(1)The title of these regulations is the Centre of the Maltese Language (Establishment) Regulations. Citation and scope.
(2)The scope of these regulations is to establish the Centre of the Maltese Language as the administrative, organisational and operational organ of the National Council of the Maltese Language.

(1)There shall be a Centre, to be known as the Centre of the Maltese Language, for the primary purposes of supporting the administration, organisation and operation of the Council, assisting the Council in the fulfilment of its functions and carry out projects for the further advancement of the Maltese language. (2)The Centre shall be an executive organ of the Council, responsible for the day-to-day management of the Council. Executive Head. 4. Minister.

(1)It shall be the function and purpose of the Centre to: (
  1. a)support the Council in its functioning and the implementation of its functions, in particular, but not limited to: (
  2. i)the promotion and appreciation of the Maltese language in Malta and beyond; (
  3. ii)the growth of knowledge and the good use of the Maltese language, also through collaborations, publications and the utilisation of the internet and digital tools; (
  4. b)supports the other organs of the Council in their functioning and implementation of their functions, in particular, but not limited to: (
  5. i)the design of work plans and their implementation; (
  6. ii)(iii) guidelines; the realisation of the respective projects; the issuing of informative publications and (
  7. c)design and carry out projects for the further advancement of the Maltese language, in particular, but not limited to: (
  8. i)language; support the existence of the Maltese (
  9. ii)the full and strong presence of the Maltese language in the digital realm; CENTRE OF THE MALTESE LANGUAGE (ESTABLISHMENT) [ S.L. 470.01 (iii) the development and management of tools that ensure the sustainability of the Maltese language; (
  10. d)supports and assists the Executive Director in the performance and fulfilment of his duties and functions as stipulated in the Act; (
  11. e)supports and assists the Council to adhere to Part IV of the Act; (
  12. f)supports and assists the Council in fulfilling its duty to prepare and present its annual report as stipulated in the Act and which shall also include a report from the Executive Head on the Centre’s work; (
  13. g)supports and assists the Minister in fulfilling his function of convening the National Forum for the Maltese Language in accordance with article 11 of the Act.
(2)For the purpose of carrying out the functions of the Centre, the Executive Head may establish units, divisions and sections that are necessary in the organisational structure for efficient management of the affairs and work of the Council and of the Centre.
(3)The Centre shall enter into a performance agreement with the Permanent Secretary. This agreement shall regulate: (
  1. a)the operation of the Council and of the Centre, including the obligation to comply with the provisions of the Public Administration Act and the directives issued under the same Act; (
  2. b)projects, including relevant time targets; (
  3. c)without prejudice to Section IV of the Act, the estimates of the Council, which shall also include those required for the Centre, and the audit of the accounts, which shall also include those containing the records of the Centre.    Cap. 595. 3
