HIGHER DIPLOMA IN PUBLIC ACCOUNTING AND FINANCE UNDER THE AUSPICES OF THE INSTITUTE OF PUBLIC ADMINISTRATION AND MANAGEMENT AND THE FACULTY OF ECONOMICS, MANAGEMENT AND ACCOUNTANCY [ S.L.327.388 1 SUBSIDIARY LEGISLATION 327.388 BYE-LAWS FOR THE HIGHER DIPLOMA IN PUBLIC ACCOUNTING AND FINANCE UNDER THE AUSPICES OF THE INSTITUTE OF PUBLIC ADMINISTRATION AND MANAGEMENT AND THE FACULTY OF ECONOMICS, MANAGEMENT AND ACCOUNTANCY* 27th August, 2010 LEGAL NOTICE 409 of 2010, as amended by Legal Notice 71 of 2016. 1.

(1)The title of these bye-laws is the Bye-Laws for the Higher Diploma in Public Accounting and Finance under the auspices of the Institute of Public Administration and Management and the Faculty of Economics, Management and Accountancy.
(2)Citation and interpretation. In these bye-laws, unless the context otherwise requires - "the Board of Studies" means the Board of Studies appointed by Senate for the course, on the recommendations of the Boards of the Institute of Public Administration and Management and of the Faculty of Economics, Management and Accountancy; "the Certificate" means the Certificate in Public Accounting and Finance; "the course" means the programme of study leading to the Higher Diploma in Public Accounting and Finance; "the Diploma" means the Diploma in Public Accounting and Finance; and "the Higher Diploma" means the Higher Diploma in Public Accounting and Finance. 2. These bye-laws shall be commencing in October 2010 or later. applicable for courses 3.
(1)To be registered as regular students in the course, applicants shall satisfy the general requirements for admission as specified in the Admission Regulations of the University.
(2)Applicants admitted under regulation 6(c) of the Admission Regulations must be in possession of those qualifications and/or experience that would satisfy the Board of Studies that they have reached the academic standard required to follow the course with profit. The eligibility of such applicants shall be decided by the Board of Studies, following an interview and a written test, which shall make its recommendations taking into consideration the criteria and weightings as laid down in paragraph
(5).

(4)Senate, on the recommendation of the Board of Studies, shall determine the number of applicants that may be allowed to register for the course, depending on the availability of resources. The number of available places shall be announced at the time of the call for applications.
(5)If there are more eligible applicants than the number of places available, those applicants shall be selected according to the following criteria which shall be weighted as follows: (
  1. a)academic qualifications - 50%; (
  2. b)command of English, both spoken and written, and numerical skills - 30%; and (
  3. c)experience of, and interest in, public administration 20%, pro vided that priorit y sh al l be given to ap plicants who are nominated by the Public Service.
(6)Literacy and numerical skills shall be measured by means of a written test and an interview, conducted by a board appointed for the purpose.
(7)The interviewing board and the board of examiners appointed by the Board of Studies for the written test shall be composed of at least three members. Course duration. 4. The course shall extend over a period of three years of part-time study. Course programme. 5.
(1)The course shall consist of a number of taught studyunits to which 90 credits shall be assigned.
(2)Students who successfully complete a prescribed set of study-units totaling 30 credits and opt not to proceed with the course, or having proceeded do not successfully complete the course, shall be entitled to the Certificate.
(3)Students who successfully complete a prescribed set of study-units totaling 60 credits and opt not to proceed with the course, or having proceeded do not successfully complete the course, shall be entitled to the Diploma. Publication of programme of study. 6. The programme of study shall be published after approval by Senate, normally not less than eight months prior to the commencement of the course. Classification of the Award. 7.
(1)The overall evaluation of each student’s performance in the course for the purpose of the classification of the Diploma and the Higher Diploma shall be based on the results obtained, all credits earned being weighted equally.
(2)The names of students who qualify for the award of the Diploma and the Higher Diploma shall be published in a list in HIGHER DIPLOMA IN PUBLIC ACCOUNTING AND FINANCE UNDER THE AUSPICES OF THE INSTITUTE OF PUBLIC ADMINISTRATION AND MANAGEMENT AND THE FACULTY OF ECONOMICS, MANAGEMENT AND ACCOUNTANCY alphabetical order classified as follows: Pass with Distinction Pass with Merit Pass.
