(1)The title of these regulations is the Pedigree and Zootechnical Requirements for the Importation of Semen of Certain Animals Regulations. Title and scope.

(2)The scope of these regulations is to implement the provisions found under European Commission Decision 96/509/EC laying down pedigree and zootechnical requirements for the importation of semen of certain animals. This Decision finds a legal basis under European Union Council Directive 94/28/EC, article 5, second and third indent. 2. Semen as referred to in article 1 of European Union Council Directive 94/28/EC, coming from an animal which has not undergone the performance tests and genetic value assessment on the basis of the principles provided for by zootechnical rules, may only be imported within the limits of the quantities necessary for approved organisations or associations to carry out such official test. Importation of semen. 3. by - Pedigree and zootechnical certificates. The semen referred to in regulation 2 must be accompanied (

1. a)a pedigree and zootechnical certificate conforming to the model in Schedule I, issued by the competent authorities of the third country; (
2. b)a certificate conforming to the model in Schedule II, issued by the competent authorities of the territory of Malta or the Member State of destination. The certificates mentioned in paragraphs (
3. a)and (
