The title of these Bye-Laws is the Beverages in Glass Containers and Consumption of Alcohol in Public Places (Marsa Local Council) Bye-Laws. 2. In these Bye-Laws unless the context otherwise requires: "the Act" means the Local Government Act; Citation. Interpretation. Cap. 363 "bin" means any recipient that may be closed by means of a lid, supplied by or under the authority of the Council and placed in a public place within the Marsa locality boundary, for the deposit of refuse; "Council" means the Marsa Local Council; "designated areas" means those areas designated by the competent authorities for the placement of tables and chairs exclusively for the consumption of food and beverages; "glass container" includes glass bottles, glasses, and, or any other glass container intended for the serving of any beverages; "locality" means the locality of Marsa as delineated in the Act; "public place" means the streets, squares, belvederes, open spaces and gardens within the Marsa locality. 3.
