(1)These regulations may be cited as the Malta University Debating Union (MUDU) Regulations.
(2)In these regulations, unless the context otherwise requires, the terms used shall be taken to mean as indicated hereunder, and the plural thereof shall be construed accordingly: Citation and Interpretation. "MUDU" means the Malta University Debating Union; "Student" means a student enrolled on a course provided by the University; "Staff" means any member of staff appointed by Council; and "University" means the University of Malta. 2. These regulations shall be applicable from 1 st March, 2017 onwards. 3. The objectives of the MUDU are: Applicability. Objectives. (
- a)to promote debate and discussion; (
- b)to train students in the art and style of debate and discussion; and (
- c)to provide a forum for debates on issues of national and international concern. 4. MUDU shall accordingly promote both competitive debating and chamber debating and establish respective rules about organisation and conduct. Scope. 5. All University students and staff have a right to participate in the activities of MUDU. Non-university members may be invited to participate in the activities of MUDU on an ad hoc basis. Participants. 6. Activities may be open to the press, or relayed on the media of communication on an ad hoc basis. 7. MUDU shall be run as a joint activity of the University of Malta and the Kunsill Studenti Universitarji (KSU). 8.
(1)The governance of the MUDU shall be through a Committee, composed as follows: (
- a)a Rector’s Delegate, who will act as the Chairperson; (
- b)a member of the University’s administrative staff, appointed by the Rector; (
- c)two students nominated by the Council of the KSU from within its own members; and (
- d)three other students to be nominated by the Council of the KSU from outside its members and selected in a way as to represent a cross-section of the students of the University. MUDU Committee. 1 2 [ S.L.327.568 MALTA UNIVERSITY DEBATING UNION (MUDU)
(2)The student members shall serve for a period of one year and the appointment is renewable for further periods. The term of the student members shall be from 1 October to the end of September. The students referred to in sub-paragraph (c) of paragraph
(1)of this regulation shall be nominated in July by the K SU Coun cil, and are expected to participate as observers immediately.
- The MUDU Committee may co-opt for a maximum period of one year up to two other representatives of other bodies when such have entered into a specific programme of activities with the MUDU. Activities
- The University shall provide its premises for the activities of MUDU without any charge. Necessary ancillary charges covering running expenses may be charged for, but in each case the University shall seek to minimise and if possible waive such charges on an ad hoc basis.
- The University shall allow the MUDU a completely free hand in the choice of subject/s and shall not in any way exercise any form of censure on the MUDU’s activities.
- The MUDU shall be free to collect funds from any legitimate source to subsidise its activities. Any funds provided by the University must be properly accounted for and information on expenditure shall be available to the University in line with University’s fiscal regulations. Accreditation
- Wherever appropriate, students shall be awarded credits according to the applicable University regulations.
