- The title of these regulations is the Veterinary Surgeons’ Council (First Elections) Regulations.
- In these regulations, unless the context otherwise requires: Citation. Interpretation. ''the Commission'' means the Election Commission established by regulation 3; ''Gozo'' includes Comino; ''Minister'' means the Minister responsible for veterinary services.
- The Minister shall appoint a Commission, to be called the Election Commission for the First Election for the Veterinary Surgeons’ Council, which shall be composed of three Election Commissioners, to conduct the first elections during the year of appointment. Establishment of Election Commission.
- The Commission shall, once it has been nominated by the Minister, as soon as possible cause a notice to be published in the Gazette and in two local daily newspapers, specifying the place, the dates and times during which nominations of candidates for election to the Council shall be received by the Commission. - Every person who is registered in the Veterinary Register, which currently falls under the responsibility of the Medical Council, is eligible and has the right to be nominated, to be seconded, to nominate and to second, and to vote for the election of members of the Veterinary Surgeons’ Council. - A candidate shall be nominated in writing according to the form which appears in the First Schedule; whatever the number of vacancies that is to be filled, no person may be nominated to fill more than one vacancy. Form of nomination.
- If the number of nominations received is greater than the number of Council vacancies, an election shall be held. In such case the Commission shall, as soon as possible, publish a notice in the Gazette specifying the place, days and times during which the election shall be held and the names of candidates contesting the election. - The ballot paper to be used during the election shall be in the form appearing in the Second Schedule, and shall be initialled by a member of the Commission. Ballot paper.

- The appropriate ballot paper shall be given to the voters personally by the Election Commissioners in the room in which the ballot box is placed, and no person shall be allowed to take any ballot paper out of such room, nor shall any ballot paper be taken out of sight of the Election Commissioners until it is dropped in the ballot box. No person, other than the person voting and the Election Commissioners, shall be allowed in the ballot room. Manner of voting.
- A voter shall record his vote in secret by means of one cross placed against the name of the candidate for whom he votes. List of voters.
- The Commission shall keep a list of persons who have voted. No voting after closing time.
- No voting shall take place after the expiration of the time fixed by the Commission for voting except by such persons as are present to vote at the place of voting on the expiration of such time. Counting of votes.
- As soon as may be after the voting the Commission shall count the votes cast. Invalid ballot paper.
- Where the number of votes registered on the ballot paper exceeds the required number, the ballot paper shall be declared invalid by the Commission. Elected candidates.
- The candidates who obtain the largest number of votes shall be declared elected. Partial election.
- If two or more candidates obtain an equal number of votes, a partial election shall be held between those candidates in accordance with the provisions of regulations 7 to

- The Commission shall forthwith report the result of the election to the Minister for publication in the Gazette.
