[ S.L.499.54 VALLETTA PEDESTRIAN ZONES 1 SUBSIDIARY LEGISLATION 499.54 VALLETTA PEDESTRIAN ZONES REGULATIONS 1st September, 2008 LEGAL NOTICE 275 of 2008, as amended by Act XV of 2009, and Legal Notices 366 of 2012 and 395 of 2018. 1. The title of these regulations is the Valletta Pedestrian Zones Regulations. 2. In these regulations, unless the context otherwise requires: "the Authority" means the Authority for Transport in Malta set up under the provisions of the Authority for Transport in Malta Act; "the Local Council" means the Valletta Local Council established in terms of the Local Government Act; Title.   1. a)which has been laid out to improve amenities for pedestrians; and (
  2. b)to which the entry of vehicles is prohibited or restricted; "permit" means a permit issued by the Local Council with the approval of the Authority for Transport in Malta to a resident or owner of a garage facing onto Misra] San {wann; " res i d en t " m ea ns a V a l l et t a r es i d ent r es i di n g wi th in t h e pedestrian zone; "vehicle" means any motor vehicle or its trailer. 3. The following streets in Valletta have been designated as pedestrian zones: (
  3. a)that length of Triq il-Merkanti between Triq inNofsinhar and Triq San Kristofru; (
  4. b)that length of Triq |akkarija between Triq inNofsinhar and Misra] San {wann; (
  5. c)that length of Triq ir-Repubblika between Pjazza Tritoni and Triq it-Teatru l-Antik; (
  6. d)that length of Triq Santa Lu`ija between Triq San Pawl and Triq id-Dejqa; (
  7. e)that length of Triq San {wann between Triq San Pawl and Triq id-Dejqa; (
  8. f)that length of Triq Melita between Triq San Pawl and Triq id-Dejqa; (
  9. g)that length of Triq in-Nofsinhar between Triq ilMerkanti and Triq l-Ifran; (

(1)Vehicles shall be prohibited from proceeding or waiting in the said zones and scheduled in the First Schedule: Provided that the following vehicles shall be exempt from the prohibition: (
  1. a)vehicles up to a maximum of 7.5 tonnes being used to render a service to the business community and residents; (
  2. b)vehicles registered in the name of a resident or the owner of a garage facing onto Misra] San {wann; S.L.499.59 (
  3. c)electric mini cabs as defined in the Taxi Services Regulations; S.L. 65.26 (
  4. d)self-balancing vehicles as defined in the Low-Powered Vehicles and Pedal Cycles Regulations, at a maximum speed of six km/h; (
  5. e)vehicles used in connection with the emergency services and security; and (
  6. f)vehicles used within the zones with the permission of the Commissioner of Police for ceremonial purposes.
(2)The Local Council with the approval of the Authority for Transport in Malta may give temporary exemption to vehicles in connection with construction or maintenance works or with special events and also exemptions to vehicles permitted for reasons of security.
(3)Bollards shall be placed at each end of each street within such zones to block the entry of prohibited vehicles into the zones.
(4)Permit for access by residents’ vehicles. Amended by: L.N. 395 of 2018. Bollards may be of the electronic automatic type. 5.
(1)A resident or an owner of a garage facing onto Misra] San {wann, who is the holder of a permit, shall be allowed to access the zones with his vehicle through Triq San {wann from Triq l-Ifran by informing the Local Council in order to make the necessary arrangements for access to be provided by an official of the Authority for Transport in Malta. (2)A permit may be obtained upon application on the appropriate form from the Local Council after having obtained the approval of the Authority for Transport in Malta.
(3)Residents qualifying for a permit shall be issued with the said permit which, together with the parking disc and any other document which may be issued for such purpose, is to be exhibited behind the windscreen.
(4)Where the Local Council refuses an application for a permit, the Local Council shall by notice in writing, within seven days, inform the applicant of its decision and the reasons therefor.
(5)Where the Local Council refuses an application, the applicant may, within twenty-one days starting on the date of such notice appeal before the Contestation Board set up under regulation 11 of the Vehicle Access Zones (Control) Regulations. S.L. 65.31 6.
(1)Holders of a permit shall only be allowed to access the pedestrian zones for a period of ten minutes, during which time they should display behind the vehicle’s windscreen the parking disc or any other document which serves the same purpose showing the time of parking as correctly as possible. (2)Where a vehicle is left parked on the road for a period longer then the maximum of ten minutes, the owner of that vehicle shall be guilty of an offence and shall, on conviction, be liable to a fine (ammenda) of sixty euro. 7.
(1)Vehicles qualifying under paragraph (a) of the proviso to regulation 4
(1)shall be allowed to access the pedestrian zones during the following times and days of the week: - Monday to Saturday from 01.00am to 09.30am - Monday and Thursday from 2.30p.m. to 4.30p.m. solely through the routes indicated in the Second Schedule Access for vehicles giving a service Renumbered: L.N. 395 of 2018. (2)Such vehicles found within the zones outside the times in sub-regulation
(1)shall be issued with a contravention notice and the registered owners of such vehicles shall, on conviction, be liable to a fine (ammenda) of sixty euro. 8.
(1)A vehicle which accesses a zone without a permit or which is found in the zone without a permit shall be issued with a contravention notice.
(2)The registered owner of such a vehicle shall, on conviction, be liable to a fine (ammenda) of two hundred euro. Unauthorised access. Renumbered: L.N. 395 of
