code or any other law, is liable to a penalty graver than that provided in this regulation, the court shall award that graver punishment.
