- requires: The title of this order is the Census Order. Citation. For the purpose of this order, unless the context otherwise Interpretation. "household" means one person living alone or a group of people (not necessarily related) living at the same address who share cooking facilities on most days or share parts of the dwelling such as a living room, sitting room or dining area; "midnight ending the Census Day" means midnight of the 21st November 2021; "midnight ending the Census period" means midnight of the 28th November 2021; "person" means any person residing in Malta on the midnight ending the census day, including persons temporarily abroad who have resided in Malta for the past twelve
(12)months or have the intention of staying in Malta for at least twelve
(12)months. 3. A census in Malta with reference to population (including employment) and housing shall be taken on the 21 November 2021. 4. The following European Union regulations apply to this Order: (
- a)Regulation (EC) No 763/2008 of the European Parliament and of the Council of 9 July2008 on population and housing censuses; (
- b)Commission Regulation (EC) No 1201/2009 of 30 November 2009 implementing Regulation (EC) No 763/2008 of the European Parliament and of the Council on population and housing censuses as regards the technical specifications of the topics and of their breakdowns; (
- c)Commission Regulation (EU) No 519/2010 of 16 June 2010 adopting the programme of the statistical data and of the metadata for population and housing censuses provided for by Regulation (EC) No 763/2008 of the European Parliament and of the Council; (
- d)Commission Regulation (EU) No 1151/2010 of 8 December 2010 implementing Regulation (EC) No 763/2008 of Date of census. - e)Commission Implementing Regulation (EU) 2018/1799 of 21 November 2018 on the establishment of a temporary direct statistical action for the dissemination of selected topics of the 2021 population and housing census geocoded to a 1 km2 grid. Information for purpose of census. 5. Information for the purpose of the census shall be collected and furnished with respect to all persons who at midnight ending the Census Day, are alive and present, or though absent, are ordinarily resident: (
- a)at any place on land within the territory of Malta; (
- b)on any ship or other vessel lying moored or anchored within any of the ports of Malta and on any ship or vessel registered in Malta which is at that time engaged in any coastal or fishing voyage; and (
- c)all housing amenities in Malta. Persons who are to give information. S.L. 118.03. Particulars to be stated. accommodation, facilities and 6. Any adult member shall give the information for the purpose of the census relating to housing accommodation occupied or held in tenancy by their households or existing within their institution, ship or vessel, as the case may be. With regard to vacant housing accommodation, the information for the purpose for the census shall be given by such persons as in the opinion of the census officer can give the requisite information: Provided that any person present at midnight ending census day on the premises specified in items 2 and 3 of the first column of the First Schedule may elect in such manner as is provided by the Census Regulations, to furnish the census information personally, and in that case any member shall furnish only the information set out in paragraphs (a), (

- c)of item 1 of the Second Schedule. 7. The particulars that may be required to be stated in the case of persons with respect to whom information is to be given, shall be those specified in Part 1 of the Second Schedule, and in the case of housing shall be those specified in Part II of the Second Schedule: Provided that the particulars that may be required in respect of persons who are members of religious conventual communities shall be only those specified in items 1, 2, 4, 6, 7 and 8 of Part 1 of the Second Schedule and that no particular shall be required in respect of the accommodation occupied by such persons within the premises of their religious conventual community. The persons present at midnight ending the Census Day on the premises of any military stations. 5. The persons present at midnight ending the Census Day on any ship or vessel lying moored or anchored within any of the ports of Malta or any ship or vessel registered in Malta engaged in any coastwise or fishing voyage. 6. The persons not included among any of the classes of persons above mentioned. 4 [ S.L.118.04 CENSUS SECOND SCHEDULE (Article 7) Part I - Population section 1. In respect of every person enumerated: (
- a)full name; (
- b)legally valid identification document number; (
- c)relationship between household members or status within the institution, ship or vessel as the case may be; 2. 3. (
- d)registered sex; (
- e)date of birth; (
- f)citizenship; (
- g)country of birth; (
- h)place of ordinary residence; (
- i)racial origin. In respect of person: (
- a)his/her place of residence; (
- b)place of his/her residence one year ago. In respect of women: (
- a)4. date of birth of first-born live child, if applicable. In respect of persons aged sixteen
(16)years and over: (
- a)whether single, married, separated, divorced (but not remarried) or had an annulled marriage or widowed (but not remarried) by same/opposite-sex partner/spouse; 5. (
- b)identified gender; (
- c)sexual orientation. In respect of persons aged fifteen
(15)years and over - (
- a)attained; highest qualification or level of education (
- b)labour status; (

- d)if in the negative, the reason for not working between 15 and 21 November 2021; (

- f)the number of rooms rented to non-dwelling members of used solely for business purposes; (
- g)whether any member of the household rents, or owns the dwelling and the amount of rent paid or emphyteusis; (
- h)if one is renting or on emphyteusis, to who is the amount paid to; (
- i)if one is renting or on emphyteusis, when was the contract signed or reached; (
- j)if one is renting or on emphyteusis, the duration of the contract/agreement; (
- k)what kind of facilities are available (including: central heating, air conditioning, water reverse osmosis, photovoltaic panels, solar water heaters, well, internet connection); (
- l)whether any member of the household makes use of, or rents, or owns any holiday dwellings; (
- m)dwellings. if applicable, the localities of the holiday 11. In respect of every vacant housing accommodation, such details as occurring in paragraphs (a), (
- b)and (
- c)of item 10 of this Schedule shall apply mutatis mutandis.
